Internet phone service usually means Voice over Internet Protocol (VoIP): calls are carried over an internet connection rather than traditional phone lines. The equipment and calling features depend on the provider, so a home phone that uses VoIP may work with a regular telephone, an IP phone, or other provider-supplied equipment.
What does internet phone service mean?
In everyday consumer use, “internet phone service” usually refers to VoIP. The Federal Trade Commission explains that VoIP means your phone makes calls over the internet instead of phone lines. A cable-company phone line or a phone-and-internet bundle may use VoIP, but those clues alone do not confirm how a particular service works. If you are unsure, ask the provider directly. The FTC’s consumer guidance gives this plain-language definition and advice for identifying a service.
What is interconnected VoIP?
The FCC uses a more specific definition for “interconnected VoIP” in its Broadband Data Collection. Under that definition, the service must enable real-time, two-way voice communication, require a broadband connection at the user’s location and IP-compatible customer equipment, and generally allow users to receive calls from and make calls to the public switched telephone network—the conventional public telephone network.

That regulatory category is narrower than every app or product someone might casually call an internet phone service. An app that makes voice calls over the internet does not necessarily meet the FCC’s interconnected VoIP definition. The FCC’s fixed voice subscription definitions, updated June 30, 2025, explain the criteria and give examples of customer equipment.

What equipment does internet phone service need?
There is no single setup required for every customer. Depending on the service, a provider may support an IP telephone, a conventional telephone connected through a converter, or other compatible customer equipment. The FCC names IP telephones and TDM-to-IP converters as examples; an analog telephone adapter (ATA) is a common consumer term for an adapter in this general category.
Before buying an IP phone or ATA, check with your provider about supported equipment and setup. The FCC’s equipment examples do not mean every VoIP customer needs to buy a separate adapter.

Is Wi-Fi Calling the same as VoIP?
No. Both can use broadband connectivity, but they are different service types. In the FCC’s description, Wi-Fi Calling is a mobile-network feature that uses Wi-Fi and is anchored to the mobile core network. Interconnected VoIP is not anchored to a mobile network and can use broadband delivered over Wi-Fi or another connection, such as Ethernet. The FCC discusses this distinction in its order on technology transitions.

Internet phone services can differ in their equipment, emergency-call arrangements and behavior during outages. Ask your provider these specific questions before relying on a service as your main phone line:

- How do I configure emergency calling, and how is my location information handled?
- What happens to calling if my broadband connection or household power goes out?
- Are there service-specific limits on calling to or from conventional phone numbers?
The FCC’s definition establishes general calling connectivity for interconnected VoIP, but it does not give one universal answer to these provider-specific questions. The setup and limitations need to be confirmed with the company supplying your service.

A phone line from a cable company or included in a phone, internet and cable bundle may use VoIP. Treat that as a clue, not proof: ask the provider whether calls travel over broadband or traditional phone lines and what will happen if the internet or power is unavailable.
