You cannot switch off the basic clipboard in Windows 11, because copy and paste depend on it. The pop-up most people describe is a separate feature called clipboard history. It opens with Windows key+V, and it is often triggered by accident when someone means to press Ctrl+V. Pressing Ctrl+V pastes normally, and you can turn off clipboard history if you do not want the pop-up at all.
Why the pop-up appears when you meant to paste
Microsoft’s keyboard shortcut documentation for Windows 10 and Windows 11 lists Windows logo key+V as the shortcut that opens clipboard history. Ctrl+V is the ordinary paste shortcut and does not open anything. The two key combinations sit next to each other on the keyboard, so a slightly early or extra press of the Windows key turns a paste into a pop-up.
This matches a thread on the ElevenForum started on September 17, 2026. The poster was running Windows 11 Pro 25H2, had copied a user ID, and pressed Ctrl+V to paste it into a password manager. Instead of the ID, a clipboard pop-up appeared. A forum administrator replied that the pop-up usually appears only when the Win+V keys have been pressed. The poster later acknowledged that they may have pressed Win+V by mistake and reported that Ctrl+V worked again once they used the correct keys.

- Copy a short line of text, click into a text box, and press Ctrl+V. If the text appears, the clipboard is working and the pop-up was a keystroke issue.
- Press Windows key+V on purpose. If the same clipboard pop-up appears, clipboard history is the feature responsible.
Copy and paste are separate from clipboard history
Microsoft explains that copied content is placed on the clipboard automatically so it can be pasted. Clipboard history is an additional feature that keeps a list of several copied items so you can choose one later. Turning history off removes the list and the pop-up. It does not disable Ctrl+C or Ctrl+V.
How to turn off clipboard history in Windows 11
Menu labels can change between Windows versions, so the wording below may differ slightly on your PC.

- Press Windows key+I to open Settings.
- Go to System, then select Clipboard.
- Find the Clipboard history setting and switch it to Off.
- Optional: under the clipboard data section, select Clear to remove items already stored in history. Clearing deletes saved entries only. It does not change how Ctrl+V works and does not fix a paste that fails for another reason.
After switching it off, press Windows key+V. If nothing opens, the setting is working.

- A key is stuck or pressed by accident. Check whether the Windows key is held down or whether a keyboard tool or remapping app is sending it. Pressing the Windows key alone can also be misread as a shortcut by some utilities.
- Your password manager uses its own shortcut. Some password managers offer a separate auto-type or fill shortcut. If a different shortcut is pasting or filling in the wrong place, review that application’s settings.
- You use a third-party clipboard manager. That application has its own hotkey and its own settings. The steps above control only the built-in Windows feature.
- Ctrl+V fails in every app. Clipboard history is unlikely to be the cause. Copy plain text into Notepad and paste it there. If that also fails, restart the computer and test again before changing other settings.
What to expect
The clipboard itself cannot be removed from Windows 11, and it is not what is producing the pop-up. Once clipboard history is off, Windows key+V will no longer open a list, and a mistyped press of the Windows key will not interrupt a paste in the same way. Ctrl+V continues to paste the most recent copied item in the usual way.

These steps are based on Microsoft’s clipboard and keyboard shortcut documentation and a user report from September 2026 on Windows 11 Pro 25H2. The documentation covers Windows 10 and Windows 11; this guidance does not extend to macOS, mobile devices, or third-party clipboard managers.
