For PDFs, Adobe Acrobat Pro and Foxit PDF Editor both document tools for permanently redacting visible text and images; Microsoft Document Inspector is a complementary option for finding and removing hidden information in supported Office files. The key distinction is that redaction removes selected visible content, while sanitization addresses hidden data such as metadata or attachments. A black box or highlight alone is not proof that sensitive content has been removed.
Redaction and sanitization solve different problems
Redaction is for information a reader can see in a document: text, images, or—in some workflows—an entire page. A proper redaction operation removes the selected content rather than merely drawing a shape over it. Adobe describes its function this way: “Redaction permanently hides sensitive information from a PDF document.” (Adobe Acrobat Help, updated September 23, 2025.)
Sanitization deals with information that may remain in a file even when it is not visible on the page. Depending on the file and tool, this can include metadata, attachments, scripts, comments, or other embedded material. Adobe explicitly treats hidden-data cleanup as a separate consideration from redaction; Foxit’s guide also documents separate hidden-information tools.

Adobe Acrobat Pro
Adobe’s desktop workflow is to open the redaction tool, mark text or images, apply the marks, choose whether to sanitize hidden information, and save the resulting document. Its search workflow can locate single or multiple words and phrases, as well as patterns; users review the matches before applying redaction. This is useful for recurring identifiers, but the documented selection-and-review process should not be mistaken for evidence of unattended bulk accuracy. Foxit PDF Editor
Foxit’s cited Mac guide describes marking and applying redactions to text and images, then handling hidden information separately. Users can sanitize all hidden information in one operation or choose particular categories to remove. Foxit’s product page also lists OCR, centralized administration, and optional AI-powered Smart Redact; those are vendor-described capabilities, not independently verified measures of detection accuracy, security, compliance, or savings. Office files need a separate hidden-data check
Microsoft Document Inspector can find and remove hidden data and personal information in supported Word, Excel, and PowerPoint files. Microsoft’s examples include author and document properties, comments, and revisions. It can complement a release workflow when Office files are shared, but the cited Microsoft guidance does not establish it as a PDF redaction tool. Vendor feature lists are a starting point, not a basis for naming a universal winner. The official documentation supports comparing the workflows described above; it does not provide an independent benchmark of either PDF editor’s accuracy or coverage. Assess candidates against the documents, controls, and release process your organization actually uses.

- Content coverage: Check whether the tool supports the visible content you need to remove—text, images, full pages, recurring terms, and pattern matches. - Hidden-data cleanup: Determine whether sanitization is a distinct step, what categories it covers, and whether users can select categories rather than remove everything. Adobe and Foxit both document hidden-data removal as a separate concern. Adobe’s explanation; Foxit’s guide.
- Scans and OCR: Use representative scans to assess how the product handles skew, low contrast, handwriting, and PDFs that mix scanned pages with selectable text. Foxit lists OCR as a capability, but the reviewed sources do not provide an independent OCR accuracy benchmark. Foxit product information.
- Workflow and volume: Observe how staff review search matches, repeat redactions, preserve originals, and control the final output. The documented workflows do not establish the accuracy of unattended bulk processing. Adobe instructions; Adobe search instructions; Foxit guide.
- Administration and data handling: Evaluate identity and access controls, deployment, audit needs, retention, integrations, cloud processing, and security documentation for the exact plan and configuration. Foxit advertises administration and security features; validate that they meet your requirements rather than relying on a product-page claim. Foxit product information.
- Licensing and cost: Compare current regional prices, included features, seat counts, and contract terms. Foxit’s comparison information says its US comparison basis was current in July 2026; prices and plan details are therefore time- and region-sensitive. Run a controlled pilot before selecting a tool
Test candidate workflows using representative PDFs and Office files, not just clean, selectable-text PDFs. Include scanned pages, repeated identifiers, images, comments, attachments, and metadata where relevant to your release process.
- Define the sensitive content and hidden-data categories your staff must handle, along with the approved retention and access controls for unredacted originals.
- Prepare representative files that include both straightforward and difficult cases, such as scanned or mixed-content PDFs and Office documents with comments or revisions.
- Have staff perform visible redaction and hidden-data cleanup as separate tasks where appropriate, using the candidate’s documented workflow.
- Inspect each output with a second person and the organization’s approved validation procedure before it leaves the controlled environment.
- Record missed content, workflow friction, platform or plan dependencies, and data-handling questions; resolve them before adopting the tool for routine release.
This is a selection and operating framework, not a claim that either PDF editor has been independently tested or that passing a pilot alone establishes regulatory compliance.
