Developers are exploring expandable and volumetric housing because much of the building work can happen in a factory while a site is being prepared. That overlap can shorten project delivery, especially for repeatable designs planned early—but it does not guarantee a faster or cheaper project.
What “expandable housing” means—and why it can save time
Expandable housing can mean a home designed to grow by adding modules over time. In one U.S. Department of Housing and Urban Development example, a 160-square-foot Core module can function on its own and later be combined with Space and Dwell modules to form a three-bedroom home. That is one design, not a standard feature of every modular building. HUD’s Advanced Modular Housing Design report was accepted in February 2022 and posted September 28, 2023.
Volumetric construction is a related but distinct approach: enclosed three-dimensional modules are manufactured off site, transported to the project, and assembled there. Depending on the project, modules may arrive with plumbing, heating, electrical systems, doors, windows, and finishes already installed. Factory work can proceed while foundations and other site work are underway, reducing the amount of construction that must happen on site.

Its schedule advantage comes from coordinating parallel work—not from eliminating design, approvals, transport, installation, or commissioning.

When the delivery advantage is most plausible
Volumetric housing is a stronger fit when the project has repeated layouts, a supply chain engaged early, and enough time to design for manufacturing before production begins. Developers need to make the modular decision early enough for manufacturers and technical specialists to influence the design. Late adoption can limit design-for-manufacture work and create schedule knock-on effects.
- Repeatability: Similar units let a factory repeat established production and quality processes.
- Early coordination: Design, manufacturing, logistics, approvals, and installation teams can resolve interfaces before modules are built.
- Site readiness: Foundations, access, utilities, crane setup, and installation sequencing must be ready when modules arrive.
- Design freeze: Changes after production planning or manufacturing begins can disrupt the sequence and add cost or time.
The UK government’s research on volumetric construction identifies faster delivery as a potential benefit, while stressing that it depends on effective implementation. The study applies to England; it does not establish one schedule saving that developers can assume for every project. The English government research was published November 26, 2024, and its underlying report was finalized in July 2022.

What reported project figures actually show
Published examples illustrate what particular projects or programs reported; they are not interchangeable benchmarks. The comparisons, geography, and evidence type matter.

Cost claims need particular care. England’s Ministry of Housing, Communities and Local Government said in 2024 that evidence demonstrating lower whole-life costs for volumetric construction remained very limited. Clients also often perceive higher upfront costs. A reported reduction in a specific organization’s cost per square foot is not proof of a general saving across project types or over a building’s full life.

What can delay a modular project
Factory production shifts work away from the site, but it adds interfaces that must be managed across design, factory, transport, and installation. The English government research identifies risks including unclear ownership, weak integration of specialists, repeated design defects, transport damage, tolerance problems, installation-skill challenges, and supply-chain cash-flow or insolvency issues. It does not estimate how often these risks occur, and notes that many also exist in traditional construction.
Access and lifting plans are practical constraints, not afterthoughts. Singapore BCA advises developers to confirm that roads and sites can handle large, heavy modules, plan crane size and position, and consider just-in-time installation where storage is limited. A delivery route that cannot accommodate the modules, or a crane plan that does not fit the site, can undermine the schedule the factory was meant to improve.

Fire safety also needs to be addressed in the original design, including module interfaces and responsibility for structural fire engineering. The English report says available evidence is insufficient to determine whether fires are more or less likely in modular buildings than in traditionally built ones. It warns that in some designs combustible voids and cavities could allow fire and smoke to travel, with potentially more serious consequences unless design, manufacture, and installation mitigate the risk. This is a qualified design concern, not a universal property of modular construction.

- Total schedule: Include design, approvals, factory lead time, site preparation, transport, installation, and commissioning.
- Design and repeatability: Establish how much can be standardized, when the design must be frozen, and how later changes will be handled.
- Cost: Compare upfront and whole-life costs using project-specific evidence rather than treating isolated case-study savings as typical.
- Factory and supply chain: Confirm production capacity, specialist coordination, quality assurance, defect correction, and resilience of suppliers and warranties.
- Logistics and installation: Check module dimensions and weight, road access, storage, crane capacity and position, installation skills, and site sequencing.
- Technical approval: Agree early how structural, fire, inspection, and other regulatory requirements will be met.
- Accountability: Assign clear responsibility at every stage, from design through installation. An unnamed interview respondent in the English government research put it this way: “Responsibilities should be clear for every stage and exist for every stage, otherwise there are repercussions.”
Singapore’s requirements are jurisdiction-specific: BCA says PPVC projects must meet applicable agency requirements and the prevailing Code of Practice on Buildability. It also says PPVC has been required since November 1, 2014, for select non-landed residential sites under Singapore’s Government Land Sales programme. Those rules should not be treated as global requirements. BCA lists a PPVC guidebook for practitioners covering design, fabrication, inspection, delivery, and installation.
