There is no single AI coding tool that is best for every developer or every task. The useful choice depends on where you work—inside an IDE, in a terminal, in a browser, or through a cloud workflow—and whether you need quick suggestions or an agent that can edit multiple files and run commands.
This guide maps AI assistance to the stages of software work, using documented GitHub Copilot and OpenAI Codex capabilities. It is a workflow guide, not a ranked comparison of nine products: the available product documentation does not establish a current, evidence-backed nine-tool ranking.
How to choose an AI tool for a development workflow
Start with the task and the working surface, not a popularity ranking. An inline suggestion tool, a repository-aware chat assistant, and an agent that can change files and execute commands solve different problems.

- Task scope: Decide whether inline completion or chat is enough, or whether the job calls for a multi-step agent that can work across files.
- Repository context: Check whether the assistant can use the files, repository, issues, or pull requests relevant to the task.
- Review controls: Understand what changes the tool can make, what commands it may run, and when you must approve or inspect the result.
- Plan and configuration: Features, availability, and usage limits can vary by plan, product version, and workspace configuration. Confirm current terms before choosing.

Explore and understand an unfamiliar codebase
Use repository-aware chat when your first need is orientation rather than a code change. GitHub documents Copilot IDE chat for explaining unfamiliar code and answering questions about files or a broader codebase. Ask focused questions: what calls this function, where is this behavior configured, or what files participate in this request path? Check the answer against the actual code, especially when behavior depends on runtime configuration or external services.
Plan a change before editing
When work starts from an issue, pull request, or repository you do not know, a browser-based surface can help you inspect that context before opening an editor. For a change with several possible approaches, use chat to ask for a plan and trade-offs, then decide which approach fits your constraints. Write and edit code in an IDE
Inline suggestions are suited to small, local edits while you work. IDE chat is more useful when you want to describe a change, ask for a bug-fix suggestion, refactor a section, document code, or compare approaches. GitHub documents these IDE capabilities in GitHub Copilot in IDEs and About GitHub Copilot.
For broader changes, agent modes may inspect a project and edit multiple files, depending on the IDE and configuration. Review the diff for unintended changes to interfaces, dependencies, generated files, and behavior before accepting it.

Generate and run tests
An assistant can draft tests or help identify cases you may have missed. GitHub documents test generation and agent command execution, but that does not establish that generated tests are complete or correct. Run them in your project, check that they assert the intended behavior, and add cases for important edge conditions. Do not treat a passing generated test suite as proof that the implementation is correct.
Work from the terminal or delegate a task
Terminal workflows suit developers who want to stay in the command line or ask an assistant to help with repository tasks. GitHub documents a CLI workflow and agents that can run commands. OpenAI’s help article confirms that Codex is available through its CLI and an IDE extension; its usage limits vary with plan and configuration. Before accepting agent work, inspect both its file changes and command output. GitHub’s IDE guidance puts the review responsibility plainly: “Review the proposed changes and the output of any commands before accepting the result.” See GitHub Copilot in IDEs.
Review a pull request and ship
AI can assist with code and pull request review, and GitHub documents workflows in which tasks are assigned to agents and returned as pull requests. A generated review or a completed agent task is input to your review process, not a substitute for it. Build software with AI APIs
If your goal is to build an application that uses AI rather than choose an assistant for your own coding, the relevant workflow is different. The documented evidence here supports concrete workflow guidance for GitHub Copilot and OpenAI Codex, but it does not support naming nine products as the “best,” ranking them against one another, or comparing their current prices and plans. A responsible nine-product list would require up-to-date primary documentation for each product and a consistent comparison of features, limits, and availability.
One independent piece of comparative evidence is a 2026 preprint that analyzed 7,156 pull requests across five agents. Its authors report acceptance rates of 82.1% for documentation tasks and 66.1% for new features, and say no single agent led across task categories. These are results for pull request acceptance in that dataset—not universal measures of productivity, code quality, or tool value. When is a paid AI coding tool worth it?
Whether a subscription is worthwhile depends on your actual workflow and the current terms of the plan. First identify which tasks you want help with—such as code generation, debugging, refactoring, understanding a codebase, tests, documentation, or review—then check that the tool supports those tasks in the surface where you work. Consider how its usage limits and configuration fit your expected use. For Codex, plan and workspace configuration affect availability and limits; consult OpenAI’s current plan guidance rather than relying on an old quota or price.
