Technology teams perform more reliably under pressure when they can recover between demands—not when they are expected to stay reachable at all hours. Digital tools can make work flexible and productive, but work design that blurs off-hours, leaves people isolated, or combines high demands with little control can undermine recovery. Leaders can reduce that risk by setting predictable boundaries, making breaks feasible, and equipping managers to support distributed teams.
How always-on work can affect recovery
Messaging, incident systems, and remote access let teams coordinate across locations and respond quickly. Those capabilities are not inherently harmful. The risk arises when constant connectivity becomes an expectation: the workday can stretch, home time can be interrupted, and workers may find it harder to detach from demands. NIOSH discusses technostress and the way work conditions can affect well-being, while WHO and the International Labour Organization recognize both potential benefits and risks of telework.
Recovery requires time away from the demands that consume workers’ resources. In a NIOSH article, author J. Ragsdale writes: “Successful recovery requires that people get a break from their stressors or demands, whether from a lunch break or a two-day weekend, so they can rebuild the resources or reserves that they used up to meet their demands.” A break that is routinely interrupted by messages or work tasks may not provide that separation.

NIOSH’s summary of the U.S. General Social Survey’s 2018 Quality of Work Life supplement reports that close to 30% of workers said they always or often found work stressful, almost 70% agreed they had to work very fast, and 43% perceived that job demands interfered with family life. In the same 2018 survey, approximately 25% felt they lacked decision-making power, and a similar percentage said they could not take time off when needed.

These are historical U.S. survey findings, not current global prevalence estimates or technology-team-specific results. They describe different aspects of working conditions; they do not establish that every worker experiences harm or that technology itself causes it. NIOSH describes psychosocial hazards such as high demands and low control as workplace health concerns associated with possible psychological and physical effects.
A separate measure speaks to the importance workers place on boundaries: NIOSH reported in 2024 that 95% of workers in the American Psychological Association’s 2023 Work in America Survey said it was very or somewhat important to work for an organization that respects boundaries between work and nonwork time. This is a reported attitude, not a measure of how many employers currently respect those boundaries.

What leaders can change in team design
WHO and ILO’s 2022 technical brief on healthy and safe telework recommends adequate equipment, relevant guidance and training, manager training in risk management and distance leadership, a right to disconnect, and sufficient rest days. NIOSH likewise emphasizes working conditions and organizational context. These recommendations point toward shared responsibility: individual coping may help, but it cannot substitute for reasonable workloads, control, staffing, and recovery time.
Make off-hours predictable
Define ordinary working hours, response expectations, and the narrow circumstances that count as urgent. Specify which roles monitor an incident channel outside normal hours, how responsibility rotates, and who can authorize an exception. Avoid treating an unanswered after-hours message as evidence of poor performance when no on-call duty applies.

The UK Health and Safety Executive warns that “contacting people outside their normal working time is reducing this recovery time and may have an adverse effect.” Its guidance suggests a policy clarifying approved out-of-hours equipment use and a cutoff after which emails need not be answered. This is UK guidance, not a law that applies everywhere; employers should check the rules in their own jurisdiction.
Make breaks possible, not merely permitted
Review workloads, deadlines, staffing, and meeting schedules to see whether people can actually take meal breaks, leave work on time, and use rest days. If a team’s service commitments require continuous coverage, plan handoffs and rotations so the same people are not carrying the interruption burden indefinitely. A policy that allows breaks but leaves no capacity to take them does not create recovery.

Give people the tools and clarity to do the work
For remote and hybrid teams, provide equipment suited to the work, clear task expectations, and guidance on how to get help. Agree on which communication channel is appropriate for routine updates versus urgent incidents. Clarity reduces unnecessary checking and helps workers distinguish a genuine emergency from a message that can wait.
Train managers to lead at a distance
Managers need practical skills for assessing risks, coordinating distributed work, and noticing when expectations or workload are unsustainable. Use regular check-ins to ask what is blocking work, whether priorities are achievable, and whether people can disconnect outside their hours. Act on feedback: asking for input without changing avoidable pressure can weaken trust.

How to tell whether a policy is helping
NIOSH and WHO/ILO provide organizational guidance, not a validated scoring tool for ranking team policies. Leaders can use the following questions as a practical review of whether the way work is organized supports recovery:
- Does the policy create predictable off-hours, with urgent exceptions defined narrowly?
- Do staffing and workload make breaks, time off, and handoffs feasible in practice?
- Do workers have adequate equipment, clear task expectations, and a route to get support?
- Do managers check in, listen to worker input, and act on problems they identify?
- Does the approach change work design as well as offer individual coping resources?
Review the answers with the people doing the work, including those affected by on-call coverage and cross-time-zone coordination. If the written rule says people may disconnect but team habits reward immediate replies, the day-to-day expectation—not the policy wording—is what needs attention.
