Yes. When your phone uses cellular service, a VPN sends its traffic through that same connection, and the carrier can count it toward your data allowance. The VPN also adds some overhead, so the same activity may use more data than it would without a VPN. A VPN does not provide internet access on its own or make cellular data free.
Why a VPN uses mobile data
A VPN creates an encrypted tunnel for internet traffic. If your phone is connected to cellular, your carrier still transports the packets and can meter the data, even though the VPN helps protect the traffic contents from ordinary network inspection. The tunnel and its connection maintenance add overhead, which can increase total usage.
Verizon’s terms say that network data and overhead are chargeable, including additional VPN overhead. Google Fi likewise says its VPN increases data usage. These statements establish that VPN traffic can count against a plan; they do not establish one universal amount of extra usage. Google Fi’s VPN guidance and Verizon’s data-plan terms are provider-specific, so check your own carrier’s current rules.
How much extra data does a VPN use?
There is no dependable percentage that applies to every VPN, phone, network, or activity. Overhead varies with the VPN protocol and implementation, while the amount of data you use is driven largely by what you do online.

Top10VPN reported an increase of 4.5%–20% in its own VPN data-usage tests, updated July 29, 2026. Treat that as a test-specific result, not a guarantee or a universal estimate. The cited Google and Verizon documents confirm increased usage or chargeable overhead but do not give a general percentage. Top10VPN’s test and explanation provides the context for its range.
What happens on Wi-Fi—and when it drops
Using a VPN on Wi-Fi does not inherently use cellular data. But if Wi-Fi becomes unusable and the phone switches to cellular, VPN traffic can then use your mobile allowance. Google Fi specifically says its VPN may move to a cell network when Wi-Fi is unusable; a download already in progress may continue over mobile data. That documented behavior is specific to Google Fi, not a guarantee that every phone or service switches in the same way. Google Fi explains the Wi-Fi fallback behavior here.

Some plans exclude specific apps or traffic from a general data allowance. A VPN can make it harder for a carrier to recognize that traffic, so an exemption may not work as expected while the VPN is active. Google documents an app-exclusion setting for its Pixel VPN to address this situation; whether it helps depends on your plan and configuration. Check your carrier’s terms and VPN settings rather than assuming an exemption still applies. Google’s Pixel VPN guidance also describes traffic that may not be protected by the VPN.

A phone VPN does not necessarily tunnel every byte from every service. Google’s Pixel guidance notes that tethering, push notifications, Wi-Fi calling and other IMS services, work-profile traffic, and traffic routed directly over Wi-Fi or cellular may not be protected. The precise behavior depends on the device and setup.

- Check your plan: Review your carrier’s current allowance, overage, roaming, and app-exemption rules. Charges depend on the provider, plan, and location.
- Watch cellular usage: Compare your phone’s usage display with your carrier account, especially after large downloads or streaming.
- Check network switching: If you expect to stay on Wi-Fi, review Wi-Fi assist or automatic switching settings and be mindful of downloads when Wi-Fi is unstable.
- Review VPN exclusions: If your plan exempts particular apps, check whether your VPN supports app exclusions and whether your carrier’s rules allow the exemption to apply.
Norton also warns that using its VPN on Android or iOS over a mobile network may incur additional carrier data charges; its notice was last modified February 6, 2025. That is a service-specific warning, consistent with the broader point that carrier billing still applies. Norton’s mobile VPN usage notice gives its details.
