Sometimes—but disaster roaming is not a guaranteed phone setting. In the United States, a federal framework requires a provider with an inoperable network to arrange reasonable roaming for affected customers when technical and capacity conditions allow. The host network must be able to accept them without adversely affecting its own subscribers, so access depends on which networks remain usable and on coordination between providers.
What disaster roaming means
Disaster roaming is temporary access to a host carrier’s network for customers whose own provider’s network has become inoperable. The Federal Communications Commission (FCC) calls these arrangements “roaming under disaster arrangements,” or RuDs. It is a carrier-to-carrier resilience measure—not the same as ordinary international roaming, and not something a customer can count on activating by changing a setting.
The FCC’s 2022 order says providers must “provide for reasonable roaming under disaster arrangements (RuDs) when technically feasible.” The conditions around that requirement matter: this is not an unconditional promise of service to every affected customer or location.
When the U.S. framework can apply
The requesting provider’s network must be inoperable, and that provider must have taken appropriate steps to restore service. The host provider must determine that roaming is technically feasible and will not adversely affect service for its own subscribers. New arrangements are temporary, and the affected provider must continue taking all possible steps to restore its network promptly.

In practical terms, a surviving network may be able to support affected customers if their devices are compatible with the technology it offers. But a damaged region may have no functioning network to use, or the surviving network may lack capacity. The rule’s feasibility and service-protection conditions leave room for those limits.
How activation and readiness work
Disaster roaming is coordinated between providers under the FCC initiative; it is not a consumer switch that independently grants access to another carrier. FCC implementation materials describe activation triggers that include FEMA Emergency Support Function 2 (ESF-2) activation, FCC Disaster Information Reporting System (DIRS) activation, or a qualifying request from a state followed by an FCC activation notice.

The FCC also requires providers to test and report on implementation. Those readiness measures do not mean that every qualifying event produces immediate access for every handset or every part of an affected area. A phone’s compatibility, the surviving network’s condition and capacity, and the provider arrangements all matter.

- It can provide a fallback where a compatible host network remains operational and can accept additional traffic.
- It cannot restore destroyed or unavailable infrastructure or create coverage where no usable network survives.
- It does not guarantee seamless access across every location, device, or moment of an outage.
- It is distinct from emergency calls and public alerts. Those services may be protected by separate rules and mechanisms.
ENISA, the European Union Agency for Cybersecurity, has described national roaming as one possible option for mitigating severe mobile outages, while discussing resilience and security tradeoffs. Its 2013 analysis supports treating roaming as one part of preparedness, not as evidence that every country or carrier currently offers universal disaster access. In that year, EU Member States reported 79 significant electronic communications incidents to ENISA and the European Commission; most affected mobile telephony or mobile internet. Half of the major communications outages reported by Member States in 2012 were mobile network outages. These are historical figures, not current annual rates.

How the EU comparison differs
EU rules provide relevant protections, but they do not establish a blanket EU-wide equivalent to the FCC’s U.S. provider-to-provider disaster-roaming framework. The European Electronic Communications Code requires Member States to take measures aimed at the fullest possible availability of voice and internet services during catastrophic breakdown or force majeure. It also addresses uninterrupted access to emergency services and the transmission of public warnings.
The European Commission’s roaming FAQ says visitors receive information about calling 112 and links to information about technically available alternative emergency-access methods in the visited Member State. It also notes that Member States use different approaches to public warnings. Emergency-call access and alerts are important protections, but neither should be mistaken for a general guarantee that a customer can roam onto another domestic operator’s network when their own provider fails.

What to expect during an outage
If your provider’s service fails during a disaster, do not assume that manually selecting another network will activate disaster roaming. The arrangement depends on provider coordination and the conditions above. If your phone does connect to another network, that connection is not proof that all services or locations will remain available; the network may be constrained by the same disaster or by additional traffic.
For emergency access, follow instructions from local authorities and use the emergency-call options available on your device and in your location. The rules for emergency services and public alerts differ from disaster roaming, and availability depends on the relevant network and local arrangements.
