If Edge keeps cookies, history, or other browsing data after you close it, first confirm that the affected data category is selected in Edge’s clear-on-close settings. Then check whether a policy, site-specific cookie rule, extension, inaccurate Windows clock, or damaged profile explains the behavior. Change one thing at a time and retest by fully closing and reopening Edge; the cause cannot be identified without checking the affected profile and its policies.
1. Identify what is not being cleared
Edge handles browsing data in separate categories, so “data is still there” can describe different behavior. Check the specific item you expect to disappear:
- Browsing history: visited URLs and their dates and times.
- Download history: the list of downloads. Clearing it does not delete the downloaded files from your computer.
- Cookies and other site data: information websites store, such as preferences and sign-in information.
- Cached images and files: local copies intended to help pages load faster.
- Passwords, autofill data, and site permissions: separate categories with their own controls.
Microsoft explains these categories and notes that clearing synced items can affect them across devices. Clearing data on the device is also distinct from deleting information through the Microsoft privacy dashboard. Microsoft Support: View and delete browser history in Microsoft Edge
2. Confirm the clear-on-close selections
In Edge, open edge://settings/privacy/clearBrowsingData/clearOnClose. Select the categories you want removed when Edge closes. For example, selecting cookies and other site data can sign you out of websites; selecting history is separate and does not imply that cookies will be cleared.

3. Test a complete close and reopen
After confirming the selections, close every Edge window, wait briefly, and reopen the browser. Check the same category or website you used to identify the problem. Closing a window while another Edge window remains open is not a controlled test of what happens when the browser closes completely.
Change only one setting or condition between tests. That makes it easier to tell which change, if any, affects the result.

4. Compare with manual clearing
Manually clear the same category to check whether Edge can remove it on demand. Go to Settings and more > Settings > Privacy, search, and services > Clear browsing data > Choose what to clear, select the relevant categories, and clear the data. If manual clearing works but clearing on close does not, the issue is more specific to the close behavior, a policy, or another setting.

5. Check whether Edge is managed
Open edge://policy. If Edge is managed by an employer, school, or other organization, active policies may control browsing-data behavior or override settings you change in the browser. If a relevant policy is listed, contact the administrator rather than trying to override a managed setting.

6. Review the ClearBrowsingDataOnExit policy
The ClearBrowsingDataOnExit policy tells Edge to delete browsing data when it closes. Microsoft documents that it applies per profile on Windows and macOS from Edge version 78, can be mandatory or recommended, and takes precedence over DefaultCookiesSetting when enabled. A browser restart is required for a policy refresh.
This policy is primarily an administrator control, not a routine fix for a home user. Avoid editing the Windows Registry or enterprise policy settings unless you administer the device and understand the effect: enabling this policy deletes all browsing data at each close. 7. Inspect cookie permissions for the affected site
If the problem is that a particular website keeps you signed in—or signs you out unexpectedly—open edge://settings/content/cookies. Check whether sites are allowed to save and read cookie data, and review both the Block and Clear on close lists for the affected domain. A site-specific rule can produce a different result from the general clear-on-close selection.

Test one change at a time, then close and reopen Edge before checking the site again. Microsoft’s cookie troubleshooting guidance covers these permissions and lists.
8. Test Tracking prevention
Tracking prevention can affect how a sign-in site works. Temporarily set it to Basic and retest the affected site. If that changes the result, restore Balanced and add a narrow exception for the site if needed rather than leaving protection reduced for every site. If Basic makes no difference, restore your previous setting and continue.

Privacy, cookie-management, and related extensions can remove cookies independently of Edge’s own close-on-exit setting. Disable all extensions temporarily and retest. If the problem stops, turn extensions back on one at a time, testing after each one, to identify the extension involved. 10. Correct the Windows date and time
An inaccurate system clock can make a short-lived authentication cookie appear to have been cleared because the sign-in expires or is rejected. In Windows 11, open Settings > Time & language > Date & time, turn on automatic time and automatic time zone, then select Sync now. Retest the affected sign-in after the clock has synchronized.
11. Test with a new Edge profile
Add a profile from edge://settings/profiles and reproduce the issue there. Use the same clear-on-close selections and, if possible, test the same site. If the new profile behaves correctly while the original does not, the issue is likely specific to the original profile. 12. Gather details if the problem persists
Before asking your organization’s administrator or Microsoft Support for help, record the Edge version shown at edge://version and the active policies shown at edge://policy. Include which category fails to clear, whether manual clearing works, whether the issue affects every site or only one, and which troubleshooting changes you tested. A Microsoft Q&A thread documents one user’s Windows 11 22H2 report, but that individual report does not establish a current Edge-wide defect.
