On a computer, open the document, click Editing at the top right, then choose Suggesting to propose changes for review. Your access level determines which actions are available: Viewers can only read, Commenters can suggest, and Editors can edit the document directly and manage suggestions.
What each Google Docs mode does

Switch to Suggesting on a computer
- Open the document in Google Docs.
- At the top right, click Editing.
- Select Suggesting from the dropdown.
- Make your proposed edits. Additions appear in a new color and deletions are crossed out; the document owner can accept or reject them.
Google also documents this menu route: View > Mode > Suggesting. Google Docs Editors Help describes suggestions as a way to propose changes without immediately changing the original text.
Make suggestions in the Google Docs mobile app
Google’s Android and iPhone/iPad instructions describe how to suggest changes, rather than a complete three-mode switch:

- Tap More, then turn on Suggest changes.
- Make your edits and tap Done.
To review a suggestion in the app, Google’s instructions say to tap it and choose Accept or Reject. The cited mobile guidance does not establish a unified Editing, Suggesting, and Viewing selector across app versions. Google Docs mobile help

If Suggesting or Editing is missing
The mode selector cannot change your sharing permissions. First check that you are signed into the account that has access to the document. Google says people need Commenter or Editor permission to suggest edits; a Viewer cannot suggest or add comments. Google Docs suggestion permissions and Google Drive sharing roles
If you are on a computer and the document says View only, use Request edit access, add an optional note, and send the request to the owner. The owner must grant the appropriate permission. Google Docs access troubleshooting

If Mode or Suggesting is absent from the menu, Google’s accessibility help likewise advises requesting edit access and asking the owner to share the document with you as a Commenter or Editor. Google Docs screen-reader help
