To configure a Windows 365 developer Cloud PC, select the Developer Configuration gallery image in a Windows 365 provisioning policy, confirm your Windows 365 offering supports it, and decide whether its preinstalled Microsoft 365 Apps meet your needs or you should deploy a suite separately through Intune. Intune can also manage supported Cloud PC settings and separately deployed apps, but those are distinct from the gallery image.
What the Windows 365 Developer Configuration image includes
This is a Windows 365 Cloud PC image—not a local Windows configuration package or a Microsoft 365 Developer Program sandbox. Microsoft describes the image as a ready-to-use environment for Windows and Linux development. It includes Windows settings, WSL Ubuntu, a bash environment setup, and developer tools such as PowerShell 7, Visual Studio Code, PowerToys, Python, Node.js and npm, Git and GitHub CLI, Azure CLI, and the .NET Runtime and SDK. Tool versions can change with image updates.
The image is offered with preinstalled Microsoft 365 Apps. If your deployment needs different app choices, version or update-channel control, or a distinct assignment and lifecycle strategy, deploy Microsoft 365 Apps separately through Intune instead of relying on the image’s preinstalled suite.
Check plan and Cloud PC requirements first
Microsoft’s Windows 365 device-images documentation states: “This image is available for Windows 365 Enterprise and Windows 365 Flex Dedicated mode.” It does not apply to every Windows 365 plan. The image is unsupported with 2-vCPU or GPU licenses because those configurations do not support nested virtualization.

Verify that the specific Windows 365 offering and Cloud PC specification you intend to provision meet the image requirements before assigning the policy. Do not assume a license that can provision other Windows 365 images can also provision this developer image.
Select the image in a Windows 365 provisioning policy
- Open the Microsoft Intune admin center and start creating or editing a Windows 365 provisioning policy.
- In the provisioning policy flow, choose the Developer Configuration gallery image that includes Microsoft 365 Apps.
- Review the target Windows 365 offering and Cloud PC specification against the image’s plan and nested-virtualization requirements.
- Complete the remaining policy configuration, assign it to the appropriate users or groups, and create or save the policy.
The gallery image is selected as part of provisioning. Choosing it does not create a separate Intune app deployment for the developer tools, nor does it replace Cloud PC configuration policies.

Choose between preinstalled and separately deployed Microsoft 365 Apps

Microsoft’s Intune documentation says: “You must use Microsoft 365 Apps licenses to activate Microsoft 365 Apps apps deployed through Microsoft Intune.” A successful installation alone does not establish that the apps are licensed for activation.
Deploy Microsoft 365 Apps from Intune
- In the Intune admin center, go to Apps > All Apps > Create.
- Choose Windows 10 and later under Microsoft 365 Apps.
- Configure the suite, including its architecture, update channel, version, included apps, languages, and shared computer activation where appropriate.
- Set scope tags if applicable, then configure group assignments. Choose Required to install automatically, or Available to make the suite available for a user to initiate through Company Portal.
- Review the configuration and create the deployment.
Intune’s configuration designer exposes suite settings. Microsoft 365 Apps for business must be configured using XML data. Avoid setting conflicting values in the Settings Catalog for options such as update channel and version. Intune’s deployment documentation describes download and installation through Office CSP and Microsoft’s CDN.

Prevent deployment conflicts
- If Office MSI installations remain on a device, the Microsoft 365 Apps deployment can fail. Use the deployment’s Remove MSI option when appropriate for the device.
- Close Office apps before installation. An open app can cause installation failure, and unsaved work may be lost.
- Do not assign multiple Microsoft 365 Apps deployments to the same device at the same time; Microsoft does not support that configuration.
- For Windows Autopilot Enrollment Status Page scenarios that track app installations, Microsoft recommends deploying Microsoft 365 Apps as a Win32 app to avoid an installation concurrency issue.
Manage Cloud PC settings separately from the image
If you need supported settings applied to Cloud PCs after provisioning, create a Cloud PC configuration in Intune under Devices > Cloud PC Settings and assign it to user groups. These configurations are a separate management object: they do not select or replace the gallery image, and they are not a way to deploy the image’s preinstalled applications. Some configuration features have hardware-specific thresholds, so check the applicable requirements before assigning them.

Microsoft’s image guidance says gallery images update monthly. Newly provisioned Cloud PCs use the latest image, while existing Cloud PCs receive image updates through reprovisioning. This makes the image convenient for a standardized starting environment, but it is not equivalent to managing each included third-party tool as an Intune packaged app.

Microsoft identifies the preinstalled third-party tools as unmanaged through Intune packaged apps. If your organization needs Intune app lifecycle control for those tools, uninstall the preinstalled versions and redeploy the tools through Intune. Your organization remains responsible for monitoring vulnerabilities, applying security updates, and managing configuration and compliance for third-party applications.
