A web page can look different depending on where a request appears to come from. A residential proxy routes a request through an IP address associated with a residential connection, letting researchers examine a location-dependent view of a site. That can help with local search, pricing, or ad research—but it does not prove what every local customer sees, verify a visitor’s real location, or make data collection lawful or permitted by a site’s rules.
Why does a site look different in another country or city?
Some websites adapt content based on the location associated with a visitor’s internet connection. Search results, product listings, and other pages may therefore appear differently when requests come from different places. The visible location is an inference from network information, not a guarantee that every person in that area receives the same page.

Geography is only one possible influence. Account state, cookies, language, device signals, and time may also affect a result. A location comparison is best treated as an observation of a particular request under particular conditions, not a universal snapshot of a market.

What is a residential proxy, and what does it change?
The FBI defines a residential proxy as “an intermediary server between individuals and websites they visit to make their connections appear to originate elsewhere.” In practice, a researcher sends a request to the proxy, which forwards it to the destination through a residential egress IP. The destination sees that egress IP rather than necessarily seeing the researcher’s own IP. The FBI says users may be able to select a country, city, or state. The website may use the egress IP to infer a location. That changes the apparent network origin of the request; it does not establish where the researcher is physically located, or where a real customer is. How can researchers inspect local web results?
Compare a defined set of observations
For example, a researcher studying a local product listing could request the same page through egress locations associated with different cities, then record what appeared. This is an illustrative method, not a guarantee that a particular site varies by location or that a proxy will deliver a representative result.
- Define the question. Specify the page or result to observe, the locations to compare, and the time window.
- Hold relevant conditions steady. Where practical, use the same page, language, account state, and other request conditions so that location is not the only uncontrolled difference.
- Record the observation. Note the requested location, observation time, method, language, account state where relevant, and collection limits.
- Repeat when the question requires it. A single request shows one observation, not how consistently a site serves that content.
These steps make the method easier to interpret and repeat; they do not eliminate bias or prove that the sample represents all local visitors. Treat location precision as implementation-specific
Location estimates are not equally precise in every system. Cloudflare documents city-level accuracy by default and country-level fallback for its own Privacy Proxy, using egress IPs registered with geolocation databases. This describes Cloudflare’s implementation; it is not a general accuracy benchmark for residential proxies or a promise about any target website. Cloudflare Privacy Proxy documentation
Do residential proxies show what local customers see?
No—not by themselves. They can help researchers request a page from an IP associated with a chosen location, but the result is not a verified view of a particular customer or of everyone in a city. Proxy choice, target-site behavior, account state, cookies, language, device signals, and timing can all be relevant conditions. IP location is one input to an observation, not proof of an audience’s real location or experience.
Proxy detection is also uncertain and dynamic. MaxMind says residential proxy IPs can change more frequently than VPN IPs, and that detection uses observation history and confidence signals. Shared infrastructure can overlap with legitimate users, so a proxy label or low-confidence signal alone does not establish an individual’s intent. MaxMind: Anonymizer and Proxy Data
What are residential proxies used for?
Rayobyte describes market research, price monitoring, SEO and search monitoring, ad verification, and website change detection as use cases for its service. Those are provider-described applications, not independent evidence that a particular service performs them successfully. Are residential proxies safe and ethically sourced?
Not necessarily. Residential IP networks may include contributors who knowingly opt in, but they can also include devices used without their owners’ awareness. The FBI describes acquisition routes that include SDK partnerships, terms users may not notice, compromised IoT devices, malware, and bandwidth-sharing apps. It also warns that criminal actors use residential proxies for activities such as credential abuse, data exfiltration, fake-account creation, and evading location controls. Questions to ask a provider
- How are IP contributors informed, and is participation opt-in and revocable?
- What evidence or audit trail supports the provider’s sourcing claims?
- Which destinations and uses are restricted, and how are those restrictions enforced?
- What monitoring, abuse reporting, and response processes are in place?
- How are data, session details, and other information handled, retained, and secured?
- Can the provider explain location coverage and how requested locations are verified?

The FBI advises consumers to avoid suspicious free streaming devices, untrusted applications, and pirated software, and to keep systems and firmware updated. Those precautions can reduce exposure to some risks described in its alert; they do not establish how any particular proxy network sources its addresses.

There is no reliable blanket answer that proxy use is legal or illegal in every circumstance. The relevant issues can include jurisdiction, the data being collected, the target, the collection method, intellectual property, informed consent, geoprivacy, website integrity, and contractual terms. The geographic data acquisition paper identifies these as legal and ethical concerns; readers should assess their own jurisdiction and intended collection rather than treating a proxy as permission. How should teams evaluate proxy and location data?
Choose evaluation criteria that match the research question. A comparison should consider contributor sourcing and opt-out, country and city coverage, location verification, session behavior and stability for the permitted task, data handling and abuse controls, acceptable-use restrictions, repeatability, and total cost for the intended workload. These are questions to investigate, not a measured ranking of providers.
Interpret proxy detection data with similar care. MaxMind’s database documentation reports IPv4 and IPv6 network ranges and file sizes, but those measures describe database records and files—not counts of unique people, usable endpoints, network quality, or a provider’s success rate. There is no established independent, current 2026 comparison here for residential-proxy success rates, cross-provider location accuracy, or typical cost. Provider claims and database coverage can change, so check current terms and documentation before relying on them.
