A routing rule that only checks current conditions will send the next event down the same failed path, even when the last attempt on that path just failed. The fix is to record the failure and let it shape later decisions for a limited time. In a local voice-delivery change described by Ilya Mozerov, a real local text-to-speech (TTS) failure now places a temporary quarantine on the local route, and later qualifying events go to an alternate route, mesh-voice-tx, until the quarantine expires or a later local delivery succeeds.
What the old rule missed
The previous rule was simple. When a proven event arrived and the workstation was occupied, the system tried to deliver it locally through TTS. If that local attempt failed, the failure was logged for that event but did not influence the next one. A later event with the same conditions, the same OCCUPIED + PROVEN state, took the same local path and could fail in the same way.
Mozerov’s point is that the rule was correct for the conditions it checked but blind to what had just happened. Nothing in the decision included recent history, so a rule that was right yesterday could keep being applied after the environment had changed.
How the quarantine works
The change adds a small piece of persistent state. The sequence is:

- A local TTS failure is recorded. The marker is written to
$HOME/.mesh/mesh-say-coupling, or to the path set in theMESH_SAY_COUPLING_FILEenvironment variable if one is configured. - The next qualifying event reads the marker. If the marker is still active, a later
OCCUPIED + PROVENevent is routed throughmesh-voice-txrather than the local TTS path. - The decision is labeled. The output shows
coupling=quarantined, so a log reader can see that the route was chosen because of recent history and not because of the current state alone. - The quarantine lapses on its own. The window is 300 seconds. The author describes this as a configured value in the implementation, not a number derived from measurements, so it should be treated as a tunable default rather than a validated optimum.
The phrase “next call” in the title refers to the next qualifying delivery event inside this workflow. It does not refer to a telephone call, and the change does not concern telephony infrastructure.
When the marker is cleared, and what is ignored
The quarantine ends in one of two ways. It expires after 300 seconds, or it is cleared when a later local delivery is proven to succeed. The second path is the one that matters for recovery: a successful local delivery is evidence that the local route works again, so the marker is removed and the system returns to normal routing.

Two other conditions are handled as “no memory.” If the marker has expired, the system behaves as though no failure occurred. If the marker file exists but cannot be read, the system also treats it as absent. These are deliberate defaults, but they mean an unreadable state file silently disables the protection. Operators who depend on the quarantine should watch for that case in their logs.

What the author verified, and what that does not prove
Mozerov reports reviewing and testing the change on September 9, 2026. The checks he lists are:
bash -n scripts/mesh-say, a syntax check of the shell script.scripts/mesh-say --test, the script’s own test mode.- A smoke test that exercises history-dependent quarantine and release, showing that a failure changes a later decision and that the marker is released afterward.
These are the author’s own checks. They show that the script parses, that its built-in tests run, and that the sequence works in the scenario tested. They do not show how the change behaves across different hardware, audio stacks, concurrent events, or long-running workloads, and they do not establish a general fix for all voice or telephony systems. The change is also tightly scoped to the --deliver path of this one tool.

Applying the pattern elsewhere
The underlying idea is a routing decision that reads recent outcomes as well as current state. It helps to separate the design choices involved. The table below compares the behavior axes the article makes visible. It does not report benchmarks, and the source does not compare these options against each other.

When adapting this pattern, the table suggests a few questions to answer first. What counts as a failure worth recording? How long should memory last before it becomes stale? What should happen when the state store is unreadable? Each answer determines whether the routing rule protects the user or quietly hides a problem.

Limits to keep in view
- The scope is local. The change covers one local TTS failure type on the delivery path of one tool.
- The window is a configured default. A 300-second quarantine suits the author’s workflow. It is not a measured optimum for other systems.
- Failure handling is limited. The safeguards that treat expired or unreadable state as no memory are design choices. They do not cover every failure mode.
- The theory is cited, not tested here. The author frames the change with ideas from Wong et al., “A Biological Learning Theory,” and Heylighen and Busseniers, “Modeling autopoiesis and cognition with reaction networks,” treating learning as history-dependent change and resilience as compensation for a specific disturbance. Those papers were not checked for this article, so the theoretical framing should be read as the author’s interpretation rather than established results.
The central engineering point holds regardless of those limits. The article’s own summary puts it this way: “Otherwise the system is not adapting; it is merely repeating a correct rule against a changed world.” (Ilya Mozerov, DEV Community, September 9, 2026.)
