The EU does not have one blanket procurement ban on Huawei that explains every national restriction. The European Commission has assessed Huawei and ZTE as materially higher risk than other 5G suppliers, said Member State restrictions or exclusions are justified and consistent with the EU’s 5G Cybersecurity Toolbox, and urged countries to mitigate the risks. The wider challenge is identifying where high-risk suppliers are embedded in critical networks and other ICT supply chains, what those systems support, and how to reduce exposure without disrupting essential services.
Is Huawei banned across the EU?
Not as a single, uniform EU-wide procurement rule. The European Commission’s June 2023 position was that Huawei and ZTE presented materially higher risk than other 5G suppliers, and that Member State restrictions or exclusions were justified and compliant with the 5G Cybersecurity Toolbox. The Commission urged Member States to mitigate those risks. That is a Commission risk assessment and policy position; it should not be mistaken for one blanket EU procurement ban or a complete account of each country’s law.
National implementation has varied. The available EU reporting describes progress and uneven implementation, not a current, comprehensive country-by-country list of restrictions, equipment still in use, or removal deadlines. Whether a particular supplier or installation is restricted therefore depends on the relevant national measures and the assets in scope.

Why procurement alone cannot solve the problem
A procurement decision asks whether to award a contract or buy a particular product. A dependency assessment asks a broader operational question: which suppliers are already present across the network and supply chain, which functions rely on them, and how serious would a disruption or compromise be?

That distinction matters because telecom networks are made up of connected functions and equipment. ENISA’s 2020 account of the EU 5G Toolbox called for a thorough inventory of network supply chains and ongoing monitoring to address dependence on high-risk suppliers. It pointed to network elements including the core, management systems, and radio access. The relevant exposure may therefore extend beyond a new purchase or a single contract.
What an inventory should help decision-makers establish
- Supplier presence: which suppliers provide equipment or services across the relevant network and ICT supply chain.
- Asset and function: whether a dependency supports core, management, radio-access, or other systems, and what those systems do.
- Criticality and sensitivity: how essential the affected asset is and how sensitive its location, users, or function may be.
- Change over time: whether supplier presence, the function of an asset, or the risk assessment has changed, and whether mitigation is working.
This is a decision tool, not a claim that the EU already has a complete shared inventory of every national network. Its purpose is to make risk-based choices possible across installed systems as well as future procurement.

Why reducing dependence takes more than switching vendors
Knowing where a supplier is embedded does not automatically make replacement immediate or straightforward. ENISA’s 2020 implementation report identified interoperability and country size as examples of operational or technical difficulties for multi-vendor strategies. It also recognized that operators already contracted with high-risk suppliers may need transition periods.

That makes sequencing important. A risk-based plan can prioritize assets by criticality and sensitivity, while accounting for viable alternatives and the operational consequences of changing equipment or suppliers. The cited EU material does not establish a universal replacement timetable, nor does it support the assumption that every component can be removed at once.

Useful questions for assessing a national approach or transition plan
- Which network functions and assets are covered, including core, management, and radio access?
- Do restrictions apply to critical or sensitive locations and entities, and how are those defined?
- What transition period applies to equipment already installed or contracted?
- How concentrated is supplier reliance, and are technically viable alternatives available?
- How will implementation and changes in supplier exposure be monitored and audited?
These are comparison questions grounded in the issues ENISA identified; they are not criteria that every Member State is known to apply in the same way.
What the 2026 shift does—and does not—change
The ICT Supply Chain Security Toolbox broadens the common EU approach: its stated purpose is to help Member States and public and private actors identify, assess, and mitigate ICT supply-chain cybersecurity risks, including dependencies on high-risk suppliers. It gives the dependency problem a wider policy frame than 5G procurement alone.

The proposed Cybersecurity Act is a separate matter. Its discussion of fragmented implementation and continuing supplier presence describes the rationale and proposed direction of legislation; it does not itself make those proposals binding. Do not treat the proposal as proof that a new EU-wide ban or replacement deadline is already in force.

The “Huawei ban” shorthand obscures two separate questions: what restrictions a particular Member State has adopted, and where supplier dependencies exist across critical networks and ICT systems. The Commission’s risk assessment helps explain why national restrictions may be justified; an inventory helps governments and operators determine what is exposed, what matters most, and how to manage diversification and transition. That is why the issue is larger than an individual procurement decision.
