Self-host an applicant tracking system (ATS) only if your organization can take responsibility for operating and securing it—and the software fits your hiring workflow. Open-source software can give you control over deployment and records, but it is not cost-free to run. SaaS shifts infrastructure operations to a vendor and may offer support and documented controls, but you still need to check its features, contract, data handling, and fit for your organization.
What changes when you self-host an ATS?
With a self-hosted ATS, your organization runs the application in an environment it controls, such as its own network or a server it manages. That gives you direct control over deployment choices, but also makes your team responsible for keeping the service available and secure.
OpenCATS is an example of an open-source recruiting system. Its documentation describes managing candidate details, qualifications, resumes, contact history, job orders, and candidate pipelines. The project describes the software as free to install and use and says it can be modified or extended. Those facts do not remove the costs of hosting, maintenance, security, or staff time. The project also states that there is no vendor help desk; support is the organization’s responsibility, with documentation, videos, forums, and community help available. That is an operating-model difference, not merely a software-license difference.

When can self-hosting beat SaaS?
Self-hosting is worth considering when you already have people responsible for operating business applications and can assign clear ownership for the ATS. It is most plausible when the system’s workflows meet your needs and you value choosing where and how it runs enough to accept the operational work.
- Your technical team can apply application and operating-system updates, manage access, monitor the service, and respond to incidents.
- You have a tested process for backups and recovery, not just a backup job that has never been restored.
- You can safely operate the chosen deployment, including a public-facing server if recruiters need access over the internet.
- The ATS supports your hiring volume and processes without relying on missing features.
- Your organization accepts that support may come from internal staff and a community rather than a vendor help desk.

When is SaaS the better fit?
SaaS is often a better operational fit when you want a vendor to run the application infrastructure, provide a support channel, or supply workflows your team does not want to build and maintain. That does not mean the vendor takes over your organization’s hiring decisions or every responsibility for candidate data.

Before signing, confirm what the specific plan and contract provide: user roles, workflow features, integrations, support, exports, retention and deletion controls, hosting region, subprocessors, incident terms, service availability, and what happens to your data when the contract ends. A product’s general security page may not describe every plan or customer deployment.

How should you compare the options?

The available product documentation does not establish a current, feature-by-feature integration comparison or comparable total-cost figure. Build your own estimate from current quotes and your team’s actual workload rather than assuming either model will be cheaper.
What do vendor security claims establish?
Vendor disclosures can help you investigate controls, but they are not a substitute for checking the service, contract, plan, configuration, and region you would actually use. A certification covers a defined scope; it does not by itself prove that a service meets every buyer’s technical or legal requirements.
- Greenhouse: Its help-center overview, last updated October 5, 2026, says its audits include SOC 1 Type 2, SOC 2 Type 2, ISO 27001:2022, and ISO 27701:2019. It describes AWS infrastructure, encrypted file storage, and US, EU, and APAC regions. - Recruitee: An article dated August 6, 2024 says its ISO 27001 certificate scope includes Recruitee ATS. It describes Google Cloud locations in Frankfurt and Berlin, AWS Frankfurt for file hosting and encrypted backups, and AWS Ireland for its video answers feature. Self-hosting gives you more direct influence over deployment location, but location alone does not establish compliance with privacy law. Your organization still needs to determine its legal roles, obligations, and appropriate handling of candidate information.
Plan candidate-data governance in either model
Whether you host the ATS or buy SaaS, evaluate the complete lifecycle of candidate records. Check who can access them, how long they remain, how they can be exported or deleted, how backups are handled, and what happens after a breach or contract termination.

- Map the hiring workflow. List the features and volumes recruiters and hiring managers actually use, including any bulk handling or automation requirements.
- Name operational owners. For self-hosting, assign responsibility for updates, access reviews, monitoring, backups, recovery, and incident response. If no one can own those tasks, do not treat self-hosting as a low-effort option.
- Request SaaS specifics. Ask vendors to confirm the relevant plan’s capabilities, support, data region, retention controls, subprocessors, exports, incident terms, and exit process in writing.
- Compare complete costs over the same period. Use current vendor quotes and include implementation, staff time, hosting, security work, integrations, migration, and exit costs. A subscription-versus-license comparison alone is incomplete.
- Test the exit path. Establish how candidate records and attachments can be exported, how deletion is handled, and how quickly you could resume hiring if the service became unavailable or you changed systems.
What about an ERP with recruitment features?
If your organization already uses an ERP suite, its recruitment module may be worth evaluating alongside a dedicated ATS. Odoo’s versioned documentation describes Community as its free, open-source edition and Enterprise as adding features, support, upgrades, and hosting. Its Recruitment documentation describes an applicant card created when an application is received. These documents do not establish a direct feature comparison with OpenCATS or a dedicated SaaS ATS, so evaluate it against your own hiring requirements.
