To remove a browser theme on a computer, open Chrome’s menu, go to Settings > Appearance, and select Reset to default. If the unwanted look is only on the New Tab page, use its separate Reset to Default Chrome control instead.
Remove a Chrome browser theme on a computer

Open Chrome and select the three-dot More menu.

Select Settings.

Under Appearance, select Reset to default. Google says this restores the classic Google Chrome theme. See Google Chrome Help: Download or remove Chrome themes.
This resets the browser theme; it does not require removing Chrome or resetting all of its settings. Google says themes are stored in your Google Account and appear on computers where you sign in to Chrome. If the theme returns on another computer, check whether Chrome is signed in to the account there.

A custom New Tab background or color can look like a browser theme, but it has its own reset:

Open a new tab.

Select Customize Chrome.

At the bottom of the panel, select Reset to Default Chrome.

If Chrome still looks dark
Dark mode is a separate setting, so resetting a theme or New Tab customization may not change it. On desktop, open a New Tab page, select Customize Chrome > Appearance, then choose Light, Dark, or Device. On Android, open More > Settings > Theme and choose Light, Dark, or System Default. Incognito windows can also make Chrome appear dark. See Google Chrome Help: Browse in dark mode or Dark theme.
Use Chrome’s broader settings reset only for a broader problem
If other Chrome settings are also misbehaving, the broader reset is at Settings > Reset settings > Restore settings to their original defaults > Reset settings. Google lists themes and extensions among the affected settings. This changes more than the theme and is not a full browser reset; saved bookmarks and passwords are not deleted or changed. The desktop browser-theme removal steps above are documented for computers; Google’s Android guidance covers New Tab page appearance options such as a custom image, colors, or a theme, rather than establishing that the desktop browser-theme reset is available on Android.
