There is no defensible winner yet. Agentic AI can create more work for CPUs around accelerator-heavy computing, but the size of that increase depends on the application. Arm is entering data-center CPU production with its own Arm AGI CPU and a growing list of announced partners. AMD brings an established EPYC server-processor portfolio and offers CPUs as part of larger AI systems that also include GPUs, networking, and software. Neither company has yet established a lead through a public, independent, like-for-like comparison for agentic workloads.

Why agentic AI could revive interest in CPUs

AI infrastructure is often discussed in terms of accelerators, especially GPUs. But an agent does more than run a model: it may coordinate tasks, call tools and APIs, retrieve data, interact with databases or other agents, and enforce security or policy rules. Those steps can add CPU work alongside accelerator inference.

That is a credible reason to revisit CPU capacity, not proof that every AI system needs the same number of CPUs per GPU. The balance depends on what agents do, how much data they move, how often they call external tools, and how the system is designed.

The companies have offered different estimates of the shift. In a May 2026 blog, AMD characterized agentic AI as moving from an earlier CPU-to-GPU ratio of 1:4–8 toward 1:1 or more CPU-heavy configurations. That is AMD’s view, not an independently established industry benchmark. At its March 2026 AGI CPU launch, Arm projected that agentic data centers could need more than four times current CPU capacity per gigawatt. That is an Arm estimate, not a measured universal requirement. The figures use different framings and should not be treated as a shared forecast.

How Arm and AMD are approaching the opportunity

CPU strategy Arm AGI CPU is Arm’s first Arm-designed data-center CPU. Arm also continues to offer IP and Neoverse Compute Subsystems for partners’ custom silicon. AMD is extending its existing EPYC server CPU portfolio, including sixth-generation EPYC processors introduced in 2026.
System approach Named system partners include ASRock Rack, Lenovo, Quanta Computer, and Supermicro. Arm said commercial AGI CPU systems were available to order from these vendors in May 2026. AMD combines EPYC with Instinct GPUs, Pensando networking, and ROCm software in its Helios rack-scale AI system.
Named deployment or ecosystem signals Meta is the lead partner and co-developer. Arm’s March 2026 announcement also named Cerebras, Cloudflare, F5, OpenAI, Positron, Rebellions, SAP, and SK Telecom. In September, Arm said OpenAI, Meta, Cloudflare, Oracle, SAP, Lenovo, Supermicro, and Verda were developing solutions around the CPU. In July 2026, Microsoft announced Azure VM series powered by EPYC “Venice” processors and deployment of AMD’s Helios solution for AI inference.
What the announcements establish Arm has a production-silicon offering and announced commercial system partners and customer activity; announcements alone do not establish production volume or a performance lead. AMD has announced a broad CPU-and-accelerator platform and a major cloud deployment; the announcement alone does not establish that EPYC wins agentic CPU workloads.

What Arm has announced

Arm AGI CPU: Arm-designed production silicon

On March 24, 2026, Arm announced the Arm AGI CPU, describing it as its first Arm-designed data-center CPU and the first time Arm extended its platform into its own production silicon. Arm says the processor supports up to 136 Neoverse V3 cores, a 300-watt TDP, 6 GB/s of memory bandwidth per core, and sub-100-nanosecond latency.

Arm’s headline comparison is more than twice the performance per rack versus x86 CPUs, along with potential data-center capital savings of up to $10 billion per gigawatt. These are Arm’s claims; the cited company materials do not provide independent, matched test results validating them. The figures should not be read as a general guarantee for a buyer’s rack or workload.

Arm reported more than $2 billion of customer demand for AGI CPU across fiscal 2027 and fiscal 2028 in its May 6, 2026 results statement. That is stated customer demand, not recognized sales revenue. In its fiscal 2026 results, for the year ended March 31, 2026, Arm reported $4.92 billion in revenue and $2.61 billion in full-year royalty revenue; it also said data-center royalties more than doubled year over year, without giving a specific percentage in the cited summary.

