If the Windows 11 taskbar is frozen, first try to restart Windows Explorer without using the taskbar: press Ctrl+Shift+Esc, find Windows Explorer in Task Manager, select it, and choose Restart. If that does not restore the desktop, work through the steps below in order, starting with low-impact checks and saving recovery options for later.
Restart Windows Explorer first
The taskbar is part of the Windows desktop shell, so restarting Windows Explorer is a low-disruption first attempt. It may make the taskbar and desktop disappear briefly before they return. Microsoft documents Ctrl+Shift+Esc as the shortcut to open Task Manager; the restart itself is a standard Windows troubleshooting step.
- Press Ctrl+Shift+Esc to open Task Manager.
- Find Windows Explorer. If necessary, expand Task Manager’s view to see the process list.
- Select Windows Explorer, then choose Restart.
- Wait for the desktop and taskbar to reload, then check whether the taskbar responds.
This may restore the shell, but it will not necessarily fix the underlying cause. If Task Manager will not open, press Ctrl+Alt+Delete and choose Task Manager from the security screen if it is available. Save work first whenever possible. If the whole PC is unresponsive, use its normal restart procedure; reserve a forced power-off for a machine that cannot be restarted normally, since unsaved work may be lost.
If the desktop has not loaded, start Explorer
If Windows Explorer is absent from Task Manager and the desktop has not loaded, Task Manager’s Run new task option can start the shell. Microsoft documents this as a temporary workaround for a specific Windows 11 26H1 desktop-loading issue—not as a universal fix for every taskbar freeze.

- Select Run new task.

explorer.exeand select OK.
The documented issue concerns black screens or failed desktop-session loading after sign-in, primarily on Azure Virtual Desktop hosts using FSLogix. Microsoft’s September 22, 2026 KB5124006 (OS Build 28000.3086) Preview notes say some affected users may see a black screen, a failed desktop session, or Explorer crashes following the August 2026 preview update and subsequent updates. The workaround is scoped to that issue; it should not be taken as the explanation for an ordinary home-PC taskbar freeze.
On a managed work or school device, contact IT before changing updates or policies. The documented Known Issue Rollback is an administrator action and requires a restart.
Check whether a recent change preceded the freeze
Think about whether the taskbar stopped responding soon after a Windows update, a new app installation, or a driver change. A clear timing link can help choose the next step, but a freeze alone does not establish a single cause.
If it began after a Windows update
Microsoft says uninstalling a recent update might fix a problem that began afterward. In Windows Recovery Environment, the documented path is Troubleshoot > Advanced options > Uninstall updates. Personal files and apps are kept, although some updates cannot be uninstalled. Use this route when the timing makes an update a plausible trigger, rather than as the first response to any freeze. For a managed PC, check with IT before removing an update.

If it followed an app or driver change
Note the change and when the symptoms began. Avoid removing unrelated software or making several changes at once: doing so can make it harder to identify what affected the problem. Safe Mode can help narrow down whether the usual configuration or a nonessential driver or service is involved.
Repair Windows system files if the problem continues
For continuing system instability, Microsoft recommends running DISM before System File Checker (SFC) from an elevated Command Prompt. DISM uses Windows Update as a source for repair files; SFC scans protected system files and replaces corrupted copies from a cached copy. Microsoft Support notes that Windows features failing, system errors, unresponsiveness, and freezing can be symptoms of missing or corrupted system files.
- Open Command Prompt with administrator privileges.
- Run
DISM.exe /Online /Cleanup-image /Restorehealthand wait for it to finish. - Then run
sfc /scannow. - Leave the Command Prompt window open until SFC verification reaches 100%.

Safe Mode starts Windows with a limited set of files and drivers. If the taskbar problem does not recur there, default settings and basic drivers are less likely to be responsible. That is a diagnostic clue, not proof that a particular app or driver caused the freeze.

Microsoft explains Safe Mode and the recovery options in its Windows Safe Mode guidance. On an encrypted device, Windows may ask for the BitLocker recovery key during recovery.

Back up important files before choosing a reset or reinstall option. Microsoft recommends trying recovery options in order because their effects differ.
- Uninstall updates: Consider this when the problem began after an update. In Windows Recovery Environment, choose Troubleshoot > Advanced options > Uninstall updates. Personal files and apps are kept, but some updates may not be removable.
- Reset this PC: Reinstalls Windows and removes apps and settings. Depending on the option selected, you can keep personal files or remove everything. Keeping personal files does not mean keeping installed apps or settings.
- Reinstall Windows from Windows Update: Microsoft lists this option for Windows 11 version 22H2 or later; it keeps files, apps, and settings.
Review Microsoft’s Windows recovery options before proceeding, and confirm which option you are selecting and what it preserves.

A frozen taskbar can accompany a shell or desktop-session problem, but the symptom alone does not identify what went wrong. Restarting Explorer tests whether reloading the shell restores normal interaction; Safe Mode helps narrow down whether the usual configuration or nonessential drivers and services are involved; and the DISM/SFC sequence checks and repairs protected system files. Use the result of each step to decide whether to continue, rather than assuming every freeze needs the same repair.
