Microsoft says Windows Recall protects its screen snapshots with several cooperating controls: local processing and storage, encryption, TPM-protected keys tied to Windows Hello Enhanced Sign-in Security (ESS), just-in-time decryption, and a Virtualization-based Security (VBS) Enclave for key operations. These controls make up a documented security design, not a guarantee that Recall is risk-free or resistant to every attack.

What Recall stores and where it processes the data

Recall periodically takes snapshots when on-screen content differs from an earlier snapshot, organizes them into a timeline, and analyzes them on the PC so users can search for content they remember seeing. Microsoft says snapshots and related information stay on the device: “Snapshots aren’t sent to Microsoft.”

Recall does not begin saving snapshots until the user opens the feature and authenticates. Windows Hello authentication is also required to launch Recall and access its snapshots. This is an access control around the saved information; it does not mean that no sensitive content can ever appear in a snapshot.

How the security components work together

The layers have different jobs. Encryption protects stored snapshot data, identity checks govern access, and isolated execution helps protect sensitive operations. None of these layers replaces the others.

Encryption and the TPM

Microsoft says snapshots and their associated vector-database information are always encrypted. The Trusted Platform Module (TPM) protects the encryption keys. A TPM is a security component that can protect cryptographic keys and support functions such as encryption, authentication, and integrity measurement.

Recall’s documented design ties its keys to the user’s Windows Hello ESS identity. This is more specific than simply having a TPM in a PC: Recall also has its own hardware, encryption, and sign-in prerequisites.

Windows Hello ESS verifies the user

Windows Hello Enhanced Sign-in Security uses VBS and TPM 2.0 to help isolate biometric authentication data and secure communication. Microsoft describes protected face processing in VBS and supported fingerprint sensors that perform matching on the sensor. A webcam or fingerprint reader by itself does not establish that a device supports ESS; the sensor and device must meet Microsoft’s ESS requirements.

Windows Hello for Business has a broader key-protection model: Microsoft says a TPM protects its private key when TPM hardware is available, while some Hello scenarios can use software protection without a TPM. That general flexibility does not remove Recall’s requirement for a qualifying Copilot+ PC, ESS enrollment, and device encryption.

VBS and just-in-time decryption

VBS uses hardware virtualization and the Windows hypervisor to create an isolated environment for security assets and operations. Microsoft says Recall uses just-in-time decryption and that key operations can take place inside a VBS Enclave. In practical terms, this describes when and where sensitive key operations occur; it does not mean VBS itself encrypts snapshot files or makes the rest of Windows irrelevant to security.

Device encryption protects the storage volume

Device Encryption or BitLocker is a separate requirement. It protects data at the volume level, while Recall’s encryption and key controls apply to its snapshots and associated information. These protections complement each other rather than serving as interchangeable features.

Recall requirements on a PC

Microsoft’s Recall management documentation lists the following minimum requirements. Confirm current compatibility and availability in Microsoft’s documentation because requirements and feature availability can change.

  • A Copilot+ PC that meets the Secured-core standard.
  • An NPU rated at 40 TOPS.
  • 16 GB of RAM and eight logical processors.
  • 256 GB of storage, with at least 50 GB free to enable Recall.
  • Device Encryption or BitLocker enabled.
  • Windows Hello ESS enrollment with at least one biometric sign-in option.

Recall automatically pauses saving snapshots when available storage falls below 25 GB. The 50 GB figure is the free-space threshold to enable the feature; the 25 GB figure is the later pause threshold.

Controls for users and organizations

Filtering sensitive information

Microsoft says sensitive-information filtering is enabled by default. When enabled, the on-device filter uses the NPU and Microsoft Classification Engine (MCE); snapshots are not saved when potentially sensitive information is detected. Treat this as a safeguard, not a promise of perfect detection. Browser support and the scope of filtering for websites and private browsing vary, so check Microsoft’s current Recall management documentation for the relevant browser and settings.

Managing snapshots and access

Users must open Recall and authenticate before snapshot saving begins, and must authenticate to launch Recall and view snapshots. For choices about whether snapshots are saved, filtering, or stored data, use Recall’s current controls in Windows. The available controls and labels may vary by Windows version or configuration.

Controls on managed devices

On commercially managed devices, Recall is removed by default. An organization that wants to make it available and permit users to save snapshots must configure the relevant policies. Microsoft’s documented policy areas include enablement, storage, app and website filtering, data loss prevention, and export. Some policy features are limited by Windows edition or region.

What this design does—and does not—establish

Microsoft’s documentation explains how Recall is intended to protect snapshot data, but the documentation alone does not establish that every real-world attack is prevented. The available evidence does not include an independent security audit, a quantified reduction in risk, or a complete threat-model evaluation. Users and administrators should understand the protections as layered safeguards, while accounting for the sensitivity of anything displayed on screen and the security of the PC as a whole.
