A rough or startling robotaxi ride is not, by itself, evidence of a safety defect. Most unsettling moments have an ordinary explanation, but a few patterns matter: sudden hard braking, unexpected movement, and erratic behavior around pedestrians, cyclists, or scooters. Those are the behaviors worth noticing, reporting, and checking against public records.
Start with the difference between discomfort and a defect
Passengers use the word “uncomfortable” for many different experiences: a stop that throws you forward, a lane change that feels too quick, or a pause at an intersection that seems to go on too long. Public safety records do not measure any of that. No standardized smoothness or comfort rating for robotaxis was identified in the sources reviewed, and crash data cannot tell you how a ride felt.
A safety concern is different. It usually involves a collision, a near-collision, a hazard to someone outside the car, or a repeated pattern that regulators have examined. A single abrupt stop can have a situational cause, such as a pedestrian stepping into the road or a car cutting in. The question to ask is whether the event is isolated or part of something that recurs.
What to notice during a ride
Abrupt or repeated hard braking
Hard braking is the clearest documented example. The National Highway Traffic Safety Administration (NHTSA) investigated unexpectedly hard braking by Zoox robotaxis under its preliminary evaluation PE24015. The agency reported four associated collisions involving vulnerable road users, such as pedestrians, cyclists, and scooter riders, and three of those collisions caused injuries. NHTSA quoted the risk directly: “These unexpected braking events can increase the risk of a collision.” Zoox remedied the identified software issue, and the agency closed the preliminary evaluation based on the available data.

For a passenger, the practical signal is repetition. One hard stop in traffic is common to human drivers too. Several unexplained hard stops on the same route or in the same kind of traffic deserve a report.
Unusual movement after a collision or near-collision
A May 2025 event filed in a Zoox recall report shows what this looks like in practice. An e-scooter rider struck an unoccupied, stopped Zoox robotaxi and fell beside it. The vehicle then moved without contacting the rider. Minor injuries from the initial collision were reported. Zoox paused operations, updated its software, and resumed service after deployment. This is one documented event, not evidence that robotaxis routinely move this way after contact.
Behavior around people outside the car
Watch how the vehicle handles pedestrians, cyclists, and scooters. Note whether it stops or starts abruptly near them, hesitates in a way that seems to confuse other road users, or creeps forward while someone is still close to the car. A passenger cannot determine fault or the system’s intent from one ride, so describe what you saw factually and let investigators draw conclusions.

A pattern that merits a report
Report a concern when the same behavior repeats, when an unexpected motion involves a person or another vehicle, or when the vehicle appears unable to proceed safely and stalls in a way that affects traffic. Those are the situations that help regulators identify cases for follow-up.
What public crash data can and cannot establish
Public incident data are useful for spotting patterns, but they are easy to misread. NHTSA’s Standing General Order FAQ warns: “Use caution when attempting to compare crash data between entities.” The agency also says incident reports are not necessarily complete. Operators may have different access to crash data, different vehicle capabilities, different operating locations, and different miles driven. A higher raw count is not, on its own, a safety ranking.
Operators also publish their own safety figures. Waymo’s Safety Impact dashboard reported 271.3 million rider-only miles through June 2026 and compares its crash rates with human benchmarks for surface streets in the cities where it operates. The company says it adjusts for where its fleet drives and corrects for injury underreporting. Those are company-published methods and should be attributed as such, not presented as an independent regulator finding.

How to respond during and after a concerning event
- Follow the vehicle operator’s instructions for any immediate hazard or emergency first. Your safety and the safety of people nearby come before recording details.
- Once it is safe, write down the date, approximate time, city, operator and vehicle identifier if you can see one, what happened, and whether anyone was hurt or nearly hurt.
- Record only what you need to describe the event. Avoid recording or sharing other passengers’ or bystanders’ private information.
- Report the event through the operator’s support channel. The sources reviewed do not establish current in-app steps for every operator, so use the support route the operator provides in your app or on its website.
- For a witnessed automated-vehicle safety issue, you can also report to NHTSA online or by calling its Vehicle Safety Hotline at 888-327-4236.
A passenger report does not obligate the operator or NHTSA to take a particular action, and passengers cannot file the federal Standing General Order reports themselves. Those duties apply to named manufacturers, developers, and operators.

NHTSA’s Standing General Order requires timely notice of incidents that may reveal potential safety defects. The agency periodically releases the public report data, and it uses those reports to identify cases for follow-up rather than to certify the safety of any system.

In 2026, NHTSA announced that it granted Zoox a temporary exemption for commercial deployment of up to 2,500 vehicles annually for two years, subject to oversight, while it pursues AV performance standards. That is a dated regulatory action for one company. It is not a general assurance about the ride quality or safety of every robotaxi.
In California, the CPUC’s Autonomous Vehicle Quarterly Reporting portal lists deployment and pilot reporting periods through 2026. Some Waymo and Zoox fields are redacted pending confidentiality review, and Zoox pilot reports were updated to correct reporting-methodology errors. Those details are reasons to qualify any conclusion you draw from the datasets.

Recall and service status can change after publication, so check the current NHTSA recall record and the operator’s service notices before drawing conclusions about a specific vehicle or city.
The useful outcome for most passengers is a clear way to observe and report. No passenger-purchased product is needed to make a robotaxi ride safer, and the sources do not support recommending one.
Robotaxi rides can be unsettling without being dangerous. Treat a single jolt as a note, treat repeated hard braking, unexpected motion, or behavior that puts people outside the car at risk as a reportable concern, and read company statistics with their methods in view.
