If AI-chip deployment expands faster than electricity infrastructure, the immediate problem is not a guaranteed nationwide blackout. It is a race to connect data centers: projects may wait for power, move to better-served locations, or arrange more flexible and on-site supply. The title’s “chip volume doubles” is a scenario, not a verified forecast that chip production will double on a specific date—and chip shipments do not translate one-for-one into electricity demand.

Why more chips create a grid problem

Chips do their work inside data centers, where servers, cooling, networking and power systems all consume electricity. A larger compute fleet can therefore raise demand at the facilities that house it. How much demand rises depends on more than chip counts: hardware efficiency, server utilization, cooling, workload mix and site design all matter.

The constraint is often local deliverability. A project needs a connection capable of supplying its load at a particular site and time. If generation, transmission lines, substations, transformers or connection approvals are not ready, a developer may face a delay or choose another location. Several large projects seeking power in the same area can strain infrastructure even when data centers represent a modest share of electricity use worldwide.

How fast is data-center electricity demand growing?

The International Energy Agency’s 2026 outlook says global data-center electricity demand grew 17% in 2025, while electricity use in AI-focused data centers grew 50%. Its updated central projection puts total data-center consumption at 485 TWh in 2025 and 950 TWh in 2030—roughly double. These are global figures and a projection, not a forecast of chip output: IEA, “Key Questions on Energy and AI” (2026).

That growth does not mean data centers account for most new electricity demand. In its 2025 Base Case, the IEA estimated they would contribute less than 10% of global electricity-demand growth from 2024 to 2030. The same analysis emphasizes that facilities are geographically concentrated, so a global share can hide acute local connection pressure: IEA, “Energy and AI: Energy Demand” (2025).

Why can data centers be ready before the grid?

The timing mismatch is central. The IEA says a data center can be operational in two to three years, while broader energy infrastructure takes longer to plan, schedule and build. New electricity supply alone is not enough if the required transmission, substation equipment or site connection is missing.

In a 2025 scenario, the IEA estimated that grid constraints could delay around 20% of global data-center capacity planned for construction by 2030. This is an estimate of capacity at risk, not a tally of projects already delayed: IEA, “Energy and AI: Energy Security” (2025).

What the U.S. figures show

The U.S. Department of Energy’s December 2024 summary of a Lawrence Berkeley National Laboratory report says U.S. data centers used 176 TWh in 2023, about 4.4% of U.S. electricity. The report estimated 325–580 TWh in 2028, equivalent to about 6.7–12% of U.S. electricity. The wide range is a forecast, not a single expected outcome. The DOE also notes that data-center growth is occurring alongside manufacturing expansion and electrification, so the planning challenge is broader than AI alone: U.S. Department of Energy, December 20, 2024.

What can utilities, developers and data-center operators do?

No single measure solves every bottleneck. Options differ in whether they add deliverable capacity, shift demand, or make a site less dependent on a constrained connection.

Expand grid infrastructure and improve connection processes Can address lasting constraints in power delivery; faster permitting and better-managed connection queues can help projects move through the process. Planning, permitting and construction take time, and equipment availability can constrain schedules.
Site facilities where power is available Can reduce competition for connections in congested locations. Shifts where facilities are built and may not suit every project.
Make operations more flexible Some workloads can be shifted or shaped to better fit grid conditions. Feasibility depends on the workload and on incentives to operate flexibly.
Use storage and on-site generation Storage can help manage rapid load swings; on-site generation can supply some electricity at the facility. Storage does not create a grid connection or remove broader bottlenecks. Reliable on-site generation for critical, variable loads may require more capacity than average demand, and constrained turbine supplies mean gas generation is not automatically a faster option.
Improve hardware and software efficiency Can reduce electricity consumed per unit of computation. Total demand still depends on how quickly compute is deployed and used; efficiency alone does not guarantee lower overall consumption.

The IEA recommends faster permitting, improved handling of connection applications, siting data centers where power is available and incentives for operational flexibility. It also estimates that 20–25 GW of battery storage could be installed in data centers globally by 2030 if incentives support deployment; that is a potential outcome, not capacity already installed. Storage may help make a facility more responsive to grid needs, but it is not a substitute for grid expansion: IEA, “Key Questions on Energy and AI” (2026).

Energy use is not the same as connection capacity

Annual energy consumption, measured in terawatt-hours, describes electricity used over a year. Connection capacity concerns whether enough power can be delivered to one location at the moments it is needed. A national or global energy share answers the first question; it cannot by itself establish whether a particular substation can serve a new data center.

That distinction explains why modest global shares and serious local delays can coexist. The practical outcome of compute growth depends on where facilities are built, when they seek connections, and whether generation and delivery infrastructure are available on their schedules.
