Game workers are organizing in two ways: employees at a particular studio can seek a workplace bargaining unit, while workers across employers can join an industry-wide union. The models can complement one another, but they do different jobs. Current evidence is strongest for the United States and Canada; it does not establish a complete global count of unionized game workers.

Do game developers have unions?

Yes. Game-industry union organizing includes both studio-specific bargaining units and a direct-join union open to workers across the industry. Some campaigns have reached recognition or contract negotiations; others have been reported at the filing stage. Those stages are not interchangeable, and a filing announcement alone does not establish that workers later won certification or a contract.

The evidence is especially visible in North America. Communications Workers of America (CWA) and CWA Canada have announced organizing and bargaining developments at game studios in the United States and Canada. That does not mean every game worker in those countries is represented, or that the same picture applies worldwide.

How do the two organizing models differ?

The models can serve different needs. A workplace unit is the route for negotiating with a specific employer on behalf of a defined group. A cross-industry union can connect workers whose jobs, employment status, or studios differ, including people who may not fit within one employer’s bargaining unit. CWA announced UVW-CWA on March 19, 2025, as a direct-join union for video game workers in the United States and Canada.

What does the current evidence say about support?

In the Game Developers Conference’s 2026 State of the Game Industry survey, 82% of US-based respondents supported unionization, 5% opposed it, and 13% were unsure. These are survey responses, not a measure of all US game workers, and they should not be described as global sentiment. The report cautions against direct comparison with its 2025 result because the question wording changed.

The survey also separates interest from membership: 62% of respondents said they were interested in joining a union, while 10% said they belonged to an industry-wide union and 2% to a company union. Interest does not equal enrollment, and neither support nor stated membership figures alone establish how many workers are covered by a collective bargaining agreement.

For historical context, an Ontario Creates report published in 2023 cited the IGDA’s 2021 Developer Satisfaction Survey as finding support of 58% for workplace unions, 60% for occupation-based unions, 78% for national industry unions, and 62% for international unions. Those figures come from a different survey and year; they are context, not a like-for-like trend line against the GDC’s 2026 results.

Where have game workers organized?

Studio campaigns in Canada

CWA Canada reported on July 1, 2024, that 117 Bethesda Game Studios staff in Montreal had signed union cards and that a filing had been made. The announcement described a cross-disciplinary group including producers, programmers, artists, designers, animators, and quality-assurance staff. It establishes what the union reported at the time, not the eventual labor-board outcome.

On June 18, 2025, CWA Canada announced a filing by Ubisoft Halifax workers. It described a prospective bargaining group of nearly 60 staff and said a majority had signed union cards. The group was described as including producers, programmers, designers, artists, researchers, and development testers. That dated announcement does not, by itself, establish the campaign’s final status.

Recognition and broader organizing

In a 2025 announcement about Overwatch developers securing union recognition, CWA reported that more than 6,000 workers in the United States and Canada had organized with CODE-CWA since its launch, and that nearly 500 game workers had joined UVW-CWA at that time. Those are union-reported figures tied to that announcement, not a current census of union membership across the industry.

What can a game-industry contract cover?

Terms depend on the employer and bargaining unit; one agreement’s provisions should not be assumed to apply elsewhere. In 2025, CWA announced a tentative agreement between Microsoft and more than 300 ZeniMax quality-assurance workers. CWA described provisions covering across-the-board wage increases, new minimum salaries, protection from arbitrary dismissal, grievance procedures, recognition of QA workers’ contributions in credits, and terms for introducing and implementing AI at work. The announcement said the agreement was tentative and anticipated a ratification vote, so those terms should not be presented as a final, industry-wide standard.

A separate development shows why the status of each contract matters: CWA’s press-release index lists Blizzard Entertainment workers’ contracts as ratified on September 9, 2026. That listing concerns Blizzard contracts, not the terms of the ZeniMax tentative agreement.

The issues named in these organizing accounts include job security amid layoffs, worker voice, wages and minimum salaries, work-life balance, fair credit, grievance processes, and how AI is introduced at work. A union may pursue some or all of these issues, but a specific outcome depends on what the workers and employer negotiate and, where required, what members ratify.

How does a studio union campaign proceed?

Exact procedures depend on the jurisdiction and the circumstances, but it helps to distinguish the milestones reported in game-industry announcements:

  1. Organizing: Workers discuss shared priorities and build support among the people they want represented.
  2. Filing: A union or workers submit the relevant application or petition. A filing announcement confirms a filing was made; it does not prove that certification followed.
  3. Recognition or certification: The employer or relevant labor authority recognizes the bargaining representative under the applicable process. This is distinct from merely announcing a campaign.
  4. Bargaining: The recognized parties negotiate workplace terms. The result may be an agreement, but an announced agreement can still be tentative.
  5. Ratification: Where a member vote is required, workers vote on the negotiated contract. A tentative agreement is not the same as a ratified contract.

For an individual worker, the appropriate organizing route depends in part on whether the goal is to bargain with a specific employer or to join a union that organizes across employers. UVW-CWA’s announcement describes the latter as open to workers including freelancers and unemployed people; studio campaigns focus on a workplace bargaining group.

What can be concluded about unionization in games?

There is clear evidence of active union organizing, a direct-join industry-wide model, and workplace campaigns and bargaining developments in North America. The 2026 GDC figures show substantial support among surveyed US-based respondents, alongside a much smaller reported share who said they belonged to industry-wide or company unions. These measures capture different things: sentiment, interest, membership, recognition, and contract coverage should not be collapsed into one number.

The available evidence does not establish a comprehensive global count, a country-by-country picture beyond the North American examples described here, or the final outcome of every campaign mentioned. For fast-changing developments, the status should be checked against the relevant dated union announcement and any later labor-board or ratification update.
