To set the default cookie behavior for managed Microsoft Edge users, open Microsoft 365 admin center > Settings > Microsoft Edge > Configuration policies, create a policy with DefaultCookiesSetting, assign it to the intended Microsoft Entra group, and review and create it. Choose AllowCookies (1), BlockCookies (2), or SessionOnly (4). The setting applies across sites; use separate URL policies if you need site-specific exceptions.
Before you create the policy
- The Microsoft Edge management service requires Edge version 115.0.1901.7 or later and the Microsoft Edge Administrator role. Microsoft lists Windows, macOS, iOS, and Android as supported operating systems, and says the service is unavailable to GCC plan customers. See Microsoft’s configuration-policy setup guidance.
- Decide whether the policy should be a Cloud policy or an Intune policy. Microsoft’s setup guidance says an Intune license is required to create an Intune policy in this flow, and Intune policy creation there is Windows-only. Choose Cloud when the configuration needs to apply across platforms.
- Decide which users should receive the setting. Policies are assigned to Microsoft Entra groups. Assigning the policy to all users is a consequential choice: Microsoft’s setup guidance says that tenant-wide assignment cannot be changed after the policy is created.
Create and assign a DefaultCookiesSetting policy
- Open the Edge policy area. Sign in to the Microsoft 365 admin center, then select Settings > Microsoft Edge > Configuration policies.
- Start a policy. Select Create policy. In Basics, enter a name and, if useful, a description. Select the platforms and choose the policy type.
- Add the cookie setting. In Settings, select Add setting, find the cookie configuration setting DefaultCookiesSetting, and select the value you want. Select the platforms to which it should apply.
- Set the audience. In Assignments, choose the relevant Microsoft Entra group or groups. Add all users only if that is the intended scope.
- Review and create. Check the settings, platforms, and assignments before creating the policy. In particular, verify the assignment scope before committing an all-users assignment.
Choose the cookie behavior
DefaultCookiesSetting determines whether websites can create cookies by default, or whether cookies are limited to the session. Microsoft’s policy documentation describes this as an all-or-nothing setting for websites; it is not a control specifically for third-party cookies.

Microsoft documents the values and behavior in its DefaultCookiesSetting policy reference. If no policy is configured, Edge’s documented default is AllowCookies, and users can change the setting in Edge Settings. When managed by policy, the setting is mandatory-capable and users cannot change the managed value in the browser.
Allow or block cookies for selected sites
Do not use DefaultCookiesSetting to allow one site while blocking another. Keep the global default as needed, then use the URL-based policies for exceptions:

- CookiesAllowedForUrls allows cookies for specified URL patterns.
- CookiesBlockedForUrls blocks cookies for specified URL patterns.
- CookiesSessionOnlyForUrls limits cookies to the session for specified URL patterns.
Microsoft warns against conflicting URL patterns across these policies. Review the patterns together so that a site is not covered by contradictory allow, block, or session-only rules.

More than one policy may apply to a user. Nonconflicting settings can merge. If Cloud policies conflict, their priority determines which value applies; 0 is the highest priority. Intune configuration policies do not have automatic priority resolution. An existing conflicting Group Policy Object (GPO) or Mobile Device Management (MDM) policy overrides an Edge management service policy by default. Creating a Cloud policy therefore does not guarantee that it wins over an existing device policy. Microsoft’s details on assignment and precedence are in its Edge management service guidance.

The service checks for policy when a user signs in and periodically thereafter. Microsoft’s setup material describes checks at intervals including 90 minutes for users with assigned policies and 24 hours when no applicable group policy is found. Cloud policy settings take effect after Edge restarts.

Verify the effective setting in Edge
- Sign in to the Edge profile associated with a targeted user.
- Open
edge://policyin the address bar. - Inspect the effective policy list for DefaultCookiesSetting and confirm that its value matches the intended behavior. Microsoft’s Edge configuration guide identifies this page for checking applied policies.
- If the policy is missing or has a different value, confirm that the signed-in profile belongs to the assigned group, review applicable Cloud policy priorities, and check for conflicting GPO or MDM settings. Restart Edge if needed, then check
edge://policyagain.
