If “Bitcoin programming language” means the rules that control when bitcoin in a transaction can be spent, the answer is Bitcoin Script: a constrained, stack-based scripting language used to express spending conditions. Bitcoin does not have one general-purpose language that runs arbitrary applications on its blockchain. Script is part of transaction validation; software developers use general-purpose languages to build wallets, nodes, and other Bitcoin applications.
What does Bitcoin Script do?
A Bitcoin transaction output carries conditions for spending it. When someone later spends that output, the transaction supplies data that must satisfy those conditions. Nodes evaluate the conditions under Bitcoin’s validation rules; a spend that fails those rules is invalid.
Script is deliberately limited to this role. It is not a general-purpose environment for running arbitrary programs, and ordinary Bitcoin transactions do not execute applications in the way a computer runs software. Its job is to define and check transaction spending conditions.

How Miniscript relates to Bitcoin Script
BIP 379 specifies Miniscript as a language for a subset of Bitcoin Scripts. It provides a structured, policy-oriented way to compose spending conditions, analyze them, and support generic signing. Miniscript is not a replacement for Script or a separate general-purpose application language.
Its scope depends on the script context: BIP 379 addresses P2WSH and Tapscript Miniscript, with differences between them. It does not describe every historical form of Script, and its stated limits are tied to those contexts. Bitcoin Core’s descriptor documentation describes supported Miniscript expressions within descriptor contexts; that support should not be read as applying to every possible Script.
What Tapscript means
Tapscript is the validation system for Taproot script-path spends, specified in BIP 342. It is not a general-purpose language separate from Bitcoin Script. Its rules include changes to signature validation, disable executed OP_CHECKMULTISIG and OP_CHECKMULTISIGVERIFY, and add OP_CHECKSIGADD, which can be used in threshold-style policies.

These materials serve different purposes: the developer documentation is an introduction, BIPs specify protocol proposals and rules, and Bitcoin Core documentation describes implementation support. Use the source that matches the question you need to answer.
