Inter-system ground noise is an unwanted voltage difference between the ground reference points of two pieces of equipment that are connected to each other by a data or RF line. That difference can drive current through the connection or disturb the signals it carries. The term appears in a power-protection white paper from American Power Conversion (APC) and in a 2012 study of an accelerator control system, and both treat it as a ground-loop effect rather than general electrical noise.
What the term means
Every piece of equipment is bonded to a ground reference, and those references are not guaranteed to sit at exactly the same potential. The APC paper, Inter-System Ground Noise: Causes and Effects (revision dated 2003), describes the phenomenon as the difference between the ground wires supplying interconnected computers. The defining feature is the word “inter-system”: the problem only becomes significant when two grounded systems are linked by a signal path. APC’s 2003 white paper (hosted copy) is the source of this framing.
The 2012 journal article by Abramowicz and Czuba, “Investigations on Inter-System Ground Noise in LLRF System at FLASH Accelerator,” published in Przegląd Elektrotechniczny, defines the same idea as unwanted disturbances in data and RF lines between electronic devices, caused by unbalanced reference voltages in a ground loop. How a connection turns a voltage difference into a problem
The sources describe a sequence of conditions rather than a single fault. A voltage difference between grounds is harmless on its own until a second conductive path ties the two systems together.

- Two systems are each bonded to the building’s grounding system, usually at different points.
- Impedance in the grounding system, combined with current flowing through it, leaves the two ground references at different potentials.
- A data or RF cable is connected between the two systems, creating a second conductive path alongside the ground.
- The potential difference drives current around the loop formed by the ground path and the cable.
- That current, or the voltage it produces across the cable, disturbs the signal being carried.
This is why a ground loop is a common mechanism, but not a synonym for every electrical noise problem. A noisy power feed to a single device, with no interconnection involved, does not fit the definition.
How it differs from common-mode noise
People often use “ground noise” and “common-mode noise” interchangeably. The APC paper separates them. It defines common-mode noise as noise that exists between the power conductors, hot and neutral, with respect to the ground conductor. Inter-system ground noise lives on a different path, between ground references of separate systems.

The terminology reflects these sources’ technical framing. The APC material is dated and written for a computer power context, so it should not be read as a universally adopted standards definition.

Causes described in the sources
The APC paper lists current injected onto equipment grounding conductors, differences among grounding paths, ground faults, lightning-induced currents, and data connections between devices as contributors. The Verizon-hosted training material, an undated file that indicates a 2023 update (available here), explains the mechanisms in more detail.
Current on grounding conductors
Equipment grounding conductors are not designed to carry load current. Current that enters them, whether from a fault or from an unintended path, can raise the local potential at one bonded system relative to another.
Differences in grounding paths and impedance
Two systems bonded through different routes have different impedance. The Verizon material explains that these impedance differences can produce different ground potentials even when both systems are correctly bonded to the same building grounding system.

Accidental neutral-to-ground bonding
The same material notes that an accidental bond between neutral and ground can place neutral current on grounding conductors and other bonded metal systems. This is one of the more direct ways normal load current ends up in the ground path where it can reach a data line’s reference.
Ground faults and lightning-induced currents
The APC paper identifies ground faults and lightning-induced currents as events that can disturb the ground reference during or after the event. These are episodic causes, which can make a fault intermittent and hard to reproduce.
Data and RF connections between devices
The interconnecting cable is the component that makes the difference matter. Without a data or RF line joining the two systems, the ground-to-ground voltage has no path to act on.

Reported effects and their limits
The APC paper lists data transmission problems and damage to interface electronics as possible outcomes. The 2012 journal article records disturbances in data and RF lines in one particular accelerator control system, and its catalogue abstract gives no numerical results, so no figures are quoted here.
Neither source establishes a voltage threshold above which errors or damage are certain. Whether a given ground-potential difference causes a problem depends on the equipment, the cable, and the installation, and it cannot be predicted from the definition alone.
Why protective grounding must stay connected
A common instinct is to lift or disconnect a ground conductor to break the loop. The APC paper’s Power Quality Myths white paper (approximately 2006, based on the hosted copy’s metadata) warns against this directly. It states: “Grounding problems only exist in computer installations when two separate pieces of grounded equipment are interconnected through data communication lines.” The same material identifies disconnecting a ground conductor as a shock hazard. Any change to bonding, grounding, or cabling on a live installation should be carried out by a qualified electrician or an EMC or power-quality professional, under the electrical rules adopted in the relevant jurisdiction.
What the evidence does not establish
- No universal voltage threshold for interference or damage. The sources describe mechanisms, not limits.
- No single fix. The APC material states that an isolation transformer does not reduce inter-system ground noise in the computer setup it describes, so isolation devices cannot be treated as interchangeable or automatically effective.
- Dated scope. The APC papers reflect computer power systems from the early to mid-2000s, and the accelerator study concerns one LLRF installation.
- No product-level comparison. The sources do not evaluate specific ground-loop isolators, grounding testers, or network equipment for an unspecified installation.
Evaluating a candidate fix
Before any change is made to a real installation, a proposed measure should meet four tests:
- Protective grounding remains continuous.
- The signal connection is electrically isolated where isolation is the intended mechanism, and the isolation method is stated explicitly.
- The measure addresses the identified current path or noise mechanism, not only the symptom.
- The equipment’s specifications and the local electrical rules both permit the change.
Information to gather before calling a professional
A diagnosis depends on inspection and measurement in the building, which general definitions cannot replace. Gather the following so the person investigating can work efficiently:

- The two systems involved, and the type of line connecting them (data, RF, or other).
- Where and how each system is bonded to ground, if the bonding points are known.
- When the problem occurs, and whether it correlates with switching loads, faults, or storms.
- Whether any interface equipment has failed or behaved abnormally.
