If your PC won’t start or is stuck in a restart loop, a Windows Recovery Drive can boot it into the Windows Recovery Environment (WinRE), where you can try repair tools or reinstall Windows. Create the drive before Windows fails, on a working PC. It provides access to recovery options, not a guaranteed fix—and reinstalling from it removes personal files, apps, and settings.

What a Windows Recovery Drive does—and what it doesn’t

A Recovery Drive is a USB drive prepared with Windows’ Recovery Drive utility. If Windows later will not start, you can start the PC from the USB and use WinRE options such as Startup Repair or System Restore. Which options are available depends on the device and Windows installation.

  • It is not a backup. Microsoft says a Recovery Drive does not contain your personal files. Keep a separate backup of important documents and other data.
  • It does not guarantee that Windows can be repaired. Startup Repair can address some startup problems, but it cannot fix every cause of a failed boot.
  • It is not the same as Windows installation media. Both can help with recovery, but they are created for different purposes and do not have identical requirements or outcomes.

What you need before creating one

  • A working Windows PC. Create the drive in advance; you cannot prepare it from a PC that will not start.
  • An empty USB flash drive whose contents you can erase. Microsoft warns: “Use an empty USB drive because this process will erase any data that’s already stored on the drive.”
  • Your BitLocker recovery key, if the PC uses BitLocker device encryption. WinRE may require it to access most recovery options.

Microsoft does not establish one universal USB capacity for the Recovery Drive. Its separate Windows installation media instructions specify a minimum of 8 GB for that media; do not treat that figure as a Recovery Drive requirement. Create a Recovery Drive while Windows works

  1. Connect an empty USB flash drive to the working PC.
  2. Open Start, search for Recovery Drive, and open the utility. You can also run recoverydrive.exe.
  3. Leave Back up system files to the recovery drive selected, then choose Next.
  4. Select the USB drive you intend to erase and choose Next.
  5. Review the warning that the drive’s contents will be deleted, then choose Create. The utility copies files and may take a while.
  6. When creation finishes, safely remove the USB and store it somewhere you can find it if the PC fails.

Microsoft recommends creating a new Recovery Drive annually so it includes newer Windows updates and improvements. Its instructions also flag a possible effect on recovery drives created and used with the April 9, 2024 security update and the Secure Boot revocation policy. Boot the PC from the USB

  1. Shut down the PC that will not start, connect the Recovery Drive, and turn the PC on.
  2. Use the manufacturer’s instructions to select USB boot. The key or procedure varies by PC maker, so there is no universal key to recommend.
  3. When WinRE appears, follow the on-screen prompts. Microsoft’s Recovery Drive instructions say to select Recover from a drive.
  4. Read the consequences shown on screen before confirming. The recovery flow may offer Just remove my files or Fully clean the drive.

Some computers provide a manufacturer-configured recovery button or key combination. If you do not have a Recovery Drive, Microsoft says you can create Windows installation media on another working PC and use it to boot a non-starting PC into recovery tools. That is a different recovery route, and its installation choices depend on how Setup is started. Do not assume that booting from installation media will preserve your files.

Choose the least disruptive recovery option that fits

Once WinRE is available, start with an option suited to the problem and read its stated effects before proceeding. The table summarizes the data impact described by Microsoft; available choices vary by PC and Windows version.

Option What it does Personal files and apps
Startup Repair Diagnoses and attempts to fix certain problems that prevent Windows from starting, including some damaged system files or boot configuration problems. It is a repair attempt; the cited instructions do not state a general file-deletion outcome.
System Restore Reverts system files, registry settings, and installed programs to a selected restore point. Personal files are not affected. Apps, drivers, updates, or settings added after the restore point may be undone.
Uninstall updates Removes a recent Windows update when that is an appropriate recovery choice. Effects depend on the update and the on-screen choice; review the prompts.
Recovery Drive reinstall Reinstalls Windows using the Recovery Drive recovery flow. Removes personal files, apps, and settings.
Windows installation media Starts Setup or recovery tools from separately created installation media. Whether files can be kept depends on how Setup is launched and which options are available; do not presume preservation when booting from USB.

Try Startup Repair for a failed start

Startup Repair is designed for problems that stop Windows from starting. From WinRE, select the repair option and follow the prompts. It checks for certain common startup issues and attempts a fix; if it does not resolve the problem, return to the recovery choices rather than treating the attempt as proof that the PC is unrecoverable.

Use System Restore if a restore point fits

If a restore point predates the problem, System Restore can reverse system changes while preserving personal files. It may undo software, driver, update, or settings changes made after that point, so check the selected restore point and warnings before confirming.

Understand the consequences of reinstalling

A reinstall from a Recovery Drive is destructive to the installed environment: Microsoft says it removes personal files, apps, and settings. If you are considering installation media instead, the result depends on how Setup starts and what options it offers. Back up files first whenever you can access them, and do not proceed on the assumption that either USB route will keep them.

BitLocker and other important limits

Have the BitLocker recovery key available

If the Windows drive is encrypted, WinRE may ask for the BitLocker recovery key before allowing access to most recovery options. Find and save the key somewhere accessible from another device before an emergency; it may not be available from the PC that has failed.

Check compatibility and Windows version

For some reinstall situations, Microsoft recommends manufacturer recovery media for better compatibility because an OEM image typically includes hardware-specific drivers and factory apps. Windows 11 Quick machine recovery is available only on Windows 11 version 24H2 or later, and availability also varies by edition and policy; it is not a universal substitute for recovery media. Microsoft states that Windows 10 support ended on October 14, 2025.

If you do not have a Recovery Drive

If Windows will not start and no Recovery Drive is available, use another working PC to create Windows installation media, then follow the failing PC manufacturer’s instructions to boot from it and reach recovery tools. Microsoft specifies at least 8 GB for Windows installation media, not for Recovery Drive creation. If neither route can start the computer, manufacturer-configured recovery options may be available; check the device manual or support instructions.
