An unattended coding run should end with a proposed branch and a human review—not an automatic merge. In a GitHub-based setup, that means treating a dropped file as task input, deliberately triggering a workflow, letting an agent propose changes, running appropriately scoped checks, and reviewing the resulting pull request before merging. GitHub documents parts of this pattern, including manual Actions triggers and Agentic Workflows, but the latter is still in public preview; GitHub does not provide a general-purpose file-drop intake feature in the documentation discussed here.
What “from a dropped file to a reviewed branch” means
A file arriving somewhere is not, by itself, a GitHub Actions trigger. You must decide how that file becomes an authorized task: for example, which repository receives it, what branch the run may change, and who is allowed to start the workflow. The GitHub documentation describes workflow and agent automation mechanisms, not a universal service that watches a folder or accepts arbitrary dropped files.
Keep the run’s purpose narrow: take an identified task, propose repository changes, report checks, and stop for review. The branch is a proposal, not permission to trust or merge the code it contains.

1. Define the task intake boundary
Before connecting any file intake to automation, establish what input is accepted and where it goes. Choose the target repository and branch, and limit who can submit or initiate work. These are implementation decisions; the cited GitHub guidance does not prescribe a file-drop service or its validation rules.

2. Start the workflow deliberately
For a human-started run, GitHub Actions supports the workflow_dispatch event. The workflow must define that event and be present on the repository’s default branch for the dispatch trigger to work. A person starting it needs write access. GitHub documents starting it from the Actions tab, GitHub CLI, or REST API: manually running a workflow.
If repository activity should start work automatically instead, push and pull-request events are common alternatives. Choose the trigger according to the task’s trust boundary: a manual dispatch makes the start explicit, while an event trigger can run without a separate human launch.

3. Have the agent propose changes
GitHub Agentic Workflows let users describe repository automation in Markdown and compile it into a GitHub Actions workflow. GitHub’s tutorial demonstrates a pull-request reviewer that comments on whether a change includes enough tests. The feature is explicitly in public preview, so treat it as a preview capability rather than a settled, universal way to build unattended coding runs: About GitHub Agentic Workflows.
Keep the agent’s job distinct from approval to merge. Its output should be inspectable changes and useful feedback, not a silent path from task input to production.

4. Scope permissions and checks
Match the workflow’s available tools, token permissions, and secrets to what the task actually needs. GitHub’s workflow policies can restrict permitted events and who may trigger workflows. By default, users with write access can trigger workflows unless repository or organization restrictions are configured; policies can narrow access by actor or event: disabling and enabling workflows.
Checks should give reviewers meaningful feedback before merge. A check that never ran is not evidence that the change passed.

5. Put a human gate before consequential jobs
GitHub Actions environments can require approval before a job proceeds and can withhold access to environment secrets until protection rules pass. This provides a documented place to pause deployment or another consequential job for a person’s approval: managing environments for deployment.

Use that gate for the job that needs it; it does not replace reviewing the proposed code or safely handling untrusted pull requests.

6. Review the branch before enabling its workflow
For Copilot cloud agent, GitHub says Actions workflows do not run automatically when the agent pushes changes to a pull request by default. Review the proposed diff—especially changes under .github/workflows/—before approving workflow execution. GitHub warns that allowing workflows to run without approval can give unreviewed code access to repository write permissions or secrets: About Copilot cloud agent and Customizing Copilot cloud agent.
7. Merge only after expected checks report
Workflow filters or commit instructions can cause a push- or pull-request-triggered workflow to be skipped. If that workflow is associated with a required check, the check can remain pending and block the merge. A skipped check is therefore not a passing check: skipping workflow runs.

The central risk is not merely that a pull request contains untrusted code; it is executing that code in a workflow that can reach privileged credentials. GitHub’s guidance is explicit: “Workflows triggered by this event should not check out, build, or run code from an untrusted pull request with access to repository secrets or a privileged GITHUB_TOKEN.” This warning concerns pull_request_target, which runs in a privileged context. GitHub says pull_request runs on the pull-request merge branch and is safer when additional secret access is not needed: Securely using pull_request_target.

Avoid combining an untrusted checkout or build with secrets or a privileged token in the same workflow context.
What to verify before merging
- The task came through an intake path you intended to trust, and the run targets the approved repository and branch.
- The trigger is appropriate: manual dispatch for an explicit launch, or a repository event when automatic starts are intended.
- The agent’s diff and any workflow-file changes have been reviewed before workflows are enabled.
- Tokens, secrets, and tools are limited to what the task needs; untrusted pull-request code is not run with privileged credentials.
- Required checks actually report a result. A skipped workflow may leave a required check pending rather than passing.
- Any deployment or other consequential job has the appropriate environment protection and approval gate.
Copilot cloud agent automation has a billing consideration
GitHub says each Copilot cloud agent automation run starts an agent session that uses GitHub Actions minutes and GitHub AI Credits, billed to the automation creator. The cited documentation does not establish a per-run price, so the actual cost cannot be calculated from that statement alone: About Copilot cloud agent.
