A Flutter vault can keep its primary data path on the device: the interface reads and writes through a repository to an encrypted SQLite database, with no cloud copy to synchronize. That design can reduce exposure to network services and eliminate remote-state reconciliation, but it does not by itself prove “zero telemetry” or solve backup, recovery, and device-migration needs. Those guarantees depend on the app’s actual network behavior, key handling, and export design.
What “zero telemetry” should mean in a vault
Offline-first and zero-telemetry are different claims. Flutter’s architecture guidance describes apps that use local data while offline and may also use remote services or synchronization. An app can therefore be useful without a connection and still transmit data when one is available. Flutter’s offline-first guidance treats local and remote sources as possible parts of the same design.
For a vault, make the privacy promise concrete. Decide whether it excludes analytics events, crash reports, diagnostic logs, remote configuration, advertising SDKs, and any requests that could reveal account activity or usage. Also account for libraries that add network behavior indirectly. The available description of the Flutter vault does not establish that every such channel was audited, so “zero telemetry” should be treated as a property to verify, not a consequence of using SQLite or disabling sync.

Keep the repository as the app’s data boundary
Flutter presents a repository as a single source of truth that supplies data independently of connectivity. A typical path is UI → repository → local SQL service. The UI asks the repository for ledger entries or balances; the repository mediates reads and writes; and the SQL service persists the records on the device. Flutter’s offline-first architecture guide demonstrates repositories combining local and remote sources, but the same boundary can be used with only a local source.

Persist calculations and records locally
The exact-title project’s available search excerpt describes a Flutter financial vault in which ledger writes, balance reconciliation, and category balance calculations run inside an on-device SQLite database encrypted with SQLCipher. It also mentions decimal currency math, deterministic envelope allocation, and client-side web verification. Those are descriptions from the excerpt, not independently verified implementation details; they do not establish specific schemas, algorithms, or security tests.
Flutter’s SQL architecture recipe describes SQL as an option for persisting complex data on a user’s device, with database services built using packages such as sqlite3 or drift. Keeping the repository as the access point helps the app remain independent of connectivity and gives database-specific code a defined home.

What dropping cloud sync changes
With optional remote sync, a local-first write commonly saves to the local database before attempting a network update. If that network request fails, the local and server copies can diverge, leaving the application to resolve conflicts or retry work. Flutter describes this failure mode in its offline-first guidance. It also notes that continuous background synchronization can drain battery, so sync frequency has to be tuned to the app’s needs.

It also gives up automatic continuity across devices. Users need another way to move or recover their data if a phone is lost, replaced, reset, or damaged. The accessible project excerpt says cloud sync was removed, but does not establish what backup, export, or recovery mechanism replaced it—or the author’s reason for the product decision.

Flutter’s guide captures the user-facing distinction: “Some offline-first applications combine local and remote data seamlessly, while other applications inform the user when the application is using cached data.” In a local-only vault, there is no server copy to describe as current or cached; the product must instead make clear that the on-device database is authoritative and explain how users can preserve it.
Integrating SQLCipher without silently falling back to SQLite
Choose and configure a compatible package
One package option is sqflite_sqlcipher, which describes a sqflite-compatible API with an optional password argument and SQLCipher 4.x. Its pub.dev uploader is marked unverified, so that listing is package documentation, not an official Flutter recommendation. Check current package maintenance, platform support, dependency behavior, and release instructions for the version you actually use.

The sqlcipher_flutter_libs instructions describe Android setup that routes sqlite3 to the SQLCipher library. They recommend checking PRAGMA cipher_version. This matters because an ordinary SQLite library can fail silently to encrypt when given an encryption pragma: the app may appear to open a database while not using the intended cipher. Make successful cipher verification an explicit startup or build-validation condition rather than assuming that supplying a password proves encryption is active.
Account for release builds and migrations
The sqflite_sqlcipher package page calls out a ProGuard keep rule for Android release builds that use code shrinking, and describes Android migration behavior. These details are version-dependent: follow the documentation for the package version and build configuration in use, and test the actual release artifact, not only a debug build. Database upgrades should be tested against existing encrypted user data as well as fresh installs.

Encryption is one layer, not a complete security guarantee
JSSEC’s 2024 Android Secure Coding Guide describes SQLCipher as providing transparent 256-bit AES encryption for SQLite databases. That figure describes the cipher strength cited by the guide; it does not establish the security of the whole app, the quality of its keys, or resistance to every attack.
Encryption must be enabled when the database is created. The JSSEC guide warns that a plaintext database cannot simply be converted into an encrypted one by passing a password the next time it is opened. Existing plaintext data therefore needs a deliberate, safe migration path; do not assume that adding a password to an open call encrypts files already on disk.
A complete threat model must also consider what happens when the device is already unlocked or compromised, where database keys are stored and how they are obtained, whether exports are protected, and whether backups expose plaintext. The cited material does not establish how the project handles its key lifecycle, device loss, exports, or backup protection. SQLCipher at-rest encryption should not be used to imply those questions have been answered.
