Upgrade your business phone system when its network is being retired, the system or its components are no longer supported, it cannot meet essential operating needs, or its cost and operational burden have become unacceptable. For UK businesses that still rely on PSTN or ISDN, migration is time-sensitive: government guidance says the industry switch-off is due by January 2027. That deadline is specific to the UK, not a global cutoff.

Four signals that it is time to upgrade

Your provider is retiring the service

A carrier notice with a retirement date is a firm project deadline, not a reason to wait until the final months. In the UK, the industry-led PSTN migration is scheduled to complete by January 2027; Openreach gives 31 January 2027 as its PSTN retirement date. Contact your provider early to learn which lines and services are affected and what migration options are available. Businesses elsewhere should use their own carrier’s notices and dates. The system has reached end of life

If a phone platform, gateway, operating system, or network device is no longer supported, the vendor may stop providing security updates and technical assistance. Check the support status and end-of-life notices for each component, not just the handsets. CISA and partner agencies advise organizations to monitor end-of-life announcements, move to vendor-supported versions, and include patch testing and validation in change management. It no longer fits how the business works

A change may be justified if missing features, changes in staffing or locations, or compatibility limits materially impede operations. Start by specifying what users need and what existing equipment must continue to do. There is no single feature set or phone-system model every business needs.

Its cost or operational burden has shifted

Repeated faults, maintenance effort, limited support, legacy-line charges, and the cost of migration all belong in the decision. Compare actual quotes and the current operating baseline; the available evidence does not establish a universal savings figure or payback period. In the UK, Openreach reported wholesale rental increases for its WLR services in 2026 and warned of disruption and cost risks from late migration. Those are operator statements about its wholesale services, not a forecast of every business’s phone bill. Openreach’s announcement.

Audit what depends on your phone lines before choosing a replacement

A line may carry more than voice calls. In the UK, government guidance identifies alarms, telecare, door entry, payment terminals, lifts, intercoms, and broadband among services that may depend on legacy landline connections. An analogue terminal adapter port is voice-only and is not suitable for alarms or machine-to-machine services, according to UK education guidance. Confirm compatibility with both the proposed phone provider and each equipment supplier before scheduling a change.   1. Build a site and service inventory. List every location, phone number, line, handset, gateway, and service contract. Check telecom invoices, maintenance agreements, provider correspondence, and the equipment physically installed at each site.
  2. Trace every connection. Record what uses each line: voice phones, fire or intruder alarms, lift emergency phones, access and door-entry systems, payment terminals, fax or other machine-to-machine equipment, intercoms, and backup broadband.
  3. Record ownership and importance. For each item, note its location, function, connection type, supplier, responsible team, business criticality, and whether it is still needed.
  4. Confirm the migration details. Ask the network provider what service is being retired and by when. Ask each affected equipment manufacturer or supplier to confirm that the device will work with the proposed service, and what replacement or configuration it needs.
  5. Sort items into actions. Separate services that can be cancelled from those that must be migrated or replaced. Assign an owner and deadline for each item that remains necessary.

The Department for Education’s audit guidance is intended for education estates in England. Its inventory approach and device list can help other organizations ask the right questions, but it is not a universal regulation.

Compare replacements against the needs of each site

Do not select a service based on a handset or headline feature alone. Compare the connection, endpoints, connected equipment, resilience, lifecycle support, and the work required to migrate.

  • Availability and connection: Check whether fibre or sufficient broadband is available at every site. Establish whether voice will share the main internet connection or use a separate or backup connection.
  • Features and users: Count the handsets and list the features employees actually require before asking for proposals.
  • Equipment compatibility: Verify every handset and connected alarm, access-control system, payment terminal, lift phone, or other device with its supplier.
  • Continuity: Determine what happens during a power, internet, or provider outage. Fibre does not deliver voltage like copper, so internet and voice can fail in a power cut without battery backup or a UPS. Decide whether backup connectivity and fallback calling arrangements are needed.
  • Support and security: Confirm the support period, update process, who is responsible for patches, and how the vendor communicates end-of-life dates.
  • Full migration effort: Include equipment, service, installation, number porting, training, support, backup connectivity, and any necessary period of running systems in parallel. Use quotes and your own baseline to assess cost; do not assume a payback period.

UK PSTN migration: timing and context

The UK government says the industry’s PSTN migration is due to complete by January 2027; Openreach states its PSTN retirement date as 31 January 2027. These dates concern the UK network transition and should not be applied to other countries or treated as a deadline issued by every provider worldwide.

Government guidance published in 2025 said more than two thirds of UK landlines had already been upgraded to VoIP. It also reported, citing Ofcom, a 45% increase in reported PSTN incidents in 2024 and more than 2,600 major PSTN incidents in 2024/25. Openreach estimated in 2026 that around 1.5 million copper lines remained, including around 350,000 business premises; those figures are the operator’s estimates, not an independently verified census. Openreach also said its WLR basic wholesale rental was £10.65 before increases it reported for April, July, and October 2026, which it said would bring the charge to double the prior price. This is a UK wholesale product figure, not a typical business bill or a complete estimate of migration cost. Openreach’s director of All-IP, James Lilley, said on 31 July 2026: “The message is simple: act now. Businesses should speak to their service provider today, understand which services could be affected, and make sure they have a clear migration plan in place well before January 2027.” This is the network operator’s advice, not a guarantee about every provider’s timing or a substitute for checking your own service.

Turn the decision into a migration plan

  1. Set the trigger and scope. Identify the retirement notice, support problem, business need, or cost issue driving the change. Define which sites, numbers, lines, devices, and contracts are included.
  2. Resolve dependencies first. Obtain compatibility decisions from the phone provider and equipment suppliers. Schedule any required device replacements or service changes before the legacy connection is withdrawn.
  3. Plan resilience and fallback. Decide how staff will make and receive calls during outages, and provide battery backup or a UPS where continuity needs justify it. Document who activates the fallback arrangement.
  4. Schedule migration and validation. Coordinate installation, number porting, configuration, and user training. Test calling and every business-critical connected device before ending the old service.
  5. Close out deliberately. Cancel only services confirmed as unnecessary, verify the new service is operating as intended, and retain support and escalation details for the new provider.
