OCR does not decide whether a support photo is acceptable. It reads the characters visible in a screenshot or photographed document, and only that extracted text can be passed to text moderation or sensitive-data inspection. Whether the picture itself is unsafe is a separate question, and the final decision to accept, reject, redact, or escalate belongs to your service policy. Build the pipeline as separate signals that feed one decision, and expect each signal to fail in a different way.
Four signals and what each can establish

Microsoft’s Text Recognition (OCR) platform card puts the boundary plainly: “OCR only extracts text that appears in the input image. It does not generate new content, infer intent, or provide interpretations beyond recognized characters.” The same page warns that OCR can be inaccurate or incomplete, so recognized text is an input to checks, not a verified record of what the user sent. Can OCR tell whether a screenshot is unsafe?
Not by itself. OCR returns text, so a screenshot whose problem lies in the picture, with no legible words, gives OCR nothing to evaluate. The reverse also happens: a screenshot with an ordinary-looking picture can contain words that a text check flags. That is why image moderation is a separate capability. Oracle documents OCI Generative AI Guardrails moderation for standalone images and for multimodal requests that combine text and an image, and it names user uploads, screenshots, and images containing embedded text as covered inputs. Scan them when your support flow regularly captures identifiers that agents do not need to see. Google Cloud’s Sensitive Data Protection documents configured OCR-based inspection of image text, and it names customer-support screenshots as a use case, including account numbers and personal contact details. The service uses text-based infoTypes such as person names and credit card numbers, and it can redact matches by placing opaque rectangles over the located coordinates. Two limits follow from that design. Detection finds only what you configured, so an empty result means no configured match was found, not that the image contains no sensitive information. And because OCR can miss characters, a redacted image should be checked rather than assumed clean. Redaction also has to happen before the upload is routed onward. If it happens after an agent has opened the original, the exposure has already occurred.
How to moderate text in uploaded screenshots
- Validate and minimize the upload. Accept only the formats and sizes your chosen services support. For example, AWS Bedrock image filters accept PNG and JPEG with a 4 MB maximum per image. Limit who can open originals and keep them only as long as the support task requires. The vendor pages checked do not establish a universal retention period, so set one from your own support and legal obligations.
- Extract text. Run OCR and store the recognized text next to a reference to the original image. Treat the text as a working copy that may contain errors, not as a replacement for the image.
- Run text checks on the extracted text. Send the text to your text moderation or to configured sensitive-data inspection. Google Cloud’s Sensitive Data Protection supports this for text-based infoTypes such as person names and credit card numbers.
- Run image checks separately. Oracle states that OCI Guardrails image moderation is available starting with Guardrails system version 1.1.0, so confirm the version you select. AWS Bedrock image filtering must be enabled explicitly and can run alone or together with text filtering. (AWS Bedrock Guardrails image filters)
- Apply your policy. Map the combined signals to outcomes as described in the next section, and record which signal produced each outcome.
- Route uncertain and high-impact cases to a person. Give the reviewer the original image, the OCR text they can correct, and the reason for the flag. Microsoft recommends retries or manual correction, and it advises against using OCR as the sole source of truth in consequential systems.
Turning signals into outcomes
Google Search Help states that its Community Guidelines “apply to all user generated content such as text, images, and external links,” and it describes machine-learning detection with human review for some flagged contributions. (Google Search Help, Community Guidelines for user-generated content) The same division applies to support uploads: automated signals start the decision, and a written policy determines the outcome. Keep the four outcomes below distinct in your code and logs, so that a redaction is never recorded as a rejection.

Allow
Use when no check raises a flag, or when the flags fall below the thresholds your policy sets. Record the signal results so a later review can see what was checked.

Use when the support task still works without the identifier, such as an account number that the agent does not need to see. Mark the upload as redacted so the agent knows what was removed and does not treat the missing text as a data error.

Hold for review
Use when a signal is uncertain, or when legitimate content is likely to trigger a flag, such as a photographed document with unusual lighting. Keep the upload out of the normal queue until a reviewer decides.
Block
Use when your policy prohibits the content outright. Tell the user that the upload was not accepted, and do not echo the flagged text back to them.

Compare services on the same axes: text extraction and PII inspection, visual categories, redaction versus flagging only, input limits, region and feature maturity, the human review path, and what data is retained or used under the applicable terms. The pages checked do not establish comparable pricing or retention terms, so confirm those for your account, region, and contract before you commit.

Accuracy claims to treat with care
Google’s Safety Center publishes the statement, “With limited training data, Vision API could successfully classify 80% of images.” (Google Safety Center) The page does not give the year, the test method, or the data population, so the figure cannot be carried over to OCR accuracy or to support photos. It should not be used as a benchmark.
The vendor documentation checked on 7 October 2026 did not establish a general OCR accuracy figure, or a support-photo moderation error rate, with a stated population, method, and date. Microsoft recommends testing with images representative of the real workload. For a support queue, that means sampling actual uploads: the screenshot types, phone photos, lighting conditions, and languages your customers send. Record missed text, false flags, and wrong redactions separately, and repeat the test whenever the vendor changes a model or version.
Child-safety requires a separate track
If your service accepts visual media and child-safety risk is meaningful, OCR and general image labels are not enough on their own. OpenAI’s child-safety guidance recommends layered detection, including perceptual hash matching for known material, human review of high-confidence or high-severity signals, and regular testing. It names the Tech Coalition’s Pathways program and notes that eligible companies can apply for a PhotoDNA sublicense. (OpenAI child-safety guidance) These are recommendations for higher-risk products rather than a universal legal standard. Adapt them to your features, users, regions, and staffing, and check your legal obligations with counsel.
