Defense in depth is a security strategy that combines people, technology, and operational practices to create multiple, varied safeguards across an organization. If one safeguard fails or is bypassed, others may still help prevent an intrusion, detect it, support a response, or limit the damage. It is a strategy tailored to an organization’s risks—not a fixed set of products or a guarantee that attacks will fail.
What does defense in depth mean?
NIST’s CSRC glossary gives one formal definition: “Information security strategy integrating people, technology, and operations capabilities to establish variable barriers across multiple layers and missions of the organization.” NIST cautions that glossary definitions should be understood in the context of the source documents they cite. Its glossary also lists a related formulation describing multiple countermeasures applied in a layered or stepwise way, including different technologies intended to catch attacks another measure misses. In practical terms, an organization does not rely on a single control to protect everything. It combines safeguards that address different stages or consequences of an attack. Some try to block access; others identify suspicious activity, help responders act, or contain and recover from an incident.
What are the layers of defense in depth?
There is no universal number or required order of layers. A useful implementation might combine measures such as:

- People and procedures: security awareness, training, and ways for staff to report suspicious activity.
- Physical security: rules governing access to buildings, equipment, or other critical assets.
- Identity and access controls: measures that govern who can use systems and resources.
- System and network protections: technical safeguards intended to impede unauthorized activity.
- Monitoring and detection: capabilities for identifying activity that preventive controls did not stop.
- Response and recovery: procedures and capabilities to investigate incidents, contain damage, and restore operations.
These are examples, not a prescribed stack. CISA’s integrated-security guide includes awareness and training in its account of defense in depth, while its industrial-control guidance emphasizes selecting protections for the assets and dependencies at issue. How does defense in depth work in practice?
Consider an organization protecting a system that supports an important operation. Staff training and reporting practices may help surface a suspicious message. Access controls may restrict which accounts can reach the system. Technical protections may impede malicious activity, while monitoring can alert responders if something gets through. Response and recovery capabilities can then help contain an incident and restore operations.

The measures work as a strategy because they address different risks and outcomes; simply accumulating products does not ensure that they do. Controls can depend on one another, share weaknesses, or create operational demands. CISA advises organizations to consider critical assets, interconnections, dependencies, threats, vulnerabilities, business exposure, and available resources, and to adjust countermeasures as threats change. Its guidance states: “Unfortunately, there are no shortcuts, simple solutions, or ‘silver bullet’ implementations to solve cybersecurity vulnerabilities within critical infrastructure ICS.” This statement appears in CISA’s 2016 industrial-control guidance and is specifically about critical infrastructure ICS.
Is defense in depth just buying several security products?
No. Products may provide some technical safeguards, but defense in depth also involves people and operational capabilities. Buying multiple tools does not by itself establish meaningful layers: the tools must fit the organization’s assets and threats, and the organization needs ways to monitor, respond, and limit harm when prevention fails.

When evaluating an approach, consider whether its safeguards cover the important assets and threats, whether they provide varied protection rather than repeat the same control, and whether the organization can operate them effectively. Also consider dependencies between safeguards, how activity will be detected and handled, and whether the approach fits available resources. These are practical evaluation questions, not a formal scoring system prescribed by CISA.
Is defense in depth the same as zero trust?
No. Defense in depth is the broader strategy of combining safeguards across an organization. Zero trust is a distinct approach that shifts attention away from relying on static network boundaries and toward trust among users, assets, and resources. NIST describes authentication and authorization as taking place before a session to an enterprise resource is established. Zero-trust measures can contribute to a defense-in-depth strategy, but the terms are not interchangeable.

How is defense in depth different from defense in breadth?
NIST distinguishes defense in depth from defense in breadth. Defense in breadth refers to systematic activities that reduce exploitable vulnerabilities throughout a system, network, or product lifecycle. Defense in depth focuses on using multiple, varied safeguards across organizational layers and missions.