Arm’s wider platform remains part of its strategy

The AGI CPU is one route for customers seeking an Arm-designed production part; Arm’s other route is to provide IP and Neoverse Compute Subsystems for partners building custom chips. In a September 8, 2026 product announcement, Arm said Neoverse CSS N4 supports up to 128 cores per die, LPDDR6, and PCIe Gen 7. Arm claims up to 2x performance, 1.25x performance per watt, and 1.75x memory bandwidth compared with CSS N3. Those are Arm’s product claims, not independent benchmark results.

What AMD has announced

EPYC as part of a broader data-center business

AMD’s case starts with an established server CPU business and its ability to combine EPYC with accelerators and other infrastructure. In its August 4, 2026 second-quarter release, AMD said it had introduced sixth-generation EPYC server CPUs for agentic AI, general-purpose, and enterprise workloads.

AMD reported $6.7 billion in Data Center segment revenue for Q2 2026, up 107% year over year. AMD attributed the result to demand for both EPYC processors and Instinct GPUs. The segment total is therefore evidence of momentum in AMD’s combined data-center business, not a standalone EPYC sales figure.

Microsoft’s announced Azure deployments

On July 20, 2026, AMD said Microsoft would add Azure virtual machine series powered by EPYC “Venice” processors and deploy AMD Helios for AI inference. AMD describes Helios as combining Instinct MI455X GPUs, EPYC Venice CPUs, Pensando networking, and ROCm software. This makes Helios a rack-scale enterprise system, rather than simply a CPU product comparison.

AMD CEO Lisa Su called the Microsoft deployments an important milestone in delivering compute solutions to Azure customers. Microsoft CEO Satya Nadella said customers seek AI infrastructure for workloads including training, inference, data preparation, search, and reinforcement learning. These are statements from the companies involved, not independent assessments of Arm versus AMD.

Compatibility is a buyer-specific question

AMD argues that the range of high-frequency and dense-core EPYC parts can serve different parts of an AI pipeline, and that x86 compatibility can ease deployment for organizations with existing enterprise software. That is AMD’s positioning. For an actual migration, the relevant questions are whether the buyer’s applications, dependencies, and operational tools run correctly on each architecture, and what engineering work portability would require.

What evidence would identify a winner?

A fair comparison needs the same workload and system boundaries on both platforms. Peak CPU specifications or vendor performance-per-rack claims cannot answer whether one system is better for a particular agent service. Compare:

  • Throughput and latency: Measure the actual orchestration, tool execution, and data-processing work, including tail latency under expected concurrency.
  • Power and rack performance: Compare useful completed work per watt and per rack, including cooling and networking overhead rather than CPU power alone.
  • Memory and I/O: Match memory capacity, bandwidth, latency, and I/O to the workload’s data movement.
  • Software and migration: Check application compatibility, portability, dependencies, and the engineering effort needed to deploy and maintain each option.
  • Total cost of ownership: Include CPUs, accelerators, software, power, cooling, and operations over the intended service life.
  • Availability and support: Confirm the configuration can be obtained, supported, and deployed at the required scale, and distinguish announced systems from systems already operating in production.

The available company announcements do not establish an independent, like-for-like Arm AGI CPU versus AMD EPYC benchmark across these dimensions. Until such comparisons are available for relevant workloads, a technical winner cannot be named from the announced claims alone.

So, who is better positioned to win?

Arm has the sharper strategic change: it has moved beyond licensing and subsystem IP to offer its own data-center CPU, while continuing to support partner-designed silicon. Its named partners and customer activity suggest ecosystem interest, but do not by themselves prove broad deployment.

AMD has the more established integrated offering: EPYC is part of a wider data-center portfolio that includes Instinct GPUs and Helios systems, with Microsoft announcing Azure deployments. AMD’s segment growth is a meaningful business signal, but because it combines CPU and GPU demand, it does not settle the CPU contest.

The likely result is workload- and customer-dependent rather than a single winner across all agentic AI. Arm may appeal to buyers pursuing Arm-based systems or custom silicon strategies; AMD may suit buyers seeking EPYC within an integrated x86 and accelerator ecosystem. Which delivers better results depends on matched performance, software fit, availability, and system economics for the workload in question.
