Missing or invalid Level 3 data can stop an eligible commercial-card payment from receiving a lower interchange category. But the available documentation does not verify a universal 180-basis-point penalty—or establish that amount for any particular transaction. To substantiate a 180 bps claim, compare the applicable rate categories for the same transaction conditions and effective date.

What Level 3 data is—and what it is not

Level 2 and Level 3 refer to enhanced transaction data sent through a payment processor to a card network. They are not cardholder tiers or consumer credit levels. Level 2 generally includes purchase and tax details; Level 3 adds line-item information, such as product descriptions and quantities.

PayPal Braintree’s Level 2 and 3 Processing Overview and Adyen’s Level 2/3 data documentation describe enhanced data as potentially relevant to qualifying certain commercial-card transactions. Eligibility is conditional: card product, network, merchant category, merchant requirements, transaction channel, and valid data can all matter.

What happens when required data is missing or invalid

Adyen’s integration documentation says that required data must be accurate and correctly formatted. If a field required for both Level 2 and Level 3 is missing or invalid, Adyen may drop the enhanced data, so the transaction does not qualify for the lower interchange rate. Depending on the error and card eligibility, an error confined to Level 3 may instead result in Level 3 data being dropped while Level 2 data is submitted.

That describes a possible qualification failure, not a set surcharge for every missing field. The outcome depends on which field failed, the processor’s handling, and what the network and card permit for that transaction.

Why the 180 bps figure needs transaction-level proof

Basis points measure a rate difference: 180 bps equals 1.80 percentage points. But that conversion alone does not show that a transaction was charged 1.80 percentage points more because Level 3 data was absent. The sources available here do not establish a fixed 180 bps penalty or provide the rate schedule needed to verify the title’s specific claim.

To support that figure, identify the actual interchange categories applied in both the qualified and unqualified cases, then compare the rates for the same relevant conditions. Keep interchange separate from the processor’s markup and other processing fees: a difference in a merchant’s total charge does not, by itself, prove an interchange difference of 180 bps.

How to check a claimed rate difference

  1. Get the transaction details. Obtain the processor’s transaction record, including the network, commercial-card product, transaction channel, amount, merchant category, submitted Level 2/3 fields, and effective date.
  2. Confirm the data outcome. Check processor logs or validation messages to see which fields were sent, rejected, or dropped, and whether the transaction was submitted with Level 2 data, Level 3 data, or neither.
  3. Identify the applied rate categories. Use the processor’s transaction-level reporting and the applicable network and processor documentation to determine the category actually applied and the category the transaction would have qualified for with valid data.
  4. Compare like with like. Hold constant—or explicitly account for—the network, card product, merchant eligibility and category, channel, transaction details, geography, and effective date. Use the applicable dated rate schedule rather than a rate from another card type or period.
  5. Separate the components of the bill. Compare interchange with processor markup and other fees independently. Only attribute a 180 bps difference to interchange if the category-rate comparison supports it.

If the processor cannot provide the applied category or a valid counterfactual category, the 180 bps figure remains unverified; the total processing charge alone cannot establish its cause.

Visa’s U.S. enhanced-data program has changed

Visa details are time-sensitive and should not be generalized to other networks. Stripe’s U.S.-focused CEDP overview reports that Visa replaced its previous U.S. Level 2/Level 3 program with the Commercial Enhanced Data Program (CEDP) and Product 3 interchange rates in October 2025. Stripe also reports a January 2026 rate change, an April 2026 sunset for Level 2, and that Visa had paused verification of new businesses for CEDP as of November 2025 while per-transaction qualification could continue.

Those are dated milestones reported in processor documentation, not a substitute for the current Visa rules for a specific transaction. Confirm the applicable program requirements and rate schedule with Visa or the processor before using them operationally. The materials cited here do not establish a current Mastercard rate schedule or support applying Visa’s timeline to Mastercard.
