A contactless smart card is a card with an integrated circuit that exchanges data with a compatible reader over a contactless interface. The card does not need to be inserted into a slot or make a physical electrical connection. ISO/IEC 14443 is a key standard for this type of proximity-card communication, but it does not determine which payment, transit, identity, or access applications a particular card supports.
What “contactless smart card” means
The term describes a smart card and the way it communicates: an integrated circuit in the card exchanges data with a compatible reader without a physical electrical connection. In ISO/IEC 14443 terminology, the reader is a proximity coupling device (PCD), and the card or other contactless object is a proximity integrated circuit card (PICC).
ISO/IEC 14443 specifies communication interfaces and procedures for proximity cards. A card’s ability to communicate using that standard does not, by itself, show that it can make a payment, validate a transit fare, prove an identity, or unlock a particular door. Those uses depend on the card’s implementation and the system it is intended to work with.

Communication begins with the reader looking for cards and exchanging initial frames. The devices initialize communication and, if more than one card responds, use anticollision and selection procedures to identify which card to communicate with. These steps are part of the initial exchange described by ISO/IEC 14443-3.

That discovery and selection stage is distinct from higher-layer protocols and application commands. IEC’s summary of ISO/IEC 14443-3:2016 says that protocols and commands for higher layers and applications after the initial phase are described in ISO/IEC 14443-4. In other words, recognizing a card and establishing communication are not the same as determining what service or application the card can use.
Contactless smart cards and NFC are related, not synonymous
Contactless smart card refers to a card and its contactless interface. NFC refers to a broader family of technologies and device roles. An NFC device can communicate with ISO/IEC 14443 cards and readers, but it can also act as a reader/writer or operate in card-emulation mode.

In card-emulation mode, an NFC device operates like a contactless card when communicating with a reader; the NFC Forum identifies payment and public-transport ticket emulation as typical uses. In reader/writer mode, an NFC device can communicate with tags or other devices, with the data exchange limited by the technology and application involved. So an NFC-enabled phone may behave like a card in one situation and like a reader in another.

Where contactless smart cards are used
Payment, public transport, identity, and access systems are examples of applications that may use contactless cards. Public-transport fare media are specifically documented as contactless objects that interface with ISO/IEC 14443 readers. The standard defines relevant communication behavior; it does not make every card interchangeable across these systems.

For example, a card that communicates with one reader is not automatically compatible with every payment terminal, transit system, identity service, or access-control reader. Compatibility depends on the particular card, reader, and application.

What the definition does not tell you
- Application support: ISO/IEC 14443 communication does not prove that a card supports a specific payment, fare, identity, or access application.
- Universal compatibility: A card and reader must support the relevant communication and application requirements to work together.
- Range, security, or capacity: There is no single value or capability that can be assumed for every contactless smart card; those details depend on the specific card and system.
- Whether a tag is a smart card: NFC includes other device roles and objects, so not every NFC tag is a contactless smart card.
