A fixed wireless WISP is an internet provider that connects fixed homes or businesses to the internet using terrestrial radio links. A provider’s access point—often on a tower, mast, or rooftop—communicates with subscriber equipment at the customer’s location. “WISP” describes the provider; “fixed wireless” describes how the last-mile connection is delivered.

What “WISP” and “fixed wireless” mean

The U.S. Federal Communications Commission (FCC) defines a WISP as “A company that provides end-users with wireless access to the Internet” in FCC 23-56. The acronym stands for Wireless Internet Service Provider.

Fixed wireless is the access connection between network equipment and a customer location that stays in one place. It is not a particular radio standard, a guarantee that the antennas have an unobstructed line of sight, or another name for the provider. A WISP may use fixed wireless to serve customers, but the terms describe different things.

How fixed wireless WISP service works

  1. Internet backhaul: The provider connects its network to the wider internet.
  2. Provider access point: Radio equipment at a site such as a tower, mast, monopole, or rooftop sends and receives signals.
  3. Customer radio link: Subscriber equipment, also called customer premises equipment (CPE), at the home or business communicates with the access point. The link may be point-to-point or point-to-multipoint, depending on the network design.
  4. Indoor connection: Equipment inside the premises, often including a Wi-Fi router, distributes the connection to phones, computers, and other devices.

In some installations the subscriber antenna can be indoors; in others, an outdoor antenna is used to improve the radio path or avoid signal loss through an exterior wall. The appropriate setup depends on the location and technology, as described in CTC Technology & Energy’s June 2022 technical report.

What affects availability and performance?

A clear line of sight between the provider access point and subscriber antenna is ideal, but it is not a universal requirement for every fixed wireless system. Trees and foliage, buildings, distance, antenna placement, and conditions such as rain or fog can affect the radio path. The practical result depends on the local network design and the specific address.

The phrase “fixed wireless” alone does not tell you whether service is available at your address, what speeds to expect, or what equipment will work. Ask providers serving the address about expected download and upload speeds, latency, data limits, installation needs, price, and reliability. Do not assume a retail radio or antenna is compatible with a particular WISP; providers may supply or specify the CPE.

FCC fixed-wireless reporting categories in the United States

For Broadband Data Collection reporting, the FCC classifies terrestrial fixed wireless by the spectrum used for the last-mile connection. Its current help-center categories distinguish:

These are U.S. regulatory reporting categories, not a complete inventory of every technology or product marketed as fixed wireless. The relevant distinction is the spectrum on the last mile; backhaul spectrum by itself does not determine the code. What to remember

  • A WISP is a company providing wireless internet access; fixed wireless is one way to deliver the connection to a fixed location.
  • The customer link typically runs between a provider access point and subscriber equipment at a home or business.
  • Local terrain, obstructions, equipment placement, weather, and network configuration can affect service.
  • The terms do not establish address availability, speed, or device compatibility; confirm details with providers for the specific location.
