Yes—but as an editorial principle, not a proven universal AI-search score. Publishing useful, distinctive material across a subject can help demonstrate expertise and trust. Google and Bing describe those qualities as relevant to their search or AI-answer systems, but neither promises that broad topic coverage will earn a ranking or citation. OpenAI documents crawler access for ChatGPT Search, not a topical-authority formula.
What “topical authority” means—and what it doesn’t
Publishers often use “topical authority” to mean that a site demonstrates expertise through accurate, useful coverage of a subject and its related questions. That is a practical editorial shorthand, not a disclosed, standardized score shared by AI search products.
The distinction matters: coherent coverage may help show expertise, but the public guidance reviewed here does not establish that topical authority is a standalone ranking factor, explain how much it weighs, or show that it causes a page to be cited. Google says its generative AI Search features use core Search ranking and quality systems; Bing says its AI experiences share the foundations of traditional search. OpenAI’s publisher documentation addresses whether public content can be discovered, not how topic coverage affects selection.

Google: useful material and Search eligibility come first
Google Search Central says, “In short, yes! The best practices for SEO continue to be relevant because our generative AI features in Google Search are rooted in our core Search ranking and quality systems.” That statement concerns Google’s own Search features; it is not a claim that topical authority is a separate score.

Google’s guidance says pages must be indexed and eligible to appear in Search with a snippet. It recommends useful, original content with a distinctive point of view, and warns against creating pages for every query variation mainly to manipulate visibility. Its people-first guidance asks publishers to consider sourcing, evidence of expertise, author and site background, and whether a site is recognized as an authority on its topic. Its general ranking explanation describes many signals, including relevance, usability, expertise, and signals that help identify expertise, authoritativeness, and trustworthiness.

Bing and Copilot: grounding eligibility is not a citation promise
Bing’s Webmaster Guidelines say its traditional search and AI grounding rely on the same core crawling, indexing, and ranking foundation. They identify clarity and structure, along with authority and trust signals, as relevant to eligibility for grounding and citations. The guidelines also state that SEO or GEO does not guarantee rankings, traffic, grounding, or citations.
Bing Webmaster Tools’ AI Performance report can help publishers observe citation activity, cited pages, and grouped grounding queries across supported AI answers. Microsoft cautions that the report does not measure ranking, authority, importance, or a page’s role in an individual answer. Treat it as a diagnostic view of citations, not a scorecard for topical authority.

ChatGPT Search: make the site discoverable
OpenAI says any public website can appear in ChatGPT Search and recommends that publishers avoid blocking OAI-SearchBot if they want content included in summaries and snippets. That describes a way to permit discovery; the publisher FAQ does not explain whether or how topical authority affects which sources are selected.

Build subject coverage because it helps readers and lets your work demonstrate knowledge—not to hit an arbitrary page count. A useful approach is to:

- Cover the questions your readers actually need answered. Add depth where it contributes original, useful information rather than publishing near-duplicate pages for minor query variations.
- Make evidence and expertise visible. Provide clear sourcing and relevant author or site background, and make the page’s purpose and structure easy to understand.
- Keep technical access in view. For Google, check indexing and eligibility for Search appearance. For ChatGPT Search, check that OAI-SearchBot is not blocked if you want to permit discovery.
- Use citation reporting as observation, not proof. Bing’s report can show citation patterns, but it does not identify a page’s authority or explain why a source was selected.
Google also says generative AI can help with research and structure, but generating many pages without adding user value may violate its scaled content abuse policy. What studies can—and cannot—tell us about AI citations
A 2026 preprint by Haofei Xu, Umar Iqbal, and Jacob M. Montgomery examined 55,393 trending queries across 19 topical categories over 40 days, from March 13 to April 21, 2026. The authors report that nearly 30% of cited domains did not appear in the co-displayed first-page results. That result suggests source selection in their sample was not simply identical to the visible first-page list; it does not show that topical authority caused selection or establish a content strategy. A separate 2026 preprint, based on one month of browsing by 900 U.S. adults, reports that clicks to sources cited in AI Overviews occurred in about 1% of visits to pages with an AI Overview. That is a finding from that study’s panel and period, not a universal referral rate. It also illustrates why citation visibility and referral traffic should be measured as different outcomes.
