A September 2026 report found that, in one fresh Windows 11 Home installation test, a small “Learn more” link on the Microsoft account setup page opened local-account creation. The behavior was tested with the latest Home ISO in a virtual machine; it is unofficial and has not been confirmed for every Windows edition, build, or device.
How to try the reported Windows 11 setup workaround
During a fresh Windows 11 Home setup, follow the normal Out-of-Box Experience (OOBE), connect to the internet, and continue until the “Let’s add your Microsoft account” page appears. Windows Latest reported that these steps led to local-account creation in its test:
-
On the Microsoft account page, find the paragraph beneath “Sign-in options.”
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy. -
Select the small “Learn more” link in that paragraph. Do not select the larger “Learn More” button lower on the page; the report identifies the small link as the one that led to the local-account screen.

If setup opens “Who’s going to use this device?”, enter a local username, create a password, and answer the three security questions shown.
This is a reported behavior, not a guaranteed setup path. Windows Latest tested it on a fresh virtual machine installation using the latest Windows 11 Home ISO. The report does not establish whether it works on other editions, builds, or devices, and Microsoft does not document the small-link behavior as a supported local-account option. Setup pages and behavior may change in future builds. (Windows Latest, September 2026)

What Microsoft officially documents
Microsoft’s setup guidance describes OOBE using a personal Microsoft account or a work or school account. It also documents a separate offline procedure for creating a local user. It does not describe the small “Learn more” link as a supported method for creating one. Consult Microsoft’s Windows setup guidance for the instructions applicable to your setup.

Microsoft’s documentation was accessed October 7, 2026. The reported link behavior and Microsoft’s documented offline procedure are distinct: the report concerns a link on the account page during an internet-connected Home installation, while Microsoft’s official instructions describe a separate offline route. Local account or Microsoft account: what changes?
| Account type | What it means for sign-in and services |
|---|---|
| Local account |
Created on the device and specific to that device. It does not require an internet connection to sign in and is not connected to the cloud. |
| Microsoft account |
Uses an email address and password associated with Microsoft services. Signing in connects Windows to Microsoft’s cloud and supports syncing settings and files across devices. Rank #4

That is the central tradeoff: a local account keeps Windows sign-in device-specific and independent of cloud services, while a Microsoft account connects Windows to those services and enables cross-device syncing. (Microsoft account and Windows account information)
How the report differs from the bypassnro change
Older setup workarounds have changed, but the scope of Microsoft’s announcement matters. On March 28, 2025, Microsoft said it was removing the bypassnro.cmd script from Windows 11 Insider Preview Build 26200.5516. Microsoft explained: “This change ensures that all users exit setup with internet connectivity and a Microsoft Account.” That statement applies to the named Insider build; it does not establish that every workaround was removed from every public Windows 11 release.

The September 2026 report describes a different behavior: a small link on the account page that led to local-account setup in a tested Windows 11 Home installation. It should not be treated as proof that older commands still work, or that the link works universally. (Microsoft Windows Insider Blog, March 28, 2025; Windows Latest, September 2026)
