Fetch, validate and publish VAT and foreign-exchange data in a controlled background job; have live requests read a local, versioned snapshot. This removes rate-provider availability and latency from the request path, but it does not make a rate legally applicable: the right value depends on the transaction’s jurisdiction, category, currency and valuation date.
Why move rate retrieval off the request path?
If an invoice, checkout or other live operation calls an external VAT or FX service, that operation inherits another service’s latency, availability and failure modes. A local snapshot lets the request use already-published data instead. This is a reliability design choice, not a guarantee of a particular speedup; no performance figures are established here.
“Build time” means a scheduled or triggered data-refresh and publication job, not necessarily compiling software. The job prepares a complete candidate snapshot before requests depend on it.

Store enough context to reproduce and explain a calculation later. A rate value without its source, date and applicability metadata can be ambiguous even when the number itself is correct.

- Source: provider, source series or API, and rate type.
- Scope: jurisdiction, VAT category, currency pair and any other dimensions that identify the applicable record.
- Value and units: numeric value plus conversion direction, so the stored rate cannot be misread.
- Dates: source observation date and applicable-from and applicable-to dates, where provided.
- Publication metadata: fetched-at and published-at timestamps, snapshot version and validation status.
Do not model VAT as one percentage per country or FX as one universal rate. The European Commission’s VAT Retrieval Service accepts member-state and applicable-date criteria, and VAT treatment depends on the transaction. See the VAT Retrieval Service and its version 1.10 documentation.
Choose the applicable rate policy before setting a refresh interval
First determine which rate source and date rule apply to the transaction. A fresh value can still be wrong if it is for the wrong jurisdiction, VAT treatment or valuation date.

VAT currency conversion
The European Commission’s guidance on the VAT taxable amount says that, when foreign currency is used, Article 91 of the VAT Directive connects rate determination to EU customs valuation rules. Check the policy for the transaction and jurisdiction rather than assuming a general-purpose reference rate is sufficient.

UK rules are a separate case: HMRC describes period rates as an option in stated circumstances in its VAT valuation guidance. That option should not be generalized to other jurisdictions.

Foreign-exchange reference rates
The European Central Bank says its euro reference rates are usually updated around 16:00 CET on working days, except TARGET closing days. This is a typical publication schedule, not a guarantee that a rate will be available at a fixed time every calendar day. The ECB also states: “The reference rates are published for information purposes only. Using the rates for transaction purposes is strongly discouraged.” Do not assume ECB reference rates automatically meet a business’s conversion, settlement or tax requirements. Set freshness to fit the source and the business rule
TTL is a local policy, not a universal interval specified by these sources. Choose it based on the provider’s publication cadence, legal applicability, tolerance for stale data and fallback behavior. Persist the source observation date as well as local fetch and publication times: operators need to distinguish a refresh that has not happened yet from a date for which no rate was published.

How to refresh and publish a snapshot safely
Keep refresh work outside live request handling. Publish a candidate only when it is complete and passes validation; switch the active pointer as one atomic operation so requests do not see a partially updated set of rates.
- Fetch candidate data. Run on a schedule or trigger appropriate to the source and policy.
- Validate before use. Check schema, dates, currency direction, jurisdiction and category coverage, duplicate keys, numeric bounds and expected completeness.
- Record provenance. Attach source details, observation and applicability dates, local timestamps, validation status and a deterministic snapshot version.
- Publish the complete version atomically. Requests should resolve the active snapshot once and read from that version.
- Retain the previous known-good version. Keep it available for rollback and for explicitly governed fallback behavior.
- Monitor the pipeline. Track refresh age, missing records, validation failures and the active snapshot version.
For ECB data, a client can retrieve series over date ranges and use API mechanisms that report added, revised and deleted observations. The API also supports an updatedAfter query for deltas, or an If-Modified-Since conditional request when the client does not process deltas. These options can support scheduled ingestion without downloading all history on every refresh; see the ECB Data API overview.

What should happen when a refresh fails or data is missing?
Define behavior for a failed refresh, a missing required VAT category or currency pair, and a requested date outside the snapshot. The correct choice depends on regulatory and business constraints; do not silently use stale values indefinitely.
- Serve the last known-good snapshot only within a defined, approved staleness window.
- Reject or defer affected calculations when required coverage or an applicable date is unavailable.
- Use another source only if it has been separately approved for the same business and legal purpose.
- Alert operators when refresh age, validation or coverage thresholds are breached.
Record the rate and snapshot version actually used with each invoice, order or calculation. That preserves the basis for later reconciliation even after newer rates become active.
How to assess an implementation
Whether the data comes from an API, a scheduled export or an internal service, evaluate the design against the same operational and policy questions:

- Is the rate source suitable for the transaction’s legal and business purpose?
- Can it provide effective-date and historical lookup, not just a current value?
- Does its update schedule and revision behavior fit the required freshness?
- Does coverage include the needed jurisdictions, VAT categories and currency pairs?
- Can the ingestion process detect revisions and deletions, and validate completeness?
- Are atomic publication, rollback, monitoring and missing-or-stale-data behavior explicit?
