Possibly, but only at the margins and only for some projects. The package commonly called GST 2.0, which followed the 56th GST Council meeting on 3 September 2025, does two things that matter for builders’ cash flow. It lowers the GST rate on several construction inputs, most visibly cement, and it introduces a provisional refund of 90% of eligible inverted-duty claims. Both can reduce the money a builder has tied up. Neither has been shown to release working capital at scale, and the lower rates do not create input tax credit (ITC) where the credit rules bar it, as explained below.

What changed, and when

The Council said the rate changes for services and most goods should take effect on 22 September 2025. Its official announcement described the reforms as rate changes and trade-facilitation measures. The goods rates are carried in Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, which the Ministry of Finance FAQs identify as the superseding notification for goods rates.

The Council’s implementation statement reads: “The Council was of the view that the changes in GST rates of goods and services need to be implemented with effect from 22 September 2025.” It is a statement about timing, not about builder liquidity.

The official material reviewed for this article dates from September to November 2025. Rates, notifications and the legal basis of the refund can be amended, so confirm the current position on the CBIC website before relying on any rate in a contract or invoice. For a specific classification, cite the notification number rather than a broad policy summary.

Construction inputs: the cuts that matter

Cement is the headline item. Its GST fell from 28% to 18% under the 56th Council recommendations. The Press Information Bureau, the Government of India’s official release agency, places cement at 15–20% of total building costs and nearly 11% of overall construction costs, in a 2025 backgrounder on housing and construction policy. These are general shares, not a bill of materials. A high-rise tower, a warehouse and a row of plotted houses will have very different input mixes.

Confirm the precise product or service classification against the applicable notification before using any of these rates in a transaction example. A lower rate on an input reduces the tax included in the purchase price. Whether that saving reaches the builder depends on vendor pass-through, which no reviewed official source measured.

The refund: 90% provisional release

The Council’s press release describes a provisional refund equal to 90% of the refund claimed in inverted-duty cases. An inverted-duty position arises when the rate on inputs is higher than the rate on outward supplies, so credit builds up. Claims are identified by the system and pass through risk evaluation. The Council material does not state payment timelines for claims that go to risk evaluation, and it does not say that every claim receives 90% or that every builder qualifies.

The refund shortens the period during which eligible funds stay tied up. Its benefit is narrow: it matters most for a builder whose outward supplies carry a lower rate than the inputs it buys.

Why a lower input rate is not an input credit

This is where the headline idea most often goes wrong. A cut in the GST on cement is not the same as a right to claim back GST on cement. Credit depends on the outward supply and the construction category.

CBIC’s construction-services table sets reduced rates for specified residential apartment construction, and these entries generally carry no ordinary ITC. The GST Council’s 55th-meeting material describes the change in these terms:

For projects under these entries, the cut lowers the tax-inclusive cost of the build. It does not create a credit that offsets output tax, so a builder should not model cement savings as recoverable.

Two further rules sit alongside. The CBIC table sets an 80% registered-supplier procurement condition for covered construction supplies, with reverse-charge tax on specified shortfalls, and separate treatment for cement received from an unregistered person. These conditions are scoped to the relevant entries, not to every builder. Separately, section 17(5) of the CGST Act restricts ITC on specified construction of immovable property, subject to statutory distinctions and exceptions. Neither rule can be applied without the notification text and the project category.

Where working capital could move, by project type

The effect differs by project. Where the reviewed official material gives no treatment, the cell says so.

What the evidence does not show

  • No reviewed official source measures how much working capital builders actually gained.
  • No source establishes full pass-through of input-tax cuts into purchase prices.
  • No source gives the share of builders whose claims qualify for the 90% provisional refund.
  • No official statement ties GST 2.0 to builder liquidity; the only official quotation on the reform concerns timing.

How a builder can test the claim

  • Map purchases by input, including cement, particle board, marble and granite, brick job work and effluent-treatment services, with the invoice date and the rate applied to each.
  • Establish whether each project falls under a reduced-rate entry without ITC or under a standard entry.
  • Measure the share of supplies from registered suppliers against the 80% condition.
  • Check whether the business is in an inverted-duty position and whether its claims would be eligible for the provisional refund.
  • Read contract price-adjustment clauses to see whether a tax reduction is passed to the client or retained.
