Three Shopify agency quotes are only comparable when they cover the same work. Without the proposals, project brief, and the listicle named in the headline, there is no reliable basis to report what the agencies quoted or which one offered better value. What you can do is normalize the proposals: compare deliverables, assumptions, pricing model, change control, schedule, staffing, and post-launch support before weighing the totals.
Why similar Shopify quotes can mean different things
A headline price can cover a theme setup, a redesigned existing store, or a custom build with migration and integrations. Those are materially different projects. Shopify describes project-based pricing for defined work, retainers for ongoing services, and performance-based fees tied to outcomes. Identify the model in each proposal before comparing totals; a one-time project fee is not directly comparable to a recurring retainer or a fee tied to results. Shopify’s overview of ecommerce agencies also points merchants to its Partner Directory, where they can filter providers by service, industry, and tier.
Directory listings can help identify candidates, but they do not establish that an agency fits a particular brief or guarantee a result. Check relevant Shopify work and the specific capabilities your project needs.
Build a like-for-like comparison from the proposals
Copy the terms from each written proposal into a single comparison. Use “unclear” rather than assuming an item is included, and mark exclusions plainly. The comparison axes below are practical prompts, not a universal scoring system.

Use published prices as context, not a verdict
The Shopify Agency Directory’s 2026 guide reports a broad range from $3,000 for straightforward theme setup to $250,000 or more for complex Shopify Plus builds. It describes $15,000–$60,000 as common for established custom-store or replatform projects. These are the directory’s estimates across unlike engagements, not an official Shopify rate card, an independently verified market survey, or a prediction for your project. The same directory’s budgeting guide gives illustrative ranges of $25,000–$80,000 for a Shopify Plus build and $5,000–$20,000 for an existing-store redesign. It also notes that off-the-shelf apps may sometimes replace custom development. Treat these as publisher examples, not proof that a particular quote is fair or unfair. The budgeting guide also discusses project complexity and timelines.

Send the same questions to each agency so the answers are comparable. Ask for revisions or written clarifications before signing, especially where a proposal says “as needed,” “standard,” or leaves a responsibility unstated.
- Which exact pages, templates, integrations, migration tasks, testing, and launch activities are included?
- What work is excluded, and what assumptions about our content, catalog, apps, access, or response times does the price depend on?
- Is the fee fixed, time-and-materials, recurring, or partly performance-based? What payment milestones, rates, or caps apply?
- How are scope changes estimated, approved, and billed, and who on our team may authorize them?
- Who will do the work, what are the milestones, and how do delays in our feedback or third-party integrations affect the schedule?
- What support, bug fixes, training, handoff, or maintenance are included after launch, for how long, and at what recurring cost?
- Which examples or references best demonstrate experience with the requirements in our brief?
Shopify recommends checking whether an agency can identify relevant Shopify features, themes, or apps when evaluating fit. Its agency guidance also describes the Partner Directory as a way to discover providers using service, industry, and tier filters.
