Sesterce has proposed an AI computing campus at the former Kaipola paper mill site in Jämsä, Finland, with planned investment of more than €10 billion. The proposed campus would start with a 200 MW first phase and could reach 600 MW in a second phase; neither capacity has been delivered, and the cited announcements do not establish that construction has begun.

What Sesterce is proposing

French AI infrastructure company Sesterce announced the project on October 8, 2026, and Jämsä City published a matching announcement that day. The site is the former Kaipola paper mill. Sesterce says it wants to reuse existing industrial infrastructure, including the power grid, water systems, buildings and logistics connections. Its CEO, Youssef El Manssouri, said the goal is to “preserve the area’s industrial identity” while making use of those assets. Sesterce’s announcement and the city’s announcement describe a proposal, not an operating campus.

The announced investment is more than €10 billion. Reuters rendered that as approximately $11.21 billion using the exchange rate in its October 8, 2026 report; the dollar amount is therefore a time-specific conversion, not a separate project budget. Reuters reported the announcement.

How the planned capacity and schedule fit together

The 600 MW figure refers to the expected second phase, not the initial build or current capacity. Sesterce says work on a 200 MW first phase is planned to begin in 2026, with a second phase expected to raise the campus to 600 MW. It also describes a longer-term ambition to develop more than 1 GW of AI capacity in Finland across existing industrial sites and in line with market demand. These are company plans and ambitions; the announcements do not establish construction, commissioning or delivered capacity.

Will the proposed campus go ahead?

The available announcements show a substantial proposal and a reported customer commitment, but do not establish that the project is fully financed, permitted or under construction. Sesterce says it has an anchor customer. Yle reported on October 9, 2026, that El Manssouri told the broadcaster an investment decision had been made and a contract signed with a future client, which he described as one of two leading AI laboratories. Yle said the client was not named; the project’s financial backers were also not public in the cited reporting. Yle’s report covers the customer statement.

The cited reporting does not establish permits, final financing details or the start of construction. Jämsä mayor Jori Reijula described the proposal as an interesting opportunity while stressing that it must move from plans to implementation and meet applicable requirements. The city says it will assess projects carefully as they advance. The practical signs of progress to watch are permitting and financing, a disclosed customer or backers, and construction and commissioning milestones—not the announced capacity alone.

What Sesterce says the project could mean locally

Sesterce projects approximately 2,000 construction jobs and around 300 positions once the campus is fully operational, and says it intends to use primarily Finnish contractors and subcontractors. These are estimates and intentions, not confirmed hiring or realized employment figures.

The company also proposes a €10 million community fund upon commissioning, with Jämsä City and residents selecting projects. It says public-facing facilities such as restaurants and education or learning spaces could sit alongside the campus, while compute facilities would remain separate and secure. The announcement does not establish that these facilities or the fund have been delivered.

Energy, cooling and water commitments

Sesterce says it will enable 1 MW of newly built renewable generation capacity in Finland for each 1 MW the campus consumes, within ten years of the campus becoming operational. The company describes its planning as based on “energy-efficient and flexible operations.” This is an announced commitment; the cited announcement does not document implementation or independent audit results.

For cooling, Sesterce says it plans a closed-loop liquid system supplemented by harvested rainwater and recycled water, with no drinking water used for cooling. These are proposed design and operating measures, not verified performance data. The cited sources do not provide measured energy or water-use statistics for the project.

What to verify as the proposal develops

  • Whether the project obtains the required permits and reaches final financing.
  • Whether construction starts and when any capacity is commissioned, distinguishing the planned 200 MW first phase from the expected 600 MW total.
  • Whether Sesterce or the reported customer publicly identifies the anchor customer and financial backers.
  • Whether projected local jobs become actual construction and operational employment.
  • Whether the renewable-generation, cooling, water and community-fund commitments are implemented and independently documented.
