For offline war games, choose by the kind of strategy you want: Strategy & Tactics 2: WWII and Strategy & Tactics—Sandbox are Android grand-strategy options; Trench Warfare 1917: WW1 RTS suits real-time battlefield play on Android; and Apple’s US App Store lists Glory of Generals 3: WW2 for iPhone and iPad. These are store-supported options, not a hands-on ranking. An offline label does not guarantee that setup, downloads, ads, or every mode will work without internet, so install and test your choice before travelling.

How to choose between these games
For a large strategic map
Strategy & Tactics—Sandbox focuses on turn-based territorial play. Strategy & Tactics 2: WWII adds economic, scientific, and diplomatic systems to military planning. Both are Android options verified through Google Play; the iOS evidence for the second game is limited to an Apple search result.
For battles instead of grand strategy
Trench Warfare 1917: WW1 RTS is the real-time choice in this list, and its setting is the First World War. For turn-based combat centered on WWII units and Eastern Front scenarios, consider 1941 Frozen Front.

For an iPhone or iPad campaign
Glory of Generals 3: WW2 has a directly available US App Store listing for iPhone and iPad. Do not assume the Android-listed games are also available on iOS: the store evidence collected here does not establish that for every title.

What “offline” does—and does not—tell you
The store listings support offline play, but they do not comprehensively say whether each game needs a connection for installation, first launch, extra downloads, ads, cloud saves, updates, or optional features. A listing’s Offline label is useful evidence for playing without a connection; it is not proof that every part of the app works offline.
- While connected to Wi-Fi, install the game and let any updates or additional files finish downloading.
- Open it and start the mode you expect to use away from a connection.
- Turn on airplane mode, then reopen the game and check that the intended mode still works.
- If a mode fails, check whether it is an online feature, such as the level-uploading feature described for Trench Warfare 1917, rather than assuming the whole game requires internet.
Availability and listing limits
Store availability can vary by region and device. The platform descriptions above reflect the cited listings: Android examples come from Google Play, while the iOS evidence comes from Apple. Apple’s search result for Strategy & Tactics 2: WWII describes offline mode and iPad availability, but its page could not be opened for full verification.
