A fast internet plan does not guarantee a steady stream on every TV or streaming device. Video travels through the streaming service, the wider internet, your internet provider and your home network; congestion or a weak link anywhere on that route can cause buffering. Work through the checks below on the device that actually has the problem, rather than relying on one speed test taken elsewhere.
Why fast internet can still buffer
A speed test is a snapshot of a particular connection at a particular time. It does not prove that the route to a streaming service is uncongested or that the signal reaching a TV in another room is stable. Netflix explains that congestion anywhere between its network and the screen can affect streaming quality or cause problems. Netflix Help Center describes how the ISP network, home connection and other devices can all affect playback.
Congestion can occur at multiple points, including an internet exchange, a data center or a home router. Cloudflare discusses these as general networking examples, not as measurements of Nordic providers. Within a household, other simultaneous activity can also compete for capacity.
That is why a good result on a phone beside the router may not reflect what a television several rooms away receives. The useful question is not only “How fast is my internet?” but “What happens on the affected device, at the time playback buffers?”

Diagnose the problem where it happens
- Find the scope. Check whether buffering affects one app, every app on one device, or multiple devices. If only one device is affected, start with its Wi-Fi signal, app, software and capabilities before concluding that the ISP is at fault. Netflix recommends noting which devices are affected in its streaming troubleshooting guidance.
- Test during the problem. Use the streaming service’s own network check or recommended speed test on the affected device where possible. Repeat while buffering occurs, and compare the results with a time when playback works. Consistency matters alongside the headline download figure. A test from another device or room is useful context, but not a substitute for testing at the problem location.
- Check Wi-Fi placement. If the affected device uses Wi-Fi, move it closer to the router for a comparison. Place the router in an open, elevated spot and away from other wireless devices or appliances. Netflix recommends these placement changes to improve signal.
- Compare Wi-Fi with Ethernet. If the router and streaming device support a direct wired connection, test Ethernet under similar conditions. A better wired result points toward a possible Wi-Fi limitation in the home; poor results on both wired and wireless connections across devices make a wider connection issue more plausible. Neither result alone proves the precise fault. If you need a cable to run this comparison, an Ethernet cable is relevant only for compatible equipment.
- Check the app and device. Restart the device and check for app or software updates. Buffering can reflect an unstable connection, but a device that needs an update can also be involved. Follow the service’s device-specific troubleshooting steps.
- Pause other heavy use briefly. Temporarily pause other large downloads, streams or household network activity and see whether playback changes. This is a diagnostic comparison, not proof that the household connection is undersized.
- Compare services and conditions. Check whether another streaming service behaves the same way, then compare the affected device with another device, Wi-Fi with Ethernet, and normal household use with other activity paused. These comparisons help narrow where the symptom appears; they do not identify a fault on their own.
How to interpret speed figures
Netflix playback recommendations quoted by StreamNeo’s 2026 guide are 3 Mbps for 720p HD, 5 Mbps for 1080p Full HD and 15 Mbps for 4K UHD. These are Netflix-specific recommendations for the listed resolutions, not universal thresholds for other services or guarantees of stable playback at exactly those measured rates. Leave capacity for other household use, and check the current recommendation from the service you watch.
The same StreamNeo guide quotes Google estimates of 7 Mbps for one HD stream and 25 Mbps for multiple HD streams; the year for those Google estimates is not stated. They are not Netflix requirements and should not be combined with Netflix’s figures into a general streaming rule. A speed figure alone cannot account for Wi-Fi quality, congestion, device limits or service-side problems.

If you use a VPN
A VPN is a variable worth testing, not an automatic fix. NordVPN says users connected to its VPN may see lower download and upload test results, and websites or streaming videos may take longer to load. Compare playback on the same device and service with the VPN on and off. That comparison does not, by itself, establish ISP throttling or identify the cause.
When to contact your internet provider
If multiple devices continue to buffer after you have checked local Wi-Fi, device and app conditions, contact your ISP. Check its outage notices first, then give support useful details rather than only saying that your plan is fast:

- Which devices and streaming services are affected.
- When the problem occurs, including any time-of-day pattern.
- Repeated test results taken during buffering and when playback works.
- Whether each affected device was connected by Wi-Fi or Ethernet.
- Whether pausing other household activity changed playback.
This evidence helps the provider investigate the line or service status. A faster router or mesh system is worth considering only if your comparisons point to weak Wi-Fi coverage or compatibility; it cannot resolve an ISP fault, upstream congestion, a device limit or a streaming-service problem.
