When employee engagement is low, the best first move is not to launch a perk, app, or recognition campaign. Find out what is making work harder to do well, then change the workplace conditions employees identify. A practical response combines targeted measurement, manager support, meaningful feedback and recognition, and follow-up on outcomes. No single program is established as the best fix for every organization.
What employee engagement means for a business
Engagement is not the same as employee happiness or attendance at company events. It reflects whether people have the conditions and motivation to contribute: they understand what is expected, have the resources to do the work, receive useful recognition and feedback, see opportunities to develop, and can connect their work to a purpose.
Gallup’s 2024 11th-edition Q12 meta-analysis covered 736 studies, 347 organizations, 53 industries, more than 180,000 teams, and employees in 90 countries. Gallup reported a relationship between engagement and each of the 11 business outcomes it studied. That is evidence of association across many settings, not a guarantee that raising an engagement score will cause a particular business result.

Diagnose the workplace problem before choosing a solution
A low score or rising turnover tells you something may be wrong; it does not tell you what to fix. Start by identifying the specific conditions employees are experiencing. Gallup’s Q12 is one example of a structured instrument: its 12 items cover areas including role clarity, resources, recognition, development, and connection to purpose. It is a measurement option, not a requirement that every employer use Gallup’s vendor or framework. Gallup’s employee engagement measurement and advisory overview.
Use a survey or other feedback method to answer practical questions, such as whether people know what success looks like, have the tools and staffing to meet expectations, get useful feedback, or see a path to grow. Make clear how feedback will inform decisions; collecting responses without acting on them can make the next request for input less credible.

Interpret results by team and context where appropriate, while protecting confidentiality. A company-wide average can conceal a problem limited to a particular manager, role, shift, or work arrangement. Pair survey findings with relevant indicators—such as absenteeism, turnover, safety, or quality—rather than assuming any one metric explains the cause.
Compare response options by the need they address
These approaches are practice areas, not a validated ranking of products. Choose based on what diagnosis reveals, how the response will change everyday work, and what outcomes the organization can review over time.

Gallup and Workhuman identify strategic recognition, meaningful feedback, wellbeing support, and upskilling as practices organizations can use. Their recognition research reported that well-recognized employees were 45% less likely to have turned over two years later; that finding describes the study’s association, not a guaranteed effect of introducing a recognition program. Recognition should reinforce meaningful contributions, not stand in for fair compensation, manageable workloads, or capable management. If employees identify those underlying problems, address them directly rather than trying to compensate with awards or public praise.

Make managers part of the solution
Managers shape the everyday experience of work: priorities, role expectations, feedback, recognition, and development conversations. Gallup attributes 70% of the variance in team engagement to the manager. This highlights where organizations can act; it does not mean one manager behavior will mechanically produce a particular engagement-score increase. Gallup’s guidance on engaging frontline managers.
Give managers the conditions to do the job well. That may mean clarifying decision-making authority, reducing conflicting demands, providing coaching, or making time for employee conversations. Training alone is unlikely to help if managers lack the capacity or organizational backing to apply it.

Prioritize useful conversations over a meeting quota
In a Gallup report involving nearly 15,000 employees, 16% said their last conversation with a manager was extremely meaningful. Gallup also reported that meaningful feedback produced four times the engagement lift associated with having the “right number” of office days in that study. This is a study-specific comparison, not a universal ranking of feedback against workplace arrangements. Gallup’s article on a manager’s most important habit.
A useful conversation is specific to the employee’s work: what is going well, what is getting in the way, what support is needed, and what development matters. The goal is to improve the quality of manager-employee interaction, not add a new calendar requirement without a clear purpose.

Choose a small number of actions tied directly to the problems employees identified. For example, unclear priorities may call for managers to reset expectations; missing feedback may call for regular, focused conversations; limited development may call for concrete learning opportunities. Avoid launching several unrelated initiatives at once if that would make it difficult to tell what addressed the issue.

- Choose an action that changes the experience. Specify what managers or teams will do differently, and what support they need to do it.
- Set a review plan. Decide which engagement measures and relevant business indicators to revisit. The cited sources do not establish a universal trial length or guaranteed impact.
- Close the loop. Tell employees what was heard, what will change, and what cannot change now. Review results and adjust the response if the underlying problem remains.
Keep the evaluation proportionate to the intervention and interpret changes cautiously. Engagement and business outcomes can move for reasons beyond a single initiative, so a score shift alone does not prove that a program caused the result.

Why a creative fix can still fail
- It treats a symptom as the cause. A social event will not resolve unclear expectations or an unsustainable workload.
- It collects feedback without visible action. Employees need to see how input informs decisions, even when leaders cannot meet every request.
- It adds responsibilities without capacity. Managers cannot consistently coach and recognize employees if workload and priorities leave no room for it.
- It substitutes a tool for management. A survey or recognition platform can support a process; it cannot by itself improve the conditions employees encounter.
- It mistakes correlation for a promise. Engagement research can guide what to examine, but it does not guarantee a specific intervention will produce the same outcome in every workplace.
