Windows can open HEIC photos without ImageMagick, but only in apps that can use a HEIC decoder, and on Windows that decoder usually comes from Microsoft’s HEIF Image Extensions codec, which you install separately. Three routes are documented: a local codec for Windows apps, a OneDrive web preview, and an ImageMagick build that includes HEIC support. The blanket claim that browsers ship no decoder is too broad to publish as fact. Microsoft says HEIF and HEVC files can be viewed on the OneDrive website in any browser, which is a cloud preview, not proof that a browser decodes a file saved on your PC. Microsoft’s documentation also does not show that Windows can write HEIC files on its own, so the encoding question is handled separately below.

Can Windows open HEIC files without ImageMagick?

Yes, in apps that use Windows codecs, once the matching codec is installed. Microsoft’s guidance says downloaded HEIF or HEIC files may need a codec, and it points to HEIF Image Extensions, which the Microsoft Store labels “HEIF Image Extensions (free).” Microsoft’s Photos troubleshooting article says both the HEIF and HEVC extensions are needed for the scenario it documents, even when you only want to view photos. A codec is a software component that decodes media for applications. A cable, card reader, or drive does not add decoding support, so hardware accessories will not fix a file that a Windows app cannot open.

Install the codec for the Photos app

  1. Open Microsoft Store and search for “HEIF Image Extensions.”
  2. Open the listing titled “HEIF Image Extensions (free)” and use its install button.
  3. Search the Store for the HEVC extension and install it as well, because Microsoft’s Photos guidance names both extensions.
  4. Close Photos, reopen it, and open the .heic file again.

Check the listing’s current price and terms before you install. Store availability and pricing can change, and the sources used here do not give a price that will stay accurate.

Why the browser answer is different

What Microsoft documents is narrower than “browsers have no decoder.” HEIF and HEVC files can be viewed on the OneDrive website in any browser. That works because the file is shown through OneDrive’s web preview, so the browser is displaying a preview rather than decoding the file you saved locally. If a local .heic file will not display in a browser, the available documentation does not establish a rule that covers every browser. Test the browser you use, and if it fails, use the OneDrive preview or convert a copy as described below.

Where ImageMagick fits

ImageMagick is optional. Its format documentation lists HEIC as readable and writable only when the libheif delegate library is available, so HEIC support depends on how the build was made, not just on having ImageMagick installed. Its Windows download page lists Windows 10 or newer as supported for its binaries. That confirms operating system support, not HEIC support in every build.

Check whether your build handles HEIC

Open Command Prompt and run the following. The command uses the ImageMagick 7 name, magick; older ImageMagick 6 installs use convert instead.

magick -list format | findstr /i heic

If a HEIC line appears with read and write flags, this build can convert HEIC files. If nothing prints, the build lacks HEIC support, so install a build that includes libheif or use the Photos or OneDrive routes instead.

Convert HEIC to JPG

To write HEIC rather than read it, run the same tool in the other direction. ImageMagick documents quality 100 as lossless HEIC output, and its HEIC options include chroma subsampling choices of 4:2:0, 4:2:2, and 4:4:4.

These options describe a correctly configured ImageMagick installation. They do not guarantee that every installer or third-party converter keeps every source property.

Check a conversion before you rely on it

  1. Copy one representative HEIC file. Keep the original untouched.
  2. Convert the copy to JPEG with the command above.
  3. Open the source and the output side by side and compare orientation, color, and metadata such as capture date and location.
  4. Run the batch only after the single-file check matches what you expect.

When the file still will not open

  • Photos shows an error: confirm both the HEIF and HEVC extensions are installed, then restart Photos.
  • A browser shows nothing for a local file: upload a copy to OneDrive and view it on the OneDrive website, or convert the copy to JPEG.
  • ImageMagick reports no HEIC support: the installed build lacks libheif, so reinstall a build that includes it.
  • Another Windows app fails: check that app’s own codec requirements, since the documented Microsoft steps cover the Photos scenario.
