When pay changes, the record should show what changed, who authorized it, when it took effect, and how it affected the calculation. A different paycheck does not by itself prove that a wage rate changed: hours, gross earnings, deductions, or tax withholding may explain the difference.

What a traceable pay change looks like

For an employer, a practical audit trail is: old input → approved new input → effective date → calculation → reviewed pay statement. Keep the reason or authorization with the entry. For example, if an hourly rate changes, preserve both rates, the effective date, the approving record, the hours paid at each rate, and the resulting gross earnings.

This change-log format is a practical recommendation, not a specific format required by the federal sources cited here. The U.S. Department of Labor (DOL) says records for covered, nonexempt workers must be accurate, but employers do not have to use one prescribed form. Its Fact Sheet #21 lists records such as the pay basis, regular hourly rate, hours worked, earnings, additions or deductions, total wages, payment date, and pay period. DOL Fact Sheet #21 states: “The law requires this information to be accurate.” The fact sheet was revised in July 2008 and describes itself as general information, not an official statement of position with the force of law.

How to tell what changed on a paycheck

Compare the before-and-after pay statements by component rather than starting with the take-home amount. A useful order is:

  1. Pay basis and hours: Check whether the worker is paid hourly, by salary, or on another basis, and compare the hours and pay period.
  2. Gross earnings: Compare the rate, regular earnings, overtime, and any other earnings or additions shown.
  3. Deductions and withholding: Review each item separately. Federal income-tax withholding is calculated in part using information on Form W-4; a change in withholding can alter take-home pay without changing the wage rate. See the IRS guidance on tax withholding and Form W-4.
  4. Net pay: Compare the amount remaining after deductions and withholding.
  5. Dates: Check the effective date of any change against the pay period and payment date.

If the hourly rate and gross-pay inputs are unchanged but net pay differs, examine withholding and deductions before concluding that the employer changed the rate. The IRS says a revised Form W-4 generally must be put into effect no later than the first payroll period ending on or after 30 days from receipt. That timing rule concerns withholding, not notice of a wage-rate change.

What federal wage rules do—and do not—establish

The Fair Labor Standards Act (FLSA) sets federal minimum-wage, overtime, and recordkeeping standards for covered workers. DOL’s Handy Reference Guide describes the general overtime standard as one and one-half times the regular rate for hours over 40 in a workweek for covered, nonexempt workers, subject to coverage and exemptions. It also lists the federal minimum wage as $7.25 per hour effective July 24, 2009. That is a dated federal figure, not a current rate for every state or locality; state and local minimum wages may be higher. Consult the DOL Handy Reference Guide and applicable local rules.

These federal materials do not establish a universal requirement that every employer give advance notice of every pay change. Nor does the FLSA generally provide a collection procedure for promised wages or commissions above federal requirements. State or local law, an employment contract, workplace policies, and worker classification can change the answer. A specific dispute may require checking the rules where the work was performed and the terms that apply to the worker.

What to do if the amount appears wrong

  1. Save the records. Keep the pay statement and relevant time, rate, schedule, approval, or deduction records. Note the pay period and payment date.
  2. Identify the discrepancy. State which input or result appears incorrect—for example, hours, rate, gross earnings, a deduction, withholding, or the effective date—and show the calculation you expected.
  3. Raise it promptly with payroll or the employer. Ask what input produced the amount and whether a correction will be made. Keep the response and any revised statement with the original records.
  4. For tax-reporting corrections, use the IRS rules for the form and year involved. The correct process depends on the error, the tax year, what was actually paid or withheld, and what was reported. See the IRS guidance on correcting employment taxes and its Instructions for Forms W-2 and W-3. IRS rules include special restrictions on correcting prior-year withholding, so do not assume a corrected report can change the amount actually withheld from an earlier paycheck.
