There is no evidence-based single best payment gateway for every early-stage startup in India. Razorpay, Cashfree, PhonePe Payment Gateway and PayU each publish offers and pricing, but the right choice depends on your actual payment mix, approved merchant category, settlement terms and checkout requirements. Compare written quotes and confirmed onboarding terms—not just a headline rate or promotion.

Compare the four gateways on terms you can verify

The figures and offers below come from each provider’s own published material. They are not independent performance ratings, and terms can change. Confirm the current offer, your eligibility and the final commercial terms directly with the provider before building your launch plan around them.

The terms require signup during the campaign, completed onboarding including KYC approval and account activation, and acceptance of the provider’s terms. It also lists platform fees. PhonePe Payment Gateway Its pricing page presents a limited-time free offer, says the standard plan has no setup or annual maintenance fee, and describes personalised pricing for enterprise businesses. PhonePe Payment Gateway Confirm the settlement cycle and any fees that apply to your merchant account with PhonePe. Offer duration, eligibility, applicable payment-method charges, settlement terms and the quote for your business.
PayU PayU says pricing may be tailored to transaction volume, industry and business requirements, and that it does not charge setup, onboarding or annual fees. PayU pricing Confirm the settlement cycle and any accelerated-settlement charges with PayU. Written quote, merchant-category acceptance, onboarding decision and terms for the payment flows you need.

A free period or zero-fee campaign is not automatically the lowest-cost option. Compare the offer’s eligibility, cap, dates and conditions with the fees that apply outside it. Ask for the complete schedule, including payment-method charges, taxes, refunds, chargebacks, recurring payments, international acceptance, settlements and add-ons. Where the published information does not settle a point, get the provider’s answer in writing.

Check what the offer really covers

Before treating a promotion as part of your startup’s unit economics, establish its conditions with the provider. A headline rate can leave out eligibility restrictions or charges that matter to your checkout.

  • Eligibility: Ask which merchant categories qualify, how the provider defines a new merchant, and whether your entity and KYC status meet the requirements.
  • Limits and timing: Confirm any GMV cap, campaign end date, and deadline for completing onboarding or account activation. For Cashfree, the page states a cap of ₹20 lakh GMV and an offer deadline of 31 March 2027, subject to its stated conditions.
  • Payment methods and fees: Request rates for the methods your customers will actually use, plus applicable taxes and any platform or technology fees. For Razorpay, its pricing page distinguishes standard bank-to-bank UPI MDR from a platform/technology fee.
  • After the promotion: Ask what rate applies when a free period ends or a cap is reached, and whether the provider will confirm it in the quote or account terms.

Verify settlement timing against your cash-flow needs

A provider’s typical or advertised cycle is not a guarantee of the cycle assigned to your account. Ask for the settlement schedule that will apply to your merchant account, including the cutoff for eligible transactions, weekend and holiday handling, and any reserve or risk-review terms.

Razorpay describes typical settlement as T+1 or instant, and Cashfree advertises next-day settlement for the cited offer. Those are provider-published descriptions; confirm what you qualify for and whether faster settlement costs extra. Cashfree says instant-settlement pricing can vary by product and business risk assessment, while Razorpay lists pricing for optional instant-settlement services. Razorpay pricing · Cashfree charges

Match the gateway to your checkout and operations

The published pricing and feature pages do not establish which provider has the best reliability, support or integration effort. Instead, test the flows your startup will operate and verify that they are available for your merchant account.

  • Checkout environment: Check for a supported API, SDK or plugin for your website or app stack, and run the integration in the provider’s current sandbox before committing.
  • Recurring payments: If you bill on a recurring basis, validate the mandate and payment flow in the current documentation and ask the provider to confirm availability for your account. PhonePe’s page describes recurring-payment features, but that alone does not confirm your eligibility or the precise flow you need. PhonePe Payment Gateway
  • Marketplace payments: For split payments or a marketplace model, obtain confirmation of the exact flow, account requirements and reconciliation behavior before choosing a provider.
  • Refunds and reconciliation: Test how refunds are initiated and tracked, what exports or reports are available, and how transaction records can be matched to your accounting workflow.
  • Support and escalation: Ask which support channels apply to your plan, how urgent payment issues are escalated and who handles onboarding questions. Published feature claims do not establish support quality.
  • Cross-border needs: If you expect international payments, confirm acceptance, settlement and fees for your intended markets and account rather than assuming domestic pricing applies.

Use a short selection process

  1. Write down your requirements. List the payment methods customers need, expected transaction mix, monthly volume, recurring or marketplace flows, settlement needs and checkout platform.
  2. Shortlist two or three providers. Request written quotes and onboarding confirmation from providers that appear to support your business category and required flows.
  3. Compare costs against your mix. Apply each quote to your expected payment methods and volumes. Include taxes, offer caps, post-offer rates and add-ons rather than comparing one advertised percentage.
  4. Confirm approval and settlement. Get confirmation of merchant-category acceptance, KYC requirements, account activation, actual settlement cycle, cutoff and any acceleration cost.
  5. Test the critical flows. Validate checkout, payment confirmation, refunds, reconciliation and any recurring, marketplace or international flow in current documentation and the provider’s test environment.
  6. Choose on operational fit. Prefer the provider whose written terms, confirmed approval and tested flows meet your needs—not the one with the most attractive headline offer.

What the available evidence does—and does not—establish

Provider pricing pages are evidence of what those providers publish, not proof that one gateway performs better for startups. The available provider material does not establish comparative reliability, payment success rates, support quality, integration effort or merchant approval outcomes. Nor does a general startup label determine the right choice: a simple domestic checkout, a subscription product and a marketplace can require different payment and operational capabilities.
