Most people do not need a consumer VPN by default. A VPN is worth using when you have a specific reason to send your traffic through another network, such as an employer’s remote-access requirement or a network you trust more than the one you are on. It is not an anonymity tool, and it does not replace HTTPS, updated devices, or strong account protection. What it mainly does is move some trust away from your local network or internet provider and toward the VPN company itself.
What a VPN actually does
The Federal Trade Commission’s consumer guidance on VPN apps, published in 2018, describes a VPN app as routing your traffic through servers the provider controls, and says it may encrypt the connection between your device and those servers. The Electronic Frontier Foundation’s Surveillance Self-Defense guide, reviewed July 28, 2026, puts the core function more bluntly:
“The reality is that VPNs are best suited for one thing: routing your network connection through a different network.” (Electronic Frontier Foundation, Surveillance Self-Defense guide, reviewed July 28, 2026)

That is the useful way to think about it. A VPN changes the path your traffic takes and who can see that path. It does not change who you are to the websites you visit.

What a VPN does not do
It does not make you anonymous
The FTC’s VPN guidance is direct on this point: “A VPN app generally isn’t going to make you entirely anonymous.” (Federal Trade Commission, “In the market for a VPN app?”, 2018) Websites can still identify you from information you give them, such as when you log in, and from tracking signals such as cookies. A VPN can hide your IP address from a site, but it does not stop an account from knowing it is you.
It does not replace HTTPS or device security
A VPN sits underneath the protections a site already provides. If a page loads over HTTPS, its content is encrypted in transit whether or not a VPN is running. A VPN also does nothing about an outdated phone, a reused password, or a malicious download. Those risks need their own fixes.

Is public Wi-Fi safe without a VPN?
For most everyday use, usually yes, with a few habits. The FTC’s public Wi-Fi advice, published around 2023, says: “Because of the widespread use of encryption, connecting through a public Wi-Fi network is usually safe.” (Federal Trade Commission, “Are Public Wi-Fi Networks Safe? What You Need To Know”) That is general guidance, not a guarantee for every network or every threat, and older blanket warnings that hotspots are inherently unsafe predate how widely sites now use encryption.
- Before entering anything sensitive, check that the address starts with
https://and that the browser shows a lock indicator. - Pay attention to certificate or security warnings. Do not click through them on a network you do not recognize.
- If a site you need is only available over plain HTTP, treat that as a reason to wait or switch networks rather than as a reason to log in anyway.
If you do these things, a VPN on public Wi-Fi adds a layer, but it is not the layer that makes the connection usable in the first place.

Your internet provider and what it can see
The concern about internet providers has real evidence behind it, but the scope matters. A Federal Trade Commission staff report published in 2021 covered six mobile internet providers that, at that time, represented about 98 percent of the mobile internet market. The report found that these providers collected and shared broad types of customer data. That figure describes the providers the report studied in 2021. It is not a current measure of market share, and it does not establish how every internet provider behaves today.
A VPN changes who can observe some of your traffic. Your provider can still see that you connect to the VPN server, and the VPN company then becomes a party you must trust with the traffic it carries. Whether that trade is worth it depends on which party you trust more, which is a judgment you have to make for your own situation.

Work VPNs are a different case
If the question comes from your job, the answer is usually set by your employer. CISA and partner agencies’ guidance, “Modern Approaches to Secure Network Access,” dated June 18, 2024, is written for organizations. It discusses the limits of VPNs for remote access and describes alternatives, which means a company may require an approved VPN, or may use a different remote-access approach entirely. The FTC’s small-business guidance on secure remote access, dated 2019, also identifies multifactor authentication as a protective measure. Follow your organization’s current policy rather than a general consumer recommendation.

Streaming: do not expect it to work every time
Many readers want a VPN to unlock streaming libraries from other countries. The EFF guide notes that streaming platforms may block VPN connections. A VPN may work for some services on some days and fail on others, so treat region access as something you cannot count on.

When a VPN makes sense

If you do choose a VPN, evaluate the provider
The FTC advises researching apps, checking their permissions and encryption, and reviewing their data-sharing policies before you trust one. The sources behind this article do not establish which provider is best, what any service costs, how fast it is, or whether any provider’s audit claims hold up. Evaluate candidates on these points yourself:
- Privacy policy and data sharing: what the provider logs, what it shares, and with whom.
- App permissions: whether the app asks for more access than a VPN needs.
- Encryption: what the app says it encrypts, and whether the claims are specific.
- Transparency: whether the company explains who runs it and how it is funded.
- Platform support: whether it runs on the devices you actually use.
- Fit for your need: whether it supports the particular routing or remote-access requirement you have.
Baseline protections that matter more for most people
If you have no specific routing or remote-access need, these habits matter more than a VPN. The FTC and CISA guidance cited above supports the HTTPS, provider-trust, and work multifactor authentication points; the rest is general security practice:
