Use Chrome DevTools’ Network panel to emulate a slower connection for page testing; it changes the conditions Chrome applies to the page, not the Windows computer’s internet connection for other apps. Choose a preset, create a custom profile, or test Offline, then reload the page and inspect its requests.
Use a preset to test a slower connection

Open the page you want to test in Chrome, then open DevTools. Select Network.

In the Network panel, open the throttling menu, which is usually set to No throttling. Choose a preset such as Fast 4G, Slow 4G, or 3G. Available labels can vary by Chrome version; Chrome’s Network Conditions documentation also lists Fast 3G, Slow 3G, and Offline. Chrome DevTools: Network panel

Reload the page and review the requests and loading behavior in the Network panel. A warning icon appears while throttling or Offline simulation is enabled.

Open Network Conditions from another DevTools panel
If you want to change the simulated connection without switching to Network, open DevTools’ Command Menu with Control+Shift+P on Windows. Search for Network Conditions and select it. Its throttling controls are also available in the Network panel. Chrome DevTools: Network conditions
Create a custom throttling profile
Use a custom profile when a preset does not match the connection you need to model. In DevTools settings, create a network throttling profile, name it, and enter download speed, upload speed in Kbps, and latency in milliseconds. Packet-related parameters are also documented. Record the profile’s name and values when sharing or comparing results. “Slow” is not one universal bandwidth-and-latency setting, so a named, reproducible profile is more useful than an unexplained label.
Choose conditions that match the test

Use the Network panel for network-only testing. Device Mode’s Mid-tier mobile and Low-end mobile presets also throttle CPU: Chrome describes Mid-tier as fast 3G with a four-times CPU slowdown, and Low-end as slow 3G with a six-times CPU slowdown. Control cache when testing repeat visits
Previously stored files can make a repeat visit look faster than a first-time visit. To reduce cache’s influence, enable Disable cache in the Network panel while DevTools is open, or use Empty Cache and Hard Reload. For meaningful comparisons, keep the selected network profile, cache state, and CPU-throttling state consistent between runs—or note how each differs.

Optional: throttle selected requests in Chrome 145 or later
Chrome for Developers says individual request throttling starts with Chrome 145. It can apply conditions to selected requests or URL patterns. This option is version-dependent: check your Chrome version and confirm the control is present in DevTools before relying on it.
