More GPUs do not automatically mean more useful AI work. When accelerators wait for data, synchronization, or other workers, the network can limit a system’s delivered performance—even if its processors are powerful enough to do more. But networking is not a universal bottleneck: memory, compute, software, scheduling, power, cooling, and system design all interact.

When does the network become an AI bottleneck?

A network bottleneck occurs when moving data between GPUs, servers, or storage takes long enough that the processors cannot stay productively occupied. The symptom is a gap between a cluster’s theoretical compute capacity and the work it completes in practice. Microsoft Research describes network and memory limits as factors that can reduce GPU utilization.

That does not mean a slow network is always the root cause. A workload may instead be limited by memory capacity or bandwidth, inefficient software, poor scheduling, or another system constraint. The useful question is not simply whether a cluster has fast links; it is whether data can reach the right accelerator, at the right time, under the workload’s real traffic pattern.

Why do AI workloads need fast communication?

Training requires synchronization

In distributed training, many GPUs work on pieces of a model and must exchange information to keep their results aligned. Operations such as all-reduce gather and combine values across workers. If workers spend too long communicating or waiting for a slower participant, faster computation on the other GPUs may not translate into faster training.

Some models create traffic between many workers

Mixture-of-experts systems can route tokens to different expert models, producing all-to-all communication among GPUs. The importance of that traffic depends on the model and how it is distributed. A fabric that performs well for one training or inference pattern may not perform as well for another.

Inference can also depend on data movement

Inference is not automatically free of networking constraints. When requests or model components are distributed across devices, communication can affect latency and throughput. The traffic pattern, placement of model components, and service-level goals all matter.

What is the difference between scale-up and scale-out networking?

Network layer What it connects Why it matters
Scale-up Accelerators within a tightly coupled domain, such as a server or rack Supports fast communication among GPUs that cooperate closely, helping them act as a larger compute engine.
Scale-out Servers across a larger cluster or data center Connects separate systems so a workload can span more machines and communicate across cluster tiers.

The two layers solve different problems, and a large AI system may rely on both. NVIDIA’s technical explanation uses this distinction to describe its own networking approach; vendor-specific performance claims should be treated as vendor claims, not universal measures.

Why is bandwidth not the whole story?

Link speed tells you how much data a connection can carry under specified conditions. It does not, by itself, tell you how quickly a real workload will finish. Latency, congestion, route availability, reliability, topology, and how jobs are placed can all affect delivered performance.

Google Research’s 2025 hotspot study illustrates the difference between nominal capacity and what applications experience. Under hotspot conditions compared with low-utilization conditions, the study reported more than 2× end-to-end latency degradation for some distributed applications. Its placement interventions also reported 90% fewer hot top-of-rack switches after hotspot-aware task placement and more than 50% lower p95 network latency after hotspot-aware data placement. These are results in the studied systems, not guarantees for every cluster.

The study also points to an important operational distinction: congestion control, load balancing, and traffic engineering can use paths more effectively for a given placement, while changing task or data placement can address demand concentrated beneath particular switches. Hardware upgrades are not the only possible remedy.

How do real AI networks differ?

Public examples show that operators use different designs and that the published figures describe different things. These announcements are not an apples-to-apples comparison of Ethernet and InfiniBand.

Google Jupiter Google Cloud’s October 2024 account described fifth-generation Jupiter as scaling to 13 petabits per second of bisection bandwidth; it also gave a 13.1 Pb/s calculation based on 64 aggregation blocks. Google describes Jupiter as powering production data centers. The same announcement described 3.2 Tbps of non-blocking GPU-to-GPU traffic per A3 Ultra server over RoCE as an upcoming offering at that time; that wording does not establish its current availability.
Microsoft Azure GB300 NVL72 cluster In an October 2025 post, Azure described a production cluster of more than 4,600 GB300 NVL72 systems using InfiniBand, with 800 Gbps per GPU cross-rack bandwidth and up to 130 TB/s of intra-rack NVLink bandwidth. These are provider-described specifications for that system, not a general specification for all Azure clusters or all AI networks.
xAI Colossus NVIDIA’s October 2024 announcement described a 100,000-GPU Hopper cluster using Spectrum-X Ethernet and reported 95% data throughput, compared with 60% for standard Ethernet. The throughput figures are NVIDIA-reported claims about Colossus, not an independent, controlled comparison. The cluster size and figures are announcement-era details.

The examples establish that both Ethernet-based and InfiniBand-based approaches appear in large-scale deployments. They do not establish that either fabric is faster or better for every workload. A meaningful comparison needs the same workload, system configuration, traffic conditions, and measurement method.

What physical trade-offs shape the network?

Network design includes the physical links as well as switches and protocols. Microsoft Research’s September 2025 discussion characterizes copper links as power-efficient and reliable but short-reach, describing links under 2 meters; it says optical fiber can reach tens of meters, while optical links in the technologies it discusses can fail up to 100 times as often as copper. Those are source-specific characterizations, not universal measurements of every current cable or optic.

Reach, power, cooling, reliability, cable routing, and maintainability all affect which interconnect makes sense. Microsoft Research describes MOSAIC, a microLED-based optical interconnect targeting reach up to 50 meters, as active R&D. It is not presented as a generally available product.

How should you assess a GPU cluster’s network?

  • Match the measurement to the workload. Consider synchronization-heavy training, all-to-all traffic, or the latency and throughput needs of inference rather than relying on a generic bandwidth figure.
  • Measure under realistic load. Look at throughput and latency alongside congestion, failures, and utilization; peak link speed alone cannot reveal hotspot behavior.
  • Check placement and software. Scheduling, data location, load balancing, and traffic engineering can change how effectively a fabric is used.
  • Evaluate the entire path. Account for scale-up and scale-out links, topology, physical reach, power, cooling, and operational constraints.
  • Read performance claims in context. Confirm who reported a result, which system and workload it describes, and whether the comparison was independently controlled.

The central point is not that AI has replaced a compute bottleneck with a network bottleneck. It is that accelerator performance depends on the system around the chips. When data movement, synchronization, congestion, or placement keeps GPUs waiting, improving compute alone may not improve useful throughput.
