A Google Authenticator setup key is the private enrollment secret that links an account to the app. A service may show it as a QR code or text for manual entry. It is different from the temporary verification code the app generates for sign-in.
What the setup key does
When you enable authenticator-based two-step verification, the service provides enrollment information so the app can generate codes for that account. That information is often presented as a QR code; some services also offer a text key for manual entry. Google describes Authenticator as generating one-time verification codes for sites and apps that support authenticator-app verification (Google Account Help).
The setup key is used to configure the app. The generated verification code is what you enter when a sign-in screen asks for a second step. Google’s instruction is to enter the verification code on the sign-in screen (Google Account Help).

Where to find or enter a setup key
For a Google Account
- Open your Google Account’s 2-Step Verification settings.
- Choose “Set up authenticator”; some devices may show “Get Started.”
- Follow the on-screen steps to connect Authenticator. If the setup flow presents a QR code, scan it in the app.

For another site or app
- Open that service’s security or two-step-verification settings and start its authenticator-app setup.
- If it displays a QR code, scan it with Google Authenticator. If it provides a manual setup key, use the app’s manual-entry option.
- Follow the service’s prompts to complete enrollment and verify that the app’s code works.
Labels and available setup methods differ by service, so use that service’s instructions rather than assuming every account has the same screens.
Keep the setup key private
Treat a QR code or manual setup key as secret enrollment information. Someone who obtains it may be able to add an authenticator that generates codes for the account. Do not send it to another person or expose it in a screenshot. Google also warns users not to share verification codes (Google Account Help).

Can Authenticator work without internet?
Yes. Google says Authenticator can generate verification codes without an internet connection or mobile service (Google Account Help). That does not remove the need to enter a valid code when a service requests one.
A setup key is not a recovery code or security key
A setup key enrolls an authenticator; it is not a way to recover an account when the phone is unavailable. Use a recovery method already configured for that account, such as a backup code, another signed-in device, an added phone number, a security key, a passkey, or account recovery where available. Google lists these options for 2-Step Verification issues (Google Account Help).

Backup codes are separate from Authenticator setup keys and routine app-generated codes. Google notes that a backup code becomes inactive after use, and creating a new set deactivates the old set (Google Account Help).
A physical security key is also different: it is a separate 2-Step Verification method, not the text secret used to enroll an authenticator app (Google Account Help).
